Class Specifications for the Class:
TRANSIT DISPATCHER III
SR-16, BU-03
Duties Summary:
Oversees the coordination and prioritization of responses to service requests and
emergencies; supervises the deployment of transit personnel, materials, and equipment;
ensures optimal efficiency and adherence to transit schedules and policies; mentors and
provides guidance to lower-level dispatchers; performs complex clerical and administrative
tasks related to transit operations, including data analysis, report preparation, and record
maintenance; and performs other related duties as required.
Distinguishing Characteristics:
This class is distinguished by responsibility to oversee the dispatching operations,
providing leadership and training to other dispatchers, and ensuring the highest standards
of service and efficiency. Positions in this class are expected to handle the most complex
and critical situations and to contribute to strategic planning and operational improvements.
Examples of Duties: (The following are examples of duties and are not necessarily
descriptive of any one position in this class. The omission of specific duties statements does
not preclude management from assigning such duties if such duties are a logical
assignment for the position).
• Operates and oversees the operation of a radio-telephone communication system to
receive and transmit messages for public transportation and paratransit services;
• Supervises and coordinates the dispatching of transit personnel, materials, and
equipment in response to service requests and emergencies;
• Prioritizes and makes decisions on complex and critical dispatching situations;
• Provides leadership, training, and guidance to lower-level dispatchers;
• Ensures adherence to transit schedules, policies, and procedures;
• Monitors and logs the status and location of transit vehicles and personnel;
• Prepares and maintains detailed records and reports on transit operations;

• Conducts data analysis to identify trends, improve operational efficiency, and inform
strategic planning;
• Answers inquiries from the public and provides information or refers to the
appropriate authority;
• Schedules and confirms trip reservations for public transportation and paratransit
services, ensuring accuracy and efficiency in assignments;
• Prepares and composes complex letters, reports, and other documents;
• Maintains various files and records related to transit operations, such as vehicle and
equipment logs, work orders, and time and leave records;
• Assists in the preparation of departmental payroll and related documents;
• Prepares purchase requisitions and checks invoices against receiving copies;
• Conducts periodic physical inventory of supplies, materials, and equipment;
• Participates in the development and implementation of policies and procedures; and
• Performs other related duties as required.
Knowledge of:
The geography of the County of Kaua’i; advanced operation of a radio-telephone
communication system; the organization, functions, policies, and procedures of the
Transporation Agency; office practices and procedures; filing methods and systems;
punctuation, grammar, spelling, and word usage; use of standard office machines and
equipment; data analysis and report preparation.
Ability to:
Plan, direct, organize, assig, and review the work of subordinates; perate radio-
telephone equipment proficiently; make sound decisions under emergency conditions;
prioritize and coordinate multiple complex service requests; analyze operational data and
prepare detailed reports; provide effective leadership and training to staff; deal courteously
and effectively with the public; read and interpret complex written material; maintain
accurate records; operate standard office machines and equipment; develop and implement
policies and procedures.

Minimum Qualification Specifications
for the Class:
TRANSIT DISPATCHER III
SR-16, BU-03
Training and Experience:
A combination of education and experience substantially equivalent to graduation from
high school; and
• five and one half (5 ½) years of work experience which included one (1) or a
combination of the following: public contact, customer service, clerical duties, radio
telephone or telephone switchboard operation, or dispatching.
Substitutions Allowed:
The following may be substituted for education:
A. Four (4) years of full-time general work experience may be substituted for a high
school diploma.
B. Successful completion of semester credits leading towards a degree or diploma from
an accredited community college, college or university, trades school, etc., may be
substituted for up to four (4) years of the education requirement (15 semester
credits = 6 months).
C. An Associate’s, Bachelor’s, Master’s, or PhD degree from an accredited community
college, college or university, trades school, etc., may be substituted for the
education requirement.
The following may be substituted for experience:
A. Successful completion of semester credits leading towards a degree or diploma from
an accredited community college, business or technical school, college, or university
may be substituted for up to four (4) years of the required work experience
requirement (ex. 15 semester credits = 6 months).
B. An Associate’s degree in any field from an accredited college or university may be
substituted for up to two (2) years of the required work experience requirement.
C. A Bachelor’s degree in any field from an accredited college or university may be
substituted for up to four (4) years of the required work experience requirement.

D. A Master’s or PhD degree in any field from an accredited college or university may be
substituted for up to one (1) year of the required work experience requirement.
If a degree is used to substitute for the education requirement, it may not be used
again towards the experience requirement. If work experience is used to substitute for
education, it may not be used again to meet the experience requirement. If the applicant
holds more than one degree, transcripts must be provided, and a thorough review will be
conducted by the human resources staff in order for more than one degree to be credited
towards the minimum qualification requirements. Additional degrees can be considered if
obtained independently through mutually exclusive classes from another degree being
considered. Substitutions will be used to the advantage of the applicant.
Quality of Experience:
Possession of the required number of years of experience will not in itself be
accepted as proof of qualification for a position. The applicant's overall experience must
have been of such scope and level of responsibility as to conclusively demonstrate that they
have the ability to perform the duties of the position for which they are being considered.
Selective Certification:
Specialized knowledge, skills and abilities may be required to perform the duties of
some positions. For such positions, Selective Certification Requirements may be
established, and certification may be restricted to eligibles who possess the pertinent
experience and/or training required to perform the duties of the position.
Department/Agencies requesting Selective Certification must show the connection
between the kind of training and/or experience on which they wish to base selective
certification and the duties of the position to be filled.
License Requirement:
Possession of the appropriate licenses or certificates as required of the position.
Test:
Applicants may be required to qualify on an appropriate examination.
Health and Physical Condition Requirements:
Persons seeking appointment to positions in this class must meet the health and
physical condition standards deemed necessary and proper to perform the essential
functions of the position with or without reasonable accommodations.
Physical Effort Grouping: Light
Special Working Conditions: Shift, weekekends, and/or holiday work as required.
