HOUSING & INTERGOVERNMENTAL RELATIONS COMMITTEE
April 17, 2024
A meeting of the Housing & Intergovernmental Relations Committee of the
Council of the County of Kaua`i, State of Hawai'i, was called to order by
KipuKai Kuali`i, Chair, at the Council Chambers, 4396 Rice Street, Suite 201,
Lihu'e, Kaua`i, on Wednesday, April 17, 2024, at 10:44 a.m., after which the following
Members answered the call of the roll:
Honorable Bernard P. Carvalho, Jr.
Honorable Felicia Cowden
Honorable Bill DeCosta
Honorable KipuKai Kuali`i
Excused: Honorable Addison Bulosan
Honorable Ross Kagawa, Ex-Officio Member
Honorable Mel Rapozo, Ex-Officio Member
The Committee proceeded on its agenda item as follows:
Bill No. 2915 A BILL FOR AN ORDINANCE AMENDING CHAPTER 7A,
ARTICLE 5, KAUAI COUNTY CODE 1987, AS AMENDED,
RELATING TO HOUSING ELIGIBILITY AND SELECTION
(This item was Deferred.)
Councilmember Carvalho moved to recommend approval of Bill No. 2915,
seconded by Councilmember DeCosta.
Committee Chair Kuali`i: Members, this is a Bill that we started
working on at the last Committee Meeting. I know that there are at least three (3)
or four (4), possibly more, amendments that are being drafted. Most of the
amendments still need a little more time, so I am going to ask for a deferral. Before
I take the motion to defer, are there any comments or questions?
Councilmember Cowden: I will just make the comment that I am
glad to have a deferral, so we will discuss it in two (2) weeks. Is that when we are
discussing this Bill next?
Committee Chair Kuali`i: Yes, a deferral will automatically bring
an item back to the Committee two (2) weeks from now. If you are thinking of an
amendment, please work on it and make sure to work alongside Analyst Allison
Okasaki and Housing Agency Director Adam Roversi.
Councilmember Cowden: Thank you.

Councilmember DeCosta: I was able to meet with Director
Roversi.
Committee Chair Kuali`i: Wonderful.
Councilmember DeCosta: In a one-on-one discussion, he raised
some excellent points on this housing bill. I also shared an amendment with him. I
am excited to see how we proceed with it and how it helps our local residents who are
on the list, ensuring they stay at the forefront in the area they live and work in, and
honoring their seniority.
Committee Chair Kuali`i: Great. At our next Committee Meeting
in two (2) weeks, we will have both Bill No. 2914 and Bill No. 2915 on the agenda.
Come prepared to work. We might have to take some time and if we do not get it
completed that day, we can defer it again then, too. There is no hurry, we will do the
work and get two (2) important bills done. At this time, I will take a motion to defer.
There being no one present to provide testimony, the meeting proceeded as
follows:
Councilmember Carvalho moved to defer Bill No. 2915, seconded by
Councilmember DeCosta, and carried by the following vote:
FOR DEFERRAL: Carvalho, Cowden, DeCosta, Kuali`i TOTAL— 4,
AGAINST DEFERRAL: None TOTAL— 0,
EXCUSED & NOT VOTING: Bulosan TOTAL — 1,
RECUSED & NOT VOTING: None TOTAL— O.
There being no further business, the meeting was adjourned at 10:46 a.m.
