HomeMy WebLinkAbout2.248 RECORDS MANAGEMENT ANALYST V 20250110PART I DEPARTMENT OF HUMAN RESOURCES COUNTY OF KAUAI 2.248 Class Specifications for the Class: RECORDS MANAGEMENT ANALYST V SR-24, BU-13 Duties Summary: Directs and assumes administrative responsibility for the County's centralized records management program; assists in planning, organizing and directing the County's archival program; and performs other related duties as required. Distinguishing Characteristics: This class is distinguished by its responsibility for directing and assuming significant professional and administrative oversight of the County's centralized records management and archival programs. It functions as a technical expert in developing and revising policies, long-range plans, and standards to ensure the effective management and preservation of records. Assignments at this level encompass the full range of archival functions and services, including appraisal, disposition, arrangement, description, preservation, rehabilitation, publication, and reference services, requiring a high degree of expertise and independent judgment. Examples of Duties: (The following are examples of duties and are not necessarily descriptive of any one position in this class. The omission of specific duties statements does not preclude management from assigning such duties if such duties are a logical assignment for the position.) Develops and recommends policies and procedures for effective records management and archival operations; Manages the day-to-day operations of the records management section and archives; Supervises, coordinates, and integrates the work of staff and support personnel; Plans, supervises, and participates in special projects of exceptional complexity; Assists in the preparation of budgets and program plans; Monitors and reviews the records retention schedule, analyzing and evaluating records to determine their continuing value; Prepares disposal schedules for non-archival records; Arranges and rearranges records in accordance with archival principles, maintaining relationships between groups of records; PART I RECORDS MANAGEMENT ANALST V 2 2.248 Stays updated on changes in laws, ordinances, rules, and regulations related to records retention and custody, implementing necessary adjustments; Addresses personnel matters concerning subordinate employees; Prepares correspondence, memos, and reports related to records management and archives; and Performs other related duties. Knowledge of: Principles, practices, laws and procedures pertinent to records management; archival functions and the classification, management and substance of archival records; principles and practices of supervision; county government organization and functions; research methods and report writing. Ability to: Understand the concepts of work, methods and techniques of records management and archival activities and services; deal effectively with patrons and others and provide services in a tactful and efficient manner; speak and write clearly and concisely. This is an amendment to the specification for the class, RECORDS MANAGEMENT ANALYST V, which was approved on December 20, 2010, and is to be substituted for that specification. ANDERSON Director of Human Resources 01/10/2025 PART II DEPARTMENT OF HUMAN RESOURCES COUNTY OF KAUAI 2.248 Minimum Qualification Specifications for the Class: RECORDS MANAGEMENT ANALYST V SR-24, BU-13 Training and Experience: A combination of education and experience substantially equivalent to graduation from an accredited college or university with a baccalaureate degree in library and information science, information management, business or public administration, information technology, history, political science or related field; and four (4) years of specialized work experience. Qualifying Specialized Work Experience: Professional work experience in records management analysis. Substitutions Allowed: The following may be substituted for education: General professional work experience or education credits can be substituted for up to two A.Full-time progressively responsible professional, technical, or substantive work experience demonstrating the scope, level, and quality of work comparable to a B.Successful completion of semester credits in a curriculum leading to a degree or diploma at an accredited community college, trades school, college, or university (15 semester credits = 6 months). The following may be substituted for experience: A. Successful completion of semester credits specific in library and information science, information management, business or public administration, information technology, history, political science an accredited college or university, may be substituted for up to two (2) years of the specialized work experience requirement (15 semester credits = 6 months). B. Successful completion of semester credits specific in library and information science, information management, business or public administration, information technology, history, political science from an accredited college or university, may be substituted for up to one (1) year of the specialized work experience requirement (15 semester credits = 6 months). C. library and information science, information management, business or public administration, information technology, history, political science or a related field from an accredited college or university may be substituted for one (1) year of the specialized work experience requirement. D. library and information science, information management, business or public administration, information technology, history, political science or a related field from an accredited college or university may be substituted for one (1) year of the specialized work experience requirement. If a degree is used to substitute for the education requirement, it may not be used again towards the experience requirement. If work experience is used to substitute for education, it may not be used again to meet the experience requirement. If the applicant holds more than one degree, transcripts must be provided, and a thorough review will be conducted by the human resources staff in order for more than one degree to be credited towards the minimum qualification requirements. Additional degrees can be considered if obtained independently through mutually exclusive classes from another degree being considered. Substitutions will be used to the advantage of the applicant. PART II RECORDS MANAGEMENT ANALYST V 3 2.248 Quality of Experience: Possession of the required number of years of experience will not in itself be accepted as proof of qualification for a position. The applicant's overall experience must have been of such scope and level of responsibility as to conclusively demonstrate that they have the ability to perform the duties of the position for which they are being considered. Selective Certification: Specialized knowledge, skills and abilities may be required to perform the duties of some positions. For such positions, Selective Certification Requirements may be established, and certification may be restricted to eligibles who possess the pertinent experience and/or training required to perform the duties of the position. Department/Agencies requesting Selective Certification must show the connection between the kind of training and/or experience on which they wish to base selective certification and the duties of the position to be filled. License Requirement: Possession of the appropriate licenses or certificates as required of the position. Test: Applicants may be required to qualify on an appropriate examination. Health and Physical Condition Requirements: Persons seeking appointment to positions in this class must meet the health and physical condition standards deemed necessary and proper to perform the essential functions of the position with or without reasonable accommodations.
