HomeMy WebLinkAbout2.347 WATER FIELD OPERATIONS SUPERINTENDENT 20241021PART I DEPARTMENT OF HUMAN RESOURCES COUNTY OF KAUAI 2.347 Class Specifications for the Class: WATER FIELD OPERATONS SUPERINTENDENT SR-24, BU-04 Duties Summary: Plans and coordinates the activities and operations of the water distribution system and field services section within the Department of Water; and performs other related duties as required. Distinguishing Characteristics: This class is distinguished by its primary responsibility for planning, directing and coordinating the organization, scheduling and operational activities for water distribution and maintenance services and day-to-day activities of the Field Operations section of the Operations Division. Examples of Duties: (The following are examples of duties and are not necessarily descriptive of any one position in this class. The omission of specific duties statements does not preclude management from assigning such duties if such duties are a logical assignment for the position). • Plans, directs, coordinates and supervises the day-to­day organization, scheduling and operational activities within the Field Operations section of the Water Department; • Directs, coordinates and reviews the work plan for water distribution and maintenance activities including implementing and monitoring water distribution maintenance, identifying and resolving problems, assigning work activities and projects, monitoring work flow, ensuring maintenance management for waterlines, meters, fire hydrants, valves, etc.; • Provides staff assistance to the Chief of Water Operations; • Participates in the development of plans and specifications for the purchase of goods and services relating to distribution system repair and replacement projects; • Investigates new work methods and equipment to improve maintenance and repair activities; PART I WATER FIELD OPERATIONS SUPERINTENDENT 2 2.347 • Participates in the development and administration of the Field Operations section budget, forecasting funds needed for staffing, equipment, materials and supplies, and direct the monitoring of expenditures; • Trains and evaluates the work assigned to employees of the Field Operations section; • Ensures security and safety of jobsites and Meter Shop; • Operates a motor vehicle to perform site visits and attend meetings; and • Performs other related duties as required. Knowledge of: Operational characteristics, services and activities of a water distribution system maintenance program; modern and complex principles and practices of water line and related system maintenance and repair; departmental policies and procedures; principles of supervision, training and performance evaluation; pertinent Federal, State and County laws, codes and regulations. Ability to: Supervise and coordinate the work of supervisory and technical personnel; plan, layout, assign and inspect the work performed by subordinates; explain County water distribution system maintenance program policies and procedures; prepare and administer budgets; keep records and prepare clear and concise administrative and financial reports; communicate clearly and concisely, both orally and in writing; establish and maintain effective working relationships with those contacted in the course of work including a variety of County and other government officials, community groups and the general public. This is an amendment to the specification for the class, WATER FIELD OPERATIONS SUPERINTENDENT, which was approved on April 8, 2010, and is to be substituted for that specification. ANDERSON Director of Human Resources PART II DEPARTMENT OF HUMAN RESOURCES COUNTY OF KAUAI 2.347 Minimum Qualification Specifications for the Class: WATER FIELD OPERATIONS SUPERINTENDENT SR-24; BU-04 Training and Experience: A combination of education and experience substantially equivalent to graduation from high school; and • five and one half (5 ½) years of work experience in a water distribution maintenance program; and • two (2) years of supervisory experience. Qualifying Supervisory Work Experience: Work experience which includes planning, directing, assigning, and reviewing the work of others; advising subordinates on difficult program areas; timing and scheduling subordinate work; and training and developing new employees Substitutions Allowed: The following may be substituted for education: A. Four (4) years of full-time general work experience may be substituted for a high school diploma. B. Successful completion of semester credits leading towards a degree or diploma from an accredited community college, college or university, trades school, etc., may be substituted up to four (4) years of the education requirement (15 semester credits = 6 months). C. An Associate’s, Bachelor’s, Master’s or PhD degree from an accredited community college, college or university, trades school, etc., may be substituted for the education requirement. If a degree is used to substitute for the education requirement, it may not be used again towards the experience requirement. If work experience is used to substitute for education, it may not be used again to meet the experience requirement. If the applicant holds more than one degree, transcripts must be provided, and a thorough review will be conducted by the human resources staff in order for more than one degree to be credited towards the minimum qualification requirements. Additional degrees can be considered if obtained independently through mutually exclusive classes from another degree being considered. Substitutions will be used to the advantage of the applicant. PART II WATER FIELD OPERATIONS SUPERINTENDENT 2 2.347 Quality of Experience: Possession of the required number of years of experience will not in itself be accepted as proof of qualification for a position. The applicant's overall experience must have been of such scope and level of responsibility as to conclusively demonstrate that they have the ability to perform the duties of the position for which they are being considered. License Requirement: Possession of a valid motor vehicle operator’s license (Hawai‘i Type 3 or equivalent) and the appropriate licenses or certificates as required of the position. Selective Certification: Specialized knowledge, skills and abilities may be required to perform the duties of some positions. For such positions, Selective Certification Requirements may be established, and certification may be restricted to eligibles who possess the pertinent experience and/or training required to perform the duties of the position. Departments/Agencies requesting Selective Certification must show the connection between the kind of training and/or experience on which they wish to base selective certification and the duties of the position to be filled. Tests: Applicants may be required to qualify on an appropriate examination. Health and Physical Condition Requirements: Persons seeking appointment to positions in this class must meet the health and physical condition standards deemed necessary and proper to perform the essential functions of the position with or without reasonable accommodations.
