HomeMy WebLinkAbout2.324 SENIOR PROJECT MANAGER 20210930PART I DEPARTMENT OF HUMAN RESOURCES COUNTY OF KAUAI 2.324 Class Specifications for the Class: SENIOR PROJECT MANAGER SR-24, BU-13 Duties Summary: Performs difficult professional work in planning, organizing, managing, implementing, and evaluating projects according to project management principles and methods; prepares designs, plans, specifications, estimates and reports; and performs other related duties as required. Distinguishing Characteristics: A position in this class regularly performs difficult assignments in the planning, implementation and evaluation of projects that are major or complex. Examples of Duties: (The following are examples of duties and are not necessarily descriptive of any one position in this class. The omission of specific duties statements does not preclude management from assigning such duties if such duties are a logical assignment for the position). Oversees all project components from conception to implementation; Works directly with project staff and consultants to ensure that resources are appropriately utilized throughout project phases and that the implementation schedule is managed to include operational changes and updates; Visits work sites in order to monitor project progress; Requests and allocates the appropriate resources needed for timely completion of all phases, upgrades and modifications; Participates in discussions with stakeholders to determine what functionality needs to be maintained or updated; Communicates effectively with all stakeholders to ensure adherence to project expectations, milestones, and deliverables; Conducts procurement procedures to hire consultants and contractors as required; manages contracts to ensure that contractors are performing in accordance with contractual commitments and obligations; Manages oversight of all project tools, information, and document libraries; PART I SENIOR PROJECT MANAGER 2 2.324 Coordinates functional management activities, which may include business process analysis and re-engineering; Maintains records and documentation pertaining to project decisions and significant modifications to the design and/or implementation of the project; Coordinates and manages end-user testing; facilitates the development, implementation, and communication of new policies and procedures; Provides advisory support to stakeholders and project staff; Serves as a resource to community organizations and others concerned with project implementation and potential impacts; May supervise other departmental staff and project managers; and Performs other related duties as assigned. Knowledge of: Principles, methods, and processes for developing, scheduling, and managing projects and resources; principles and methods for preparing, justifying and administering a budget; methods, metrics, tools, and techniques of business process reengineering; various types of contracts, techniques, and requirements for contracting or procurement, and contract development and administration; principles, methods and tools for assessing and mitigating risk; principles and methods for effectively managing information; techniques and processes used to plan, develop, and control project schedules and track project milestones, activities, and deliverables; principles and methods for using financial and nonfinancial measures, including identification of evaluation factors (e.g. workload, personnel requirements), metrics, and outcomes procedures for assessing, evaluating, and monitoring projects; and principles and methods of cost-benefit analysis. Ability to: Determine objectives, set priorities, and delegate work; become familiar with subject matter content and obtain a basic understanding of work processes and requirements; learn about and understand government operations and procedures related to State projects; formulate effective strategies consistent with the business and competitive strategy of the organization; understand and appropriately apply principles, procedures, requirements, regulations, and policies related to the project; understand and interpret written material, including technical material, rules, regulations, instructions, reports, charts, graphs, or tables; communicate effectively, both orally and in writing, with diverse audiences; lead others and adapt leadership styles to a variety of situations; establish and maintain effective working relationships with others; make sound, well-informed, and objective decisions; identify and analyze problems logically and systematically; use sound judgement to generate and evaluate problems and recommend solutions; adapt behavior or work methods in PART I SENIOR PROJECT MANAGER 3 2.324 response to new information, changing conditions, or unexpected obstacles; and use required machines, tools, instruments, or equipment effectively. ANDERSON Director of Human Resources PART II DEPARTMENT OF HUMAN RESOURCES COUNTY OF KAUAI 2.324 Minimum Qualification Specifications for the Class: SENIOR PROJECT MANAGER SR-24, BU-13 Training & Experience: A combination of education and experience substantially equivalent to graduation from an accredited college or university with a baccalaureate degree in project management, public administration, business administration or a field pertinent to the department’s program and activities, and four (4) years of specialized experience. Qualifying Specialized Work Experience: Professional work experience planning, directing, managing, monitoring and evaluating projects. Such experience must include determining project goals, scope, deliverables, timelines, costs and resources; leading project teams; administering budgets and contracts; tracking project progress to ensure that milestones are met on time and within budget; documenting project progress; and identifying metrics for project evaluation. Substitutions Allowed: The following may be substituted for education: General professional work experience or education credits can be substituted for up to two (2) years of the Bachelor’s degree such as: A. Full time progressively responsible professional, technical or substantive work experience demonstrating the scope, level and quality of work comparable to a curriculum leading to an associate’s, bachelor's or master’s degree. B. Successful completion of semester credits in a curriculum leading to a degree or diploma at an accredited community college, trades school, college, or university. (15 semester credits = 6 months). Specialized professional work experience in project management, business administration, public administration or a field pertinent to the department’s program and activities or education credits in project management, business administration, public administration or a field pertinent to the department’s program and activities can be substituted for up to four (4) years of the bachelor’s degree such as: PART II SENIOR PROJECT MANAGER 2 2.324 A. Full time progressively responsible professional, technical or substantive work experience demonstrating the scope, level and quality of work comparable to a curriculum leading to an associate’s, bachelor's or master’s degree. B. Successful completion of semester credits specific to project management, business administration, public administration or a field pertinent to the department’s program and activities leading to a degree or diploma from an accredited community college, trades school, college, or university (15 semester credits = 6 months). A master’s degree or PhD in project management, business administration, public administration or a field pertinent to the department’s program and activities may be substituted for the education requirement. The following may be substituted for experience: A. Successful completion of semester credits specific to project management, business administration, public administration or a field pertinent to the department’s program and activities leading towards a Bachelor’s/Master’s/PhD degree from an accredited college or university, may be substituted up to one (1) year of the specialized work experience requirement. (15 semester credits = 6 months). B. A Master’s degree in project management, business administration, public administration or a field pertinent to the department’s program and activities from an accredited college or university may be substituted for one (1) year of the specialized work experience requirement. C. A Doctorate’s degree project management, business administration, public administration or a field pertinent to the department’s program and activities from an accredited college or university may be substituted for one (1) year of the specialized work experience requirement. If a degree is used to substitute for the education requirement, it may not be used again towards the experience requirement. If work experience is used to substitute for education, it may not be used again to meet the experience requirement. If the applicant holds more than one degree, transcripts must be provided and a thorough review will be conducted by the DHR staff in order for more than one degree to be credited towards the minimum qualification requirements. Additional degrees can be considered if obtained independently through mutually exclusive classes from another degree being considered. Substitutions will be used to the advantage of the applicant. Quality of Experience: Possession of the required number of years of experience will not in itself be accepted as proof of qualification for a position. The applicant's overall experience must have been of such scope and level of responsibility as to conclusively demonstrate that he/she has the ability to perform the duties of the position for which he/she is being considered. PART II SENIOR PROJECT MANAGER 3 2.324 License Requirement: Possession of a valid motor vehicle operator’s license (Hawaii type 3 or equivalent) and appropriate licenses or certificates as required of the position. Selective Certification: Specialized knowledge, skills and abilities may be required to perform the duties of some positions. For such positions, Selective Certification Requirements may be established and certification may be restricted to eligibles who possess the pertinent experience and/or training required to perform the duties of the position. Agencies requesting Selective Certification must show the connection between the kind of training and/or experience on which they wish to base selective certification and the duties of the position to be filled. Tests: Applicants may be required to qualify on an appropriate examination. Health and Physical Condition Requirements: Persons seeking appointment to positions in this class must meet the health and physical condition standards deemed necessary and proper to perform the essential functions of the position with or without reasonable accommodations.
