Class Specifications for the Class:
RECREATION ADMINISTRATOR
EM-03, BU-13X
Duties Summary:
Plans, develops, administers, and directs a countywide program of public recreation;
oversees the management and operation of recreation facilities and supporting equipment;
and performs other related duties as required.
Distinguishing Characteristics:
This class is distinguished by its responsibility for developing, directing, and
implementing the recreation program for the County of Kaua’i.
Examples of Duties: (The following are examples of duties and are not necessarily
descriptive of any one position in this class. The omission of specific duties statements does
not preclude management from assigning such duties if such duties are a logical
assignment for the position).
Manages the overall, daily operational, and personnel management functions of the
Recreation Division;
Develops and establishes policies, procedures, and rules relating to recreation
programs;
Assists in developing and reviewing ordinances relating to recreation programs and
operations;
Studies and evaluates community recreational needs and develops programs to
meet these needs, participating in the preparation of applications for recreation
grants and funding proposals;
Prepares the division's operating budget and assists in justifying requests before
Administration officials;
Manages personnel related matters for employees of the division and participates in
the resolution of grievances and complaints;
Plans, develops, and implements program related activities in compliance with the
Americans with Disabilities Act (ADA);

Reviews and approves plans developed by recreation supervisors and staff for
seasonal or special events and coordinates community use of recreation facilities
and use of facilities for special events;
Prepares reports and correspondence in response to questions and concerns from
County Council, special interest groups and the general public;
Reviews, evaluates, and edits draft specifications for procurement of services for
construction and/or renovation of recreational facilities and recreation equipment
and supplies;
Meets with representatives of other departments and representatives of private and
public agencies to plan and coordinate programs, activities, and functions; and
Performs other related duties.
Knowledge of:
Principles and practices of public administration, including planning, budget
administration and organizational management; principles and practices of public relations;
principles and practices of supervision; report writing; grant writing; local community
recreational needs and problems.
Ability to:
Interpret the recreation program to the public; visualize problems of the community
in respect to recreation; speak and write effectively; plan, develop, and carry out programs
through completion; plan and direct the work of others; establish and maintain effective
public relations; prepare reports; prepare and justify budget estimates; give clear and
concise oral and written instructions.
This is an re-titling to the specification for the class, RECREATION ADMINISTRATOR,
which was approved as EXECUTIVE ON RECREATION on January 15, 2009, effective July 1,
2007, re-coded on July 8, 2011, amended on October 26, 2023, and is to be substituted for
that specification.

Minimum Qualification Specifications
for the Class:
RECREATION ADMINISTRATOR
EM-03, BU-13X
Training and Experience:
A combination of education and experience substantially equivalent to graduation from
an accredited college or university with baccalaureate degree in park/recreation
management, recreation/leisure studies, physical education, sociology, or a related field;
and
four (4) years of specialized work experience; and
one (1) year of supervisory experience.
Qualifying Specialized Work Experience:
Professional work experience in planning, organizing, directing or leading groups of
children and/or adults in recreational activities.
Qualifying Supervisory Work Experience:
Professional work experience which includes planning, directing, assigning, and
reviewing the work of others; advising subordinates on difficult program areas; timing and
scheduling subordinate work; and training and developing new employees.
Substitutions Allowed:
The following may be substituted for education:
General professional work experience or education credits can be substituted for up to two
(2) years of the Bachelor’s degree such as:
A. Full-time progressively responsible professional, technical, or substantive work
experience demonstrating the scope, level, and quality of work comparable to a
curriculum leading to an Associate’s, Bachelor’s, or Master’s degree.
B.Successful completion of semester credits in a curriculum leading to a degree or
diploma at an accredited community college, trades school, college, or university (15
semester credits = 6 months).
Specialized professional work experience in park/recreation management,
recreation/leisure studies, physical education, sociology, or a related field or education
credits in park/recreation management, recreation/leisure studies, physical education,

sociology, or a related field can be substituted for up to four (4) years of the bachelor’s
degree such as:
A.Full-time progressively responsible professional, technical, or substantive work
experience demonstrating the scope, level, and quality of work comparable to a
curriculum leading to an Associate’s, Bachelor’s, or Master’s degree.
B.Successful completion of semester credits specific to park/recreation management,
recreation/leisure studies, physical education, sociology, or a related field leading to
a degree or diploma from an accredited community college, trades school, college, or
university (15 semester credits = 6 months).
A Master’s or PhD degree in park/recreation management, recreation/leisure studies,
physical education, sociology, or a related field may be substituted for the education
requirement.
The following may be substituted for experience:
A.Successful completion of semester credits specific in park/recreation management,
recreation/leisure studies, physical education, sociology, or a related field leading
towards a Bachelor’s, Master’s, or PhD degree from an accredited college or
university, may be substituted for up to one (1) year of the specialized work
experience requirement (15 semester credits = 6 months).
B.A Master’s degree in park/recreation management, recreation/leisure studies,
physical education, sociology, or a related field from an accredited college or
university may be substituted for one (1) year of the specialized work experience
requirement.
C.A Doctorate’s degree in park/recreation management, recreation/leisure studies,
physical education, sociology, or a related field from an accredited college or
university may be substituted for one (1) year of the specialized work experience
requirement.
If a degree is used to substitute for the education requirement, it may not be used
again towards the experience requirement. If work experience is used to substitute for
education, it may not be used again to meet the experience requirement. If the applicant
holds more than one degree, transcripts must be provided, and a thorough review will be
conducted by the human resources staff in order for more than one degree to be credited
towards the minimum qualification requirements. Additional degrees can be considered if
obtained independently through mutually exclusive classes from another degree being
considered. Substitutions will be used to the advantage of the applicant.

Quality of Experience:
Possession of the required number of years of experience will not in itself be
accepted as proof of qualification for a position. The applicant's overall experience must
have been of such scope and level of responsibility as to conclusively demonstrate that they
have the ability to perform the duties of the position for which they are being considered.
Selective Certification:
Specialized knowledge, skills and abilities may be required to perform the duties of
some positions. For such positions, Selective Certification Requirements may be
established, and certification may be restricted to eligibles who possess the pertinent
experience and/or training required to perform the duties of the position.
Departments/Agencies requesting Selective Certification must show the connection
between the kind of training and/or experience on which they wish to base selective
certification and the duties of the position to be filled.
License Requirement:
Possession of a valid motor vehicle operator’s license (Hawaii type 3 or equivalent)
and any other appropriate licenses or certificates as required of the position.
Test:
Applicants may be required to qualify on an appropriate examination.
Health and Physical Condition Requirements:
Persons seeking appointment to positions in this class must meet the health and
physical condition standards deemed necessary and proper to perform the essential
functions of the position with or without reasonable accommodations.
Physical Effort Grouping: Light
This is an amendment to the specification for the class, RECREATION
ADMINISTRATOR, which was approved as EXECUTIVE ON RECREATION on January 15, 2009,
