Class Specifications for the Class:
DRIVER LICENSE EXAMINER I
SR-16, BU-03
Duties Summary:
Gives written and visual acuity tests and conducts road performance tests to
determine applicant's eligibility for driver's license; scores written and visual acuity tests and
issues and collects fees for driver licenses and instruction permits; and performs other
related duties as required.
Distinguishing Characteristics:
This class is distinguished by its responsibility to administer written and visual acuity
tests and conducts road performance tests involving applicants for Type 3 driver's licenses
to determine applicants' eligibility for driver licenses.
Examples of Duties: (The following are examples of duties and are not necessarily
descriptive of any one position in this class. The omission of specific duties statements does
not preclude management from assigning such duties if such duties are a logical
assignment for the position).
Issues driver's license application forms to applicants;
Checks applicant's age and previous records to determine whether applicant is
qualified to take driver license tests;
Issues written test forms to applicants and instructs them on test procedures;
Monitors test;
Makes periodic checks on applicants taking the test;
Scores written tests and informs applicants of their scores;
Gives vision and hearing tests to applicants who pass written tests;
Gives Road Sign Interpretation test;
Records applicant's name, address, age, date of test and scores attained on each
test;

Issues learner's permit to applicants passing the written, hearing, vision, and Road
Sign Interpretation tests, and collects fees for the permit;
Administers road test;
Explains to applicants the road test procedures and the ensuing driving course;
Checks vehicles prior to road test to ensure that vehicle is in safe operating
condition;
Passes or fails applicants according to driving skill possessed as shown during road
test;
Explains to applicants who fail road test the reasons for failure, and advises them on
ways to improve driving skills and the procedures to follow for another road test;
Issues driver's license to applicants attesting to the truth of applications;
Fingerprints applicants;
Collects all monies received for each type of license issued and tallies daily receipts;
Checks applicants with operator's license from other jurisdictions to determine
whether they qualify for Hawai'i license;
Assists applicants who are unable to understand the tests;
Instructs subordinates in office procedures, report preparation, and methods of
driver license examining;
Answers licensing inquiries and complaints; and
Performs other related duties as required.
Knowledge of:
Laws, ordinances, rules, and regulations governing the licensing of motor vehicle
operators and operation of motor vehicles on streets and highways; hazards and safety
precautions in operating a motor vehicle; operating procedures of a variety of motor
vehicles; proper and safe driving techniques; safety features of motor vehicles; basic
principles and practices of test administration.

Ability to:
Operate a vehicle in the category for which a road performance test is given; evaluate
the driving performance of applicants; act quickly and calmly in emergencies; understand
regulations, and general principles of traffic and highway safety; deal tactfully and effectively
with the public; give oral instructions; operate a personal computer.
This is an amendment to the specification for the class, DRIVER LICENSE EXAMINER
I, which was approved as DRIVER LICENSE EXAMINER on September 21, 1989, amended
and retitled to on April 10, 2019, amended on October 15, 2020, March 11, 2021,
November 22, 2022, and May 29, 2024, and is to be substituted for that specification.

Minimum Qualification Specifications
for the Class:
DRIVER LICENSE EXAMINER I
SR-16, BU-03
Training and Experience:
A combination of education and experience substantially equivalent to graduation
from high school and:
• Two (2) years of work experience which involved explaining rules and regulations to
others to determine their eligibility or non-eligibility for licenses, benefits, or similar
matters; and
• One (1) year of work experience that includes one or more of the following:
supervisory duties, inspectional tasks, driver training instruction, regulatory
responsibilities, or road safety enforcement.
Substitution allowed:
The following may be substituted for education:
A. Four (4) years of full-time general work experience may be substituted for a high
school diploma.
B. Successful completion of semester credits leading towards a degree or diploma from
an accredited community college, college or university, trades school, etc., may be
substituted for up to four (4) years of the education requirement (15 semester
credits = 6 months).
C. An Associate’s, Bachelor’s, Master’s, or PhD degree from an accredited community
college, college or university, trades school, etc., may be substituted for the
education requirement.
The following may be substituted for experience:
A. Successful completion of semester credits leading towards a degree or diploma in
business or public administration, criminal justice, legal studies, human resources
management, education, or a related field from an accredited community college,
trades school, may be substituted for up to four (4) years of the work experience
requirement (15 semester credits = 6 months).

B. An Associate’s degree in business or public administration, criminal justice, legal
studies, human resources management, education, or related field from an
accredited community college, business, or technical school, may be substituted for
two (2) years of the work experience requirement.
C. A Bachelor’s degree in business or public administration, criminal justice, legal
studies, human resources management, education, or a related field from an
accredited college or university may be substituted for up to four (4) years of the
work experience requirement.
D. A Master’s or PhD degree in business or public administration, criminal justice, legal
studies, human resources management, education, or a related field from an
accredited college or university may be substituted for up to one (1) year of the work
experience requirement.
If a degree is used to substitute for the education requirement, it may not be used
again towards the experience requirement. If work experience is used to substitute for
education, it may not be used again to meet the experience requirement. If the applicant
holds more than one degree, transcripts must be provided, and a thorough review will be
conducted by the human resources staff in order for more than one degree to be credited
towards the minimum qualification requirements. Additional degrees can be considered if
obtained independently through mutually exclusive classes from another degree being
considered. Substitutions will be used to the advantage of the applicant.
Special Requirement:
Possession of a good driving record certified by a traffic abstract confirming no DUI
convictions, license revocations, or suspensions for three (3) years preceding and no moving
violations for one (1) year preceding, which must be presented at time of interview.
Quality of Experience:
Possession of the required number of years of experience will not in itself be
accepted as proof of qualifications for a position. The applicant’s overall experience must
have been of such scope and level of responsibility as to conclusively demonstrate that they
have the ability to perform the duties of the position for which they are being considered.
License Requirement:
Possession of a valid motor vehicle operator's license (Hawaii Type 3 or equivalent)
and the appropriate licenses or certificates as required of the position.

Selective Certification:
Specialized knowledge, skills and abilities may be required to perform the duties of
some positions. For such positions, Selective Certification Requirements may be
established, and certification may be restricted to eligibles who possess the pertinent
experience and/or training required to perform the duties of the position.
Departments/Agencies requesting Selective Certification must show the connection
between the kind of training and/or experience on which they which to base selective
certification and the duties of the position to be filled.
Test:
Applicants may be required to qualify on an appropriate examination.
Special Working Conditions:
The working condition is considered hazardous due to the fact that a major portion of
work hours is spent in road testing driver license applicants.
Health and Physical Condition Requirements:
Persons seeking appointment to positions in this class must meet the health and
physical condition standards deemed necessary and proper to perform the essential
functions of the position with or without reasonable accommodations.
