Class Specifications for the Class:
PROGRAM ADMINISTRATIVE OFFICER I & II
EM-01, BU-13X
EM-03, BU-13X
Duties Summary:
Provides management/administrative support services to the head of a department
by planning, developing, and coordinating a variety of programs for the County of Kauai;
develops, promotes, and coordinates grant applications in securing federal, state, and local
funds; and performs other related duties as required.
Distinguishing Characteristics:
These classes are distinguished by having full and continuing responsibility for
developing, directing, and implementing specific program(s) funded through federal, state,
and county funds.
Level I: is characterized by its responsibility to serve as a top-level staff assistant with
coordinative responsibilities over a program or group of programs of limited scope and
complexity.
Level II: is characterized by its responsibility to serve as a top-level staff assistant in a
major operating department with a variety of programs that are diverse and complex, where
the impact of problems and issues encountered are often highly controversial or sensitive in
nature. Work is complex by virtue of extensive planning and coordination required.
Examples of Duties: (The following are examples of duties and are not necessarily
descriptive of any one position in this class. The omission of specific duties statements does
not preclude management from assigning such duties if such duties are a logical
assignment for the position).
• Plans, directs, and coordinates the operations of a county-wide program or
comprehensive management plan; confers and cooperates with management
personnel in formulating administrative and operational policies and procedures;
• Seeks out federal, state, and county funds and prepares grant proposals to carry out
program activities and services;
• Identifies management needs and problems; analyzes and seeks solutions to such
problems and recommends or takes authorized action to resolve same;

• Coordinates and directs activities through subordinate supervisory personnel;
• Advises management on regulatory and procedural requirements regarding
administrative matters;
• Participates in departmental planning and programming activities;
• Participates in public relations and information and education programs for the
department;
• Participates in the development of technical data, reports and study materials;
• Prepares program budgetary and cost estimates and other program related cost
expenditures;
• Participates in the development of budget estimates and justification;
• Reviews and approves divisional expenditures to ensure that expenses remain within
program and budgetary limits;
• Conducts studies and makes estimates and projections of department’s
requirements and assists in computation of allocation of funds to various programs
and activities;
• Conducts special studies as requested, and prepares reports and makes
recommendations;
• Arranges and schedules meeting between grieving worker, supervisor, and
management personnel and Union to investigate and resolve grievances;
• Plans, develops, and implements program in compliance with federally and state
mandated acts;
• Conducts surveys and studies to analyze and develop improvement to existing
programs; and
• Performs other related duties as required.

Knowledge of:
Principles and practices of public administration including planning, budget
administration, organization and management analysis, and public relations; grant writing;
applicable federal, state and local laws and guidelines; research methods and techniques;
report writing.
Ability to:
Plan, organize, and coordinate the operation of a variety of programs; obtain,
analyze, and evaluate facts; interpret pertinent laws, rules, and regulations; prepare clear
and concise correspondence and reports; draft policies and procedures; maintain
cooperative and effective relationships with public officers, departmental personnel, and
members of the general public; and gather and evaluate data and make sound decision
based on data collected.
This is an amendment to the specification for the class PROGRAM ADMINISTRATIVE
OFFICER I, which was approved on April 17, 1999 as PROGRAM ADMINISTRATIVE OFFICER,
and re-titled on November 15, 2000, and is to be substituted for that specification; and this
is an amendment to the specification for the class PROGRAM ADMINISTRATIVE OFFICER II,
which was approved on November 15, 2000, and is to be substituted for that specification.

Minimum Qualification Specifications
for the Class:
PROGRAM ADMINISTRATIVE OFFICER I & II

Training and Experience:
A combination of education and experience substantially equivalent to graduation
from an accredited college or university with a baccalaureate degree; and for:
Level I: four (4) years of specialized work experience;
Level II: four (4) years of specialized work experience and one (1) year of supervisory
work experience.
Qualifying Specialized Work Experience:
Professional work experience within a specialized area in planning, organizing, and
directing work of others in formulating and implementing policies and procedures.
Qualifying Supervisory Work Experience:
Professional work experience which includes planning, directing, assigning, and
reviewing the work of others; advising subordinates on difficult program areas; timing and
scheduling subordinate work; and training and developing new employees.
Substitutions Allowed:
The following may be substituted for education:
General professional work experience or education credits can be substituted for up to two
(2) years of the Bachelor’s degree such as:
A. Full-time progressively responsible professional, technical, or substantive work
experience demonstrating the scope, level, and quality of work comparable to a
curriculum leading to an Associate’s, Bachelor’s, or Master’s degree.
B. Successful completion of semester credits in a curriculum leading to a degree or
diploma at an accredited community college, trades school, college, or university (15
semester credits = 6 months).

A Master’s degree or PhD may be substituted for the education requirement.
The following may be substituted for experience:
A. Successful completion of semester credits specific in business or public
administration, economics, or a related field leading towards a Bachelor’s degree
from an accredited college or university, may be substituted for up to two (2) years of
the specialized work experience requirement (15 semester credits = 6 months).
B. Successful completion of semester credits specific in business or public
administration, economics, or a related field leading towards a Master’s, or PhD
degree from an accredited college or university, may be substituted for up to one (1)
year of the specialized work experience requirement (15 semester credits = 6
months).
C. A Master’s degree in business or public administration, economics, or a related field
from an accredited college or university may be substituted for one (1) year of the
specialized work experience requirement.
D. A Doctorate’s degree in business or public administration, economics, or a related
field from an accredited college or university may be substituted for one (1) year of
the specialized work experience requirement.
If a degree is used to substitute for the education requirement, it may not be used
again towards the experience requirement. If work experience is used to substitute for
education, it may not be used again to meet the experience requirement. If the applicant
holds more than one degree, transcripts must be provided, and a thorough review will be
conducted by the human resources staff in order for more than one degree to be credited
towards the minimum qualification requirements. Additional degrees can be considered if
obtained independently through mutually exclusive classes from another degree being
considered. Substitutions will be used to the advantage of the applicant.
Quality of Experience:
Possession of the required number of years of experience will not in itself be
accepted as proof of qualification for a position. The applicant's overall experience must
have been of such scope and level of responsibility as to conclusively demonstrate that they
have the ability to perform the duties of the position for which they are being considered.
Selective Certification:
Specialized knowledge, skills and abilities may be required to perform the duties of
some positions. For such positions, Selective Certification Requirements may be
established, and certification may be restricted to eligibles who possess the pertinent
experience and/or training required to perform the duties of the position.

Department/Agencies requesting Selective Certification must show the connection
between the kind of training and/or experience on which they wish to base selective
certification and the duties of the position to be filled.
License Requirement:
Possession of the appropriate licenses or certificates as required of the position.
Tests:
Applicants may be required to qualify on an appropriate examination.
Health and Physical Condition Requirements:
Persons seeking appointment to positions in this class must meet the health and
physical condition standards deemed necessary and proper to perform the essential
functions of the position with or without reasonable accommodations.
Physical Effort Grouping: Light
This is an amendment to the specification for the class PROGRAM ADMINISTRATIVE
OFFICER I, which was approved on April 17, 1999 as PROGRAM ADMINISTRATIVE OFFICER,
and re-titled on November 15, 2000, and is to be substituted for that specification; and this
is an amendment to the specification for the class PROGRAM ADMINISTRATIVE OFFICER II,
which was approved on November 15, 2000, and is to be substituted for that specification.
