AUGUST 28, 2024
A public hearing of the Council of the County of Kaua`i was called to order by
Mel Rapozo, Presiding Officer, on August 28, 2024, at 9:03 a.m., at the Council
Chambers, 4396 Rice Street, Suite 201, Historic County Building, Lihu`e, and the
presence of the following was noted:

Honorable Bernard P. Carvalho, Jr.
Honorable Felicia Cowden
Honorable Bill DeCosta
Honorable KipuKai Kuali`i
Honorable Mel Rapozo
Excused: Honorable Ross Kagawa
The Clerk read the notice of the public hearing on the following:
"Bill No. 2926 — A BILL FOR AN ORDINANCE AMENDING
CHAPTER 12, KAUAI COUNTY CODE 1987, AS AMENDED, RELATING TO
THE BUILDING CODE,"
which was passed on first reading and ordered to print by the Council of the County
of Kaua`i on July 31, 2024, and published in The Garden Island newspaper on
August 7, 2024.
Council Chair Rapozo: Is there any written testimony for Bill
No. 2926, relating to the Building Code?
JADE K. FOUNTAIN-TANIGAWA, County Clerk: There are no written
testimonies.
Council Chair Rapozo: Is there anyone in the audience wishing to
testify? Mr. Hart.
BRUCE HART: Bruce Hart, for the record. I was here when it
was first introduced, and I spoke. I would like to point out again, that I am surprised
that there are no contractors or anyone else here to speak on this. To explain, so that
the public understands, if we do not opt out of several of the provisions that are in
this Building Code, by default, we will be obligated to meet the requirements that are
in that part of the code. That is my understanding. I know that the Department of
Public Works and the Engineering Division are working on it. I commend and support
them. As I said last time, it is a huge book, two hundred and ninety-seven (297)pages
or something, so they have a real task to go through and pick out everything that
would make life for our contractors and builders more difficult, and therefore housing
more expensive. Thank you.

audience wishing to testify on Bill No. 2926? Seeing none, this public hearing is
closed.
(Note: No one from the public testified on the Bill via written testimony or oral
testimony taken at the beginning of the meeting via the Zoom remote
technology platform.)
There being no further testimony on this matter, the public hearing adjourned
at 9:05 a.m.
