HomeMy WebLinkAbout2.345 WATER PLANTS SUPERINTENDENT 20250109PART I DEPARTMENT OF HUMAN RESOURCES COUNTY OF KAUAI 2.345 Class Specifications for the Class: WATER PLANTS SUPERINTENDENT SR-24, BU-04 Duties Summary: Plans, directs and coordinates all activities involving the installation, repair, maintenance, overhaul and operation of water pumping plant, water treatment plant, chlorination and related facilities; oversees the maintenance and repair of department equipment and vehicle fleet; and performs other related duties as required. Distinguishing Characteristics: This class is distinguished by its responsibility to plan, direct, and coordinate mechanical, electrical, and electronics work related to the installation, repair, maintenance, overhaul, and operation of water pumping plants, water treatment plants, chlorination, and related facilities. The single position in this class provides staff assistance to the Chief of Water Operations, overseeing the day-to-day administration of the Plant section within the Operations Division. Key responsibilities include implementing the countywide Supervisory Control and Data Acquisition (SCADA) system and ensuring the organization, security, and safety of the department's workshops and remote facilities. Examples of Duties: (The following are examples of duties and are not necessarily descriptive of any one position in this class. The omission of specific duties statements does not preclude management from assigning such duties if such duties are a logical assignment for the position.) • Plans, directs, coordinates, and supervises day-to-day organization, scheduling, and operational activities within the Plants section of the Water Department. • Directs, coordinates, and reviews work distribution and maintenance activities, including the installation, repair, maintenance, overhaul, and operation of electrically operated water pumping plants, water treatment plants, chlorination, and related facilities. • Directs and coordinates the installation, calibration, testing, repair, maintenance, and overhaul of telemetering, supervisory control, and inter-communicating equipment. • Plans and coordinates a preventive maintenance program for mechanical, electrical, and telecommunication equipment. • Establishes work priorities and coordinates program services and activities with other divisions and outside agencies/organizations. PART I WATER PLANTS SUPERINTENDENT 2 2.345 • Reviews current and completed work of maintenance crews to ensure quality standards and efficiency are maintained. • Establishes safety procedures and guidelines for accident prevention. • Investigates new work methods and equipment to improve maintenance and repair of equipment. • Initiates purchase of materials and supplies for the proper repair and maintenance of fleet equipment and ensures adequate stock of parts and materials. • Participates in the development of procedures, budget, methodologies, and technologies to monitor and review activities of the Plant Section. • Prepares and submits reports. • Operates a motor vehicle to perform site visits and attend meetings; and • Performs other related duties. Knowledge of: Principles and practices of supervision; principles and practices of mechanics, electricity and electronics as applied to the installation, repair, maintenance and testing of water plant equipment and instrumentation; hazards and safety precautions in working with high voltage and moving machinery; water chlorination; principles of hydraulics as applied to the operation of pumping plants; departmental policies and procedures. Ability to: Plan, assign and supervise mechanical, electrical and electronic work involving the installation, overhaul, modification and repair of water plant and auxiliary equipment; inspect work of employees and contractors for compliance with plans and specifications; select, train and evaluate employees; diagnose mechanical and electrical trouble and oversee repairs; keep records and prepare administrative and financial reports; establish and maintain effective working relationships with those contacted in the course of work including a variety of County and other government officials, community groups, and the general public. This is an amendment to the specification for the class, WATER PLANTS SUPERINTENDENT, which was approved as WATER PLANT OVERSEER on December 7, 1982, retitled, renumbered and amended to WATER PLANTS SUPERINTENDENT on April 8, 2010, and is to be substituted for that specification. ANDERSON Director of Human Resources 01/09/2025 PART II DEPARTMENT OF HUMAN RESOURCES COUNTY OF KAUAI 2.345 Minimum Qualification Specifications for the Class: WATER PLANTS SUPERINTENDENT SR-24, BU-04 Training and Experience: A combination of education and experience substantially equivalent to graduation from high school; and • five and one half years (5 ½) years of specialized work experience. • two (2) years of supervisory work experience. Qualifying Specialized Work Experience: Experience in the maintenance, repair and installation of mechanical, electrical, electronics and telemetric equipment and instrumentation involving electrically driven pumps Qualifying Supervisory Work Experience: Work experience which includes planning, directing, assigning, and reviewing the work of others; advising subordinates on difficult program areas; timing and scheduling subordinate work; and training and developing new employees. Substitutions Allowed: The following may be substituted for education: A. Four (4) years of full-time general work experience may be substituted for a high school diploma. B. Successful completion of semester credits leading towards a degree or diploma from an accredited community college, college or university, trades school, etc., may be substituted for up to four (4) years of the education requirement (15 semester credits = 6 months). C. An Associate’s, Bachelor’s, Master’s, or PhD degree from an accredited community college, college or university, trades school, etc., may be substituted for the education requirement. PART II WATER PLANTS SUPERINTENDENT 2 2.345 The following may be substituted for experience: A. Successful completion of semester credits leading towards a degree or diploma in mechanical or electrical technology, industrial maintenance, environmental, operations management, engineering, water resource management, or a related field from an accredited community college, trades school, may be substituted for up to four (4) years of the specialized work experience requirement (15 semester credits = 6 months). B. An Associate’s degree in mechanical or electrical technology, industrial maintenance, environmental, operations management, engineering, water resource management, or related field from an accredited community college, business, or technical school, may be substituted for two (2) years of the specialized work experience requirement. C. A Bachelor’s degree in mechanical or electrical technology, industrial maintenance, environmental, operations management, engineering, water resource management, or a related field from an accredited college or university may be substituted for up to four (4) years of the specialized work experience requirement. D. A Master’s or PhD degree in mechanical or electrical technology, industrial maintenance, environmental, operations management, engineering, water resource management, or a related field from an accredited college or university may be substituted for up to one (1) year of the specialized work experience requirement. If a degree is used to substitute for the education requirement, it may not be used again towards the experience requirement. If work experience is used to substitute for education, it may not be used again to meet the experience requirement. If the applicant holds more than one degree, transcripts must be provided, and a thorough review will be conducted by the human resources staff in order for more than one degree to be credited towards the minimum qualification requirements. Additional degrees can be considered if obtained independently through mutually exclusive classes from another degree being considered. Substitutions will be used to the advantage of the applicant. Quality of Experience: Possession of the required number of years of experience will not in itself be accepted as proof of qualification for a position. The applicant's overall experience must have been of such scope and level of responsibility as to conclusively demonstrate that they have the ability to perform the duties of the position for which they are being considered. Selective Certification: Specialized knowledge, skills and abilities may be required to perform the duties of some positions. For such positions, Selective Certification Requirements may be established, and certification may be restricted to eligibles who possess the pertinent experience and/or training required to perform the duties of the position. PART II WATER PLANTS SUPERINTENDENT 3 2.345 Department/Agencies requesting Selective Certification must show the connection between the kind of training and/or experience on which they wish to base selective certification and the duties of the position to be filled. License Requirement: Possession of the appropriate licenses or certificates as required of the position. Test: Applicants may be required to qualify on an appropriate examination. Health and Physical Condition Requirements: Persons seeking appointment to positions in this class must meet the health and physical condition standards deemed necessary and proper to perform the essential functions of the position with or without reasonable accommodations.
