Class Specifications for the Class:
SOLID WASTE DIVISION CHIEF
EM-05, BU-13X
Duties Summary:
Plans, directs, organizes, and manages the operation and maintenance of the
County's sanitary landfill and related solid waste facilities to ensure compliance with
pertinent environmental regulations and Solid Waste Management Plan; provides
administrative direction in the management of recycling and diversion programs; and
performs other related duties as required.
Distinguishing Characteristics:
A position in this class performs under general direction and assists the County
Engineer with administrative direction of the Division of Solid Waste. Its primary
responsibility is the long-range planning and implementation of the County's Solid Waste
Management Plan through a variety of environmental services management programs.
Examples of Duties: (The following are examples of duties and are not necessarily
descriptive of any one position in this class. The omission of specific duties statements does
not preclude management from assigning such duties if such duties are a logical
assignment for the position).
• Plans, assigns, and supervises the work of personnel engaged in solid waste
collection, diversion, and recycling programs;
• Develops long-range plans to meet environmental regulations and State mandates;
• Drafts and negotiates contracts with contractors and consultants;
• Interacts with vendors to obtain cost-effective supplies, materials, and equipment;
• Directs the development of environmental programs for the management of solid
waste;
• Recommends policy or procedural changes and provides input to long-range goals
and plans for the division to the County Engineer;
• Reviews, reports, and makes recommendations on current source information
regarding solid waste and environmental regulations;

• Inspects work of subordinates to ensure conformance with standards; conducts
performance evaluations and time and attendance requests for employees
supervised;
• Assists in selection and training of division employees; provides training on programs
as needed;
• Investigates and resolves employee grievances;
• Maintains quality control over all assigned activities by reviewing performance and
operating data daily;
• Prepares administrative and technical reports, including monthly and annual reports;
• Analyses operations and suggests and/or implements improvements;
• Makes recommendations on the types and kinds of equipment needed for
maintenance and repair;
• Prepares and monitors the CIP and operating budgets for division programs;
• Remains up to date on laws and regulations affecting division operations by
reviewing appropriate laws, codes, regulations, and current literature; and
• Prepares other related duties as required.
Knowledge of:
Modern environmental services management in the area of solid waste; operation
practices and techniques; State and Federal laws governing solid waste management;
construction and operation of solid waste facilities; materials recovery facility operations;
principles and practices of supervision; budgeting and accounting principles; occupational
hazards and safety precautions for the type of work performed.
Ability to:
Efficiently and effectively direct the operation of the Solid Waste Division; manage,
direct and coordinate the work of skilled, technical and professional workers; keep accurate
records and prepare clear, concise reports; prepare program plans and budgets; select,
supervise, train and evaluate staff; interpret and apply federal, state and local policies,
procedures, laws and regulations; troubleshoot operational processes and take corrective
action; reason and learn new techniques and equipment such as computer hardware and
software; communicate clearly and concisely, both orally and in writing; establish and
maintain effective working relationships with County and other governmental officials,
community groups and the general public; work independently, exercising good professional
judgment and initiative.

This is a re-titling and recoding of the specification for SOLID WASTE DIVISION CHIEF,
which was approved as ENVIRONMENTAL SERVICES MANAGEMENT ENGINEER on
December 13, 2007, amended, re-titled, and re-numbered on February 7, 2022 to
ENVIRONMENTAL SERVICES MANAGER, and is to be substituted for that specification.

Minimum Qualification Specifications
for the Class:
SOLID WASTE DIVISION CHIEF
EM-05, SR-13X
Training and Experience:
A combination of education and experience substantially equivalent to graduation
from an accredited college or university with a baccalaureate degree in engineering,
environmental science, or a related field; and
• four (4) years of professional work experience in solid waste or environmental
systems management, and
• two (2) years of supervisory experience.
Qualifying Supervisory Work Experience:
Professional work experience which includes planning, directing, assigning, and
reviewing the work of others; advising subordinates on difficult program areas; timing and
scheduling subordinate work; and training and developing new employees.
Substitutions Allowed:
The following may be substituted for education:
General professional work experience or education credits can be substituted for up to two
(2) years of the Bachelor’s degree such as:
A. Full time progressively responsible professional, technical, or substantive work
experience demonstrating the scope, level, and quality of work comparable to a
curriculum leading to an associate’s, bachelor’s, or master’s degree.
B. Successful completion of semester credits in a curriculum leading to a degree or
diploma at an accredited community college, trades school, college, or university (15
semester credits = 6 months).
Specialized professional work experience in engineering, environmental science or a related
field or education credits in engineering, environmental science or a related field can be
substituted for up to four (4) years of the bachelor’s degree such as:
A. Full time progressively responsible professional, technical, or substantive work
experience demonstrating the scope, level, and quality of work comparable to a
curriculum leading to an associate’s, bachelor’s, or master’s degree.

B. Successful completion of semester credits specific to engineering, environmental
science or a related field leading to a degree or diploma from an accredited
community college, trades school, college, or university (15 semester credits = 6
months).
A master’s degree or PhD in engineering, environmental science or a related field may be
substituted for the education requirement.
The following may be substituted for experience:
A. Successful completion of semester credits specific in engineering, environmental
science or a related field leading towards a Bachelor’s/Master’s/PhD degree from an
accredited college or university, may be substituted up to one (1) year of experience
in solid waste or environmental systems management (15 semester credits = 6
months).
B. A Master’s degree in engineering, environmental science or a related field from an
accredited college or university may be substituted for one (1) year of experience in
solid waste or environmental systems management.
C. A Doctorate’s degree in engineering, environmental science or a related field from an
accredited college or university may be substituted for one (1) year of experience in
solid waste or environmental systems management.
If a degree is used to substitute for the education requirement, it may not be used
again towards the experience requirement. If work experience is used to substitute for
education, it may not be used again to meet the experience requirement. If the applicant
holds more than one degree, transcripts must be provided, and a thorough review will be
conducted by the human resources staff in order for more than one degree to be credited
towards the minimum qualification requirements. Additional degrees can be considered if
obtained independently through mutually exclusive classes from another degree being
considered. Substitutions will be used to the advantage of the applicant.
Quality of Experience:
Possession of the required number of years of experience will not in itself be
accepted as proof of qualification for a position. The applicant's overall experience must
have been of such scope and level of responsibility as to conclusively demonstrate that they
have the ability to perform the duties of the position for which they are being considered.
License Requirement:
Possession of the appropriate licenses or certificates as required of the position.

Selective Certification:
Specialized knowledge, skills and abilities may be required to perform the duties of
some positions. For such positions, Selective Certification Requirements may be
established, and certification may be restricted to eligibles who possess the pertinent
experience and/or training required to perform the duties of the position.
Departments/Agencies requesting Selective Certification must show the connection
between the kind of training and/or experience on which they wish to base selective
certification and the duties of the position to be filled.
Tests:
Applicants may be required to qualify on an appropriate examination.
Health and Physical Condition Requirements:
Persons seeking appointment to positions in this class must meet the health and
physical condition standards deemed necessary and proper to perform the essential
functions of the position with or without reasonable accommodations.
