HomeMy WebLinkAbout09/04/2024 Public Works & Veterans Services Committee minutes MINUTES PUBLIC WORKS & VETERANS SERVICES COMMITTEE September 4, 2024 A meeting of the Public Works & Veterans Services Committee of the Council of the County of Kaua`i, State of Hawai`i, was called to order by Bill DeCosta, Chair, at the Council Chambers, 4396 Rice Street, Suite 201, Lihu`e, Kaua`i, on Wednesday, September 4, 2024 at 8:31 a.m., after which the following Members answered the call of the roll: Honorable Bernard P. Carvalho, Jr. Honorable Felicia Cowden Honorable Ross Kagawa Honorable Bill DeCosta Honorable KipuKai Kuali`i, Ex-Officio Member Honorable Mel Rapozo, Ex-Officio Member Excused: Honorable Addison Bulosan The Committee proceeded on its agenda item, as shown in the following Committee Report, which is incorporated herein by reference: CR-PWVS 2024-08: on PWVS 2024-07 Communication (08/12/2024) from Committee Chair DeCosta, requesting the presence of the Department of Water Manager & Chief Engineer, to provide an update relating to water infrastructure such as storage and transmission, specifically in connection with current and future housing developments, and how water meter installation costs are determined based on square footage and the number of fixtures per home. (Received for the Record.) (Note: The Committee was in recess from 8:56 a.m. to 9:31 a.m. for a caption break during the briefing on PWVS 2024-07.) (Note: Councilmember Kagawa was noted as not present from 9:38 a.m. to 9:40 a.m., during discussion on PWVS 2024-07.) (Note: Councilmember Kagawa was noted as not present from 11:06 a.m. to 11:08 a.m., during discussion on PWVS 2024-07.) PWVS COMMITTEE MEETING 2 SEPTEMBER 4, 2024 The Committee proceeded on its agenda item as follows: Bill No. 2926 A BILL FOR AN ORDINANCE AMENDING CHAPTER 12, KAUAI COUNTY CODE 1987, AS AMENDED, RELATING TO THE BUILDING CODE (This item was Deferred.) Councilmember Carvalho moved to recommend approval of Bill No. 2926 on second and final reading, seconded by Councilmember Kagawa. Committee Chair DeCosta: Is there anyone in the gallery wishing to testify on this? Seeing none, I will open it up for discussion. There being no one present to provide testimony, the meeting proceeded as follows: Council Chair Rapozo: Hold on. Are you on Bill No. 2926? Councilmember Kagawa: Yes. Council Chair Rapozo: It will be deferred. Councilmember Kagawa: Okay. Council Chair Rapozo: There is no discussion after a motion to defer, so someone needs to make a motion. Councilmember Kagawa: We did. Councilmember Kuali`i: It just happened. Councilmember Carvalho: I moved to defer. Councilmember Kagawa: I seconded it. No, you moved to approve. Councilmember Carvalho: I moved to approve. Councilmember Kagawa: I said, "Second." Committee Chair DeCosta: Okay. We will have a discussion before we move to defer. May I share the reason, Council Chair? Council Chair Rapozo: Go ahead. Committee Chair DeCosta: The reason is because there are a few amendments that came in that the Building Division has not had a chance to review. I believe it was Councilmember Bulosan who threw it on at the last minute, and we would like our contractors and entities to be able to review it and work with the Building Division to see if we can accommodate some of those amendments, so we PV«TS COMMITTEE MEETING 3 SEPTEMBER 4, 2024 will be deferring it. Would anyone like to discuss before I ask for that motion? Councilmember Kagawa. Councilmember Kagawa: Council Chair Rapozo and I have been working with the Contractors Association of Kaua`i, and we have a couple of amendments, so I concur with the move to defer when we are ready, because I believe that the Permits Supervisor is not present, and I would like to have her input on our amendments at a future meeting. Thank you, Chair. Committee Chair DeCosta: Councilmember Cowden. Councilmember Cowden: Okay. As Committee Vice Chair for the Public Works & Veterans Services Committee, I definitely have some questions for the Administration that are simple, but I would like to be able to talk about them, too, so that would be something for next time. Committee Chair DeCosta: Thank you for that. Is there anyone else? Seeing none, I would like to ask for a deferral. Councilmember Carvalho moved to defer Bill No. 2926, seconded by Councilmember Kagawa, and carried by the following vote: FOR DEFERRAL: Carvalho, Cowden, Kagawa, DeCosta TOTAL— 4, AGAINST DEFERRAL: None TOTAL — 0, EXCUSED & NOT VOTING: Bulosan TOTAL — 1, RECUSED & NOT VOTING: None TOTAL— O.
