B-2024-896, AS AMENDED, RELATING TO THE OPERATING BUDGET OF THE COUNTY OF KAUA'I, STATE OF HAWAI'I, FOR THE FISCAL YEAR JULY 1, 2024 THROUGH JUNE 30, 2025, FOR THE PURPOSES OF FUNDING EXPENDITURES CAUSED BY HEAVY RAINS AND SEVERE FLOODING WHICH STARTED ON APRIL 11 , 2024, BY REVISING THE AMOUNTS ESTIMATED IN THE GENERAL FUND This Bill proposes to amend Ordinance No. B-2024-896, as amended, relating to the Operating Budget of the County of Kaua'i, State of Hawai'i, for the Fiscal Year July 1, 2024 through June 30, 2025, by revising the amounts estimated in the General Fund. This Bill proposes to transfer $2,457,000.00 from the Equity/ Fund Balance -Committed (Disaster Reserve) to the Finance/ Administration -Special Projects (RAIN24). The funding is needed for the purpose of providing for expenditures to meet the public emergency and recovery caused by heavy rains and flooding which started on April 11 , 2024. Any person may testify at the public hearing, and at any Council and Committee Meeting (at which time any Bill may be amended). B-2024-896, AS AMENDED, RELATING TO THE OPERATING BUDGET OF THE COUNTY OF KAUA'I, STATE OF HAWAI'I, FOR THE FISCAL YEAR JULY 1, 2024 THROUGH JUNE 30, 2025, FOR THE PURPOSES OF FUNDING EXPENDITURES CAUSED BY BEA VY RAINS AND SEVERE FLOODING WHICH STARTED ON APRIL 11, 2024, BY REVISING THE AMOUNTS ESTIMATED IN THE GENERAL FUND BE IT ORDAINED BY THE COUNCIL OF THE COUNTY OF KAUA'!, STATE OFHAWAI'I: SECTION 1. Findings and Purpose. On April 11, 2024, the County of Kaua'i was hit by heavy rains and severe flooding which destroyed or severely damaged public and private property. On April 12, 2024, Acting Mayor Reiko Matsuyama declared a state of emergency, and determined that severe damage to public and private property had occurred. Governor Josh Green, M.D., also issued a disaster Proclamation on April 12, 2024, in order to provide emergency response and disaster relief due to heavy rains, flooding, and landslides impacting the people of Kaua'i. The purpose of this Ordinance is to provide funding for expenditures to meet the public emergency and recovery caused by these heavy rains and flooding. SECTION 2. That pursuant to Sec. 19.07B and Sec. 19.l0A of the Charter of the County of Kaua'i, as amended, Ordinance No. B-2024-896, as amended, relating to the Operating Budget of the County of Kaua'i, State of Hawai'i, for the fiscal year July 1, 2024 through June 30, 2025, be hereby amended as follows: The sum of $2,457,000.00 by revising the amounts estimated in the General Fund from the following accounts: Equity I Fund Balance -Committed (Disaster Reserve) Be and is hereby appropriated for the following purposes: Finance I Administration -Special Projects (RAIN24) [$2,457,000] $2,457,000 SECTION 3. This Ordinance shall take effect upon its approval.
