Class Specifications for the Class:
ASSISTANT CHIEF OF POLICE
EM-07, BU-12X
Duties Summary:
Plans, directs, and coordinates County-wide police bureau activities relative to the
duties and responsibilities of the assigned bureau relating to administrative and technical
services, investigative services or patrol services and field operations; and performs other
related duties as required.
Distinguishing Characteristics:
This class is distinguished by its responsibility for directing and coordinating County-
wide police bureau activities relating to investigative services, patrol services, or the
administrative and technical services of the Department.
Examples of Duties: (The following are examples of duties and are not necessarily
descriptive of any one position in this class. The omission of specific duties statements does
not preclude management from assigning such duties if such duties are a logical
assignment for the position).
Acts as bureau commander with job specific duties depending on the bureau of assignment.
Provides effective support to the Deputy Chief and Chief of Police;
Acts as bureau commander with responsibility for all police administrative and
technical services activities which includes police records, crime lab and evidence,
research and development, backgrounds and recruitment, information technology,
financial management, community relations, training, and personnel;
Acts as bureau commander with responsibility for all police investigative services
involving major crimes against persons and property, vice investigations, and forensic
nurse exams;
Acts as bureau commander with responsibility for all patrol districts and traffic safety
section which involves all police field patrol services, communications center, holding
facility, and fleet management;
Plans, directs, coordinates, and reviews the activities of an assigned organizational
bureau in accordance with departmental policies and standards;

Evaluates adequacy of services provided and meets with subordinate
administrative/supervisory personnel to discuss problems and develops means for
their resolution;
Reviews and analyzes crime and arrest reports to note trends and properly plans for
their alleviation;
Manages bureau budget and grant funds;
Recommends budgetary and staffing needs for assigned divisions;
Receives public complaints against police personnel, directs their investigation,
reviews submitted reports and recommends appropriate disciplinary actions;
Assigns projects and special programs for study by subordinates and reviews findings
for accuracy, adequacy, and effect on overall departmental operations;
Develops and recommends plans, policies, and procedures to implement objectives;
Conducts periodic inspections of personnel and equipment; participates in the
formulation of long-range objectives and the coordination of services;
Develops and maintains cooperative working relationships with governmental
agencies, community organizations and groups, and legislative and advisory bodies;
Prepares and reviews correspondence and reports;
Keeps abreast of trends in law enforcement and applicable court decisions; and
Performs other related duties as required.
Knowledge of:
Principles and practices of leadership, training, and supervision; police science and
municipal police organization and administration; the organization, functions, policies and
procedures of the Kauai Police Department; the jurisdiction and responsibilities of County,
State and Federal law enforcement agencies; the laws and ordinances of the County and
State subject to enforcement by the police department; equitable policing practices of
diverse and minority communities; crime trends and court decisions relating to law
enforcement; the psychology of human behavior, public relations and report writing.
Ability to:
Effectively work as a team member of the executive staff to accomplish the goals and
direction of the Chief of Police; plan and direct the work of other employees; utilize and/or
deploy personnel effectively; review and analyze operating procedures and problems and

develop plans for their improvement or correction; establish and maintain effective working
relationships with other agencies; handle confidential matters discreetly; express oneself
effectively orally and in writing; write correspondence; and prepare clear and concise
reports.
This is an amendment to the specification approved for the class ASSISTANT CHIEF
OF POLICE, which was approved April 15, 2014, effective April 1, 2014, amended on
December 17, 2014, April 16, 2015, and April 19, 2018, and is to be substituted for that
specification.

Minimum Qualification Specifications
for the Class:
ASSISTANT CHIEF OF POLICE
EM-07, BU-12X
Training & Experience:
A combination of education and experience substantially equivalent to completion of
two (2) years of accredited college or university course work, and:
eight (8) years* of police experience in the Kaua‘i Police Department (*includes
time as a Police Services Officer); and
one (1) year as a Police Captain in the Kaua‘i Police Department.
Substitutions Allowed:
Excess experience as a Police Officer may be substituted on a year-for-year basis to meet
the education requirement:
No college: Applicant must have eleven (11) years of police experience.
One (1) year of college (30 credits): Applicants must have ten (10) years of police
experience.
Two (2) years of college (60 credits): Applicants must have nine (9) years of police
experience.
If a degree is used to substitute for the education requirement, it may not be used
again towards the experience requirement. If work experience is used to substitute for
education, it may not be used again to meet the experience requirement. If the applicant
holds more than one degree, transcripts must be provided, and a thorough review will be
conducted by the DHR staff in order for more than one degree to be credited towards the
minimum qualification requirements. Additional degrees can be considered if obtained
independently through mutually exclusive classes from another degree being considered.
Substitutions will be used to the advantage of the applicant.
Quality of Experience:
Possession of the required number of years of experience will not in itself be
accepted as proof of qualification for a position. The applicant's overall experience must
have been of such scope and level of responsibility as to conclusively demonstrate that
he/she has the ability to perform the duties of the position for which he/she is being
considered.

License Requirement:
Possession of a valid motor vehicle operator’s license (Hawai‘i Type 3 or equivalent)
and the appropriate licenses or certifications as required of the position.
Firearms Requirement:
Must be qualified to carry and/or possess firearms or ammunition in accordance with
State and federal laws, e.g. no misdemeanor or felony domestic violence conviction.
Selective Certification:
Specialized knowledge, skills and abilities may be required to perform the duties of
some positions. For such positions, Selective Certification Requirements may be
established, and certification may be restricted to eligibles who possess the pertinent
experience and/or training required to perform the duties of the position.
Agencies requesting Selective Certification must show the connection between the
kind of training and/or experience on which they wish to base selective certification and the
duties of the position to be filled.
Tests:
Applicants may be required to qualify on an appropriate examination.
Special Working Conditions:
Irregular hours, shift and weekend work and exposure to hazardous and obnoxious
conditions as required.
Health and Physical Condition Requirements:
Persons seeking appointment to positions in this class must meet the health and
physical condition standards deemed necessary and proper to perform the essential
functions of the position with or without reasonable accommodations.

This is an amendment to the specification approved for the class ASSISTANT CHIEF
OF POLICE, which was approved April 15, 2014, effective April 1, 2014, amended on
December 17, 2014, April 16, 2015, and April 19, 2018, April 17, 2023, and is to be
substituted for that specification effective January 17, 2025.
