MAY 14, 2024
The Special Council Meeting of the Council of the County of Kaua`i was called
to order by Council Chair Mel Rapozo at the Council Chambers, 4396 Rice Street,
Suite 201, Lihu`e, Kaua`i, on Tuesday, May 14, 2024, at 8:30 a.m., after which the
following Members answered the call of the roll:

Honorable Bernard P. Carvalho, Jr.
Honorable Felicia Cowden
Honorable Bill DeCosta
Honorable Ross Kagawa
Honorable KipuKai Kuali`i
Honorable Mel Rapozo
(Note: No one from the public provided oral testimony via the Zoom remote
technology platform on any agenda item.)
APPROVAL OF AGENDA.
Councilmember Kuali`i moved for approval of the agenda, as circulated,
seconded by Councilmember DeCosta.
Council Chair Rapozo: Is there anyone in the public wishing to
testify? Seeing none. Members, is there any discussion?
There being no one present to provide testimony, the meeting proceeded as
follows:
The motion for approval of the agenda, as circulated, was then put, and
unanimously carried.
Council Chair Rapozo: Clerk, could you please read the next item?
COMMUNICATION:
C 2024-96 Communication (05/08/2024) from the Mayor, submitting his
Supplemental Budget Communication for Fiscal Year 2024-2025 and Proposed
Amendments to the Budget Bills, pursuant to Section 19.02A of the Kaua`i County
Charter.

Councilmember Kuali`i moved to schedule public hearing on May 22, 2024 at
8:30 a.m. and refer to the May 29, 2024 Council Meeting, seconded by
Councilmember Carvalho.
Council Chair Rapozo: Is there discussion or public testimony?
There being no objections, the rules were suspended to take public testimony.
RUTA JORDANS: Good morning! It is great seeing you all
again. I was told that one of the things you will be talking about today was solid
waste and a new position in the Solid Waste Division for an educator.
Council Chair Rapozo: Correct.
Ms. Jordans: What I wanted to tell you is that, since about
November, in Zero Waste, we have been working on trying to let people know about
the landfill situation and that the actual only solution for the landfill situation is if
we cut back on our trash, so that it will last longer. Right? Simple math. I was told
a couple days ago by Allison Fraley that, remember when we used to say it was going
to be full in 2026, now she tells me that it will be full 2027, June, which tells me that
maybe we have been effective in talking to people and saying, "Please cut back on
your trash." Since November, I have been talking to as many people as I can, I have
been talking to groups of people and asking them to spread the word to their families,
friends, etcetera. It seems like we made a little bit of a difference that the landfill
has been...it looks like it will last a little longer. What I wanted to ask you all is to
see that it is not something that we and Zero Waste Kauai can actually get it...we
are not going to be able to talk to all of the people on Kaua`i, but I believe that if you
will get an educator for the Solid Waste Division, that person will have the ability to
do that. That person will have the credibility and will have the time and can make
the effort. I wanted to put in a good word that we really need that educator. Thank
you.

and proceeded as follows:
The motion to schedule public hearing on May 22, 2024 at 8:30 a.m. and refer to
the May 29, 2024 Council Meeting was then put, and unanimously carried.

There being no further business, the Special Council Meeting adjourned at
