HomeMy WebLinkAbout1.478 WATERWORKS PROGRAMS TECHNICIAN 20250130PART I DEPARTMENT OF HUMAN RESOURCES COUNTY OF KAUAI 1.478 Class Specifications for the Class: WATERWORKS PROGRAMS TECHNICIAN SR-17, BU-03 Duties Summary: Assist in the implementation and coordination of Operation Division projects; maintain database for program and project information; assist in preparing budget and monitor operating expenditures; assist in conducting research regarding project-related issues and concerns; assist in procuring the services of consultants and contractors; assist in the procurement of materials and inventory; may supervise clerical staff; and perform other related duties as required. Distinguishing Characteristics: A position in this class performs under general supervision and is responsible to independently perform sub-professional technical work related to various waterworks programs island-wide. Provides support and assistance in the administration, implementation and coordination of new programs for the operations division. Provides advisory and consultative services requiring interpretation and explanation of rules, regulations, policies and procedures pertaining to the waterworks programs. Performs reconciliation and monitoring of specific accounting and fiscal work for various programs. Examples of Duties: (The following are examples of duties and are not necessarily descriptive of any one position in this class. The omission of specific duties statements does not preclude management from assigning such duties if such duties are a logical assignment for the position). • Provides a wide range of sub-professional technical work and research related to waterworks programs; • Provides support and assistance for ongoing waterworks programs and helps develop, implement, and coordinate new programs; • Prepares a variety of technical reports, documents, notices, and public information materials requiring research and analysis of program policies, procedures, and standards; • Reviews policies and procedures and makes recommendations for improvement; • Maintains parts and material inventory; PART I WATERWORKS PROGRAMS TECHNICIAN 2 1.478 • Assists professional staff in preparing, reviewing, and monitoring procurement contracts for construction projects, personal services, consultant services, and equipment purchases; • Establishes and maintains databases required for various waterworks programs; • Assists in monitoring and developing the division's annual operational budget; • Prepares budgetary and statistical reports; • Conducts program-related research concerning program and project issues and cost estimates; • Responds to internal and external customers orally and in writing; • Prepares correspondence; • Compiles data and prepares reports; • May plan, coordinate, assign, and review the work of subordinate employees; and • Performs other related duties. Knowledge of: Common practices, tools, materials and practices used in the maintenance and repair of materials and equipment in a machine shop. Ability to: Operate hand tools and shop machinery such as drill presses, metal shapers, metal shears, grinders, benders, power saws and pipe threader in overhauling and repairing pumps, motors, valves, meters, gauges, blowers, gasoline engines, etc.; work under filthy, obnoxious conditions; understand and follow oral and written instructions; work harmoniously with others. This is an amendment to the specification for the class, WATERWORKS PROGRAM STECHNICIAN, which was approved on June 26, 2019, and is to be substituted for that specification. ANDERSON Director of Human Resources PART II DEPARTMENT OF HUMAN RESOURCES COUNTY OF KAUAI 1.478 Minimum Qualification Specifications for the Class: WATERWORKS PROGRAMS TECHNICIAN SR-17, BU-03 Training and Experience: A combination of education and experience substantially equivalent to graduation from high school; and • four (4) years of specialized work experience in financial and program/project recordkeeping. Substitutions Allowed: The following may be substituted for education: A. Four (4) years of full-time general work experience may be substituted for a high school diploma. B. Successful completion of semester credits leading towards a degree or diploma from an accredited community college, college or university, trades school, etc., may be substituted for up to four (4) years of the education requirement (15 semester credits = 6 months). C. An Associate’s, Bachelor’s, Master’s, or PhD degree from an accredited community college, college or university, trades school, etc., may be substituted for the education requirement. The following may be substituted for experience: A. Successful completion of semester credits leading towards a degree or diploma in business or public administration, accounting, or a related field from an accredited community college, trades school, may be substituted for up to four (4) years of the specialized work experience requirement (15 semester credits = 6 months). B. An Associate’s degree in business or public administration, accounting, or related field from an accredited community college, business, or technical school, may be substituted for two (2) years of the specialized work experience requirement. C. A Bachelor’s degree in business or public administration, accounting, or a related field from an accredited college or university may be substituted for up to four (4) years of the specialized work experience requirement. PART II WATERWORKS PROGRAM STECHNICIAN 2 1.478 D. A Master’s or PhD degree in business or public administration, accounting, or a related field from an accredited college or university may be substituted for up to one (1) year of the specialized work experience requirement. If a degree is used to substitute for the education requirement, it may not be used again towards the experience requirement. If work experience is used to substitute for education, it may not be used again to meet the experience requirement. If the applicant holds more than one degree, transcripts must be provided, and a thorough review will be conducted by the human resources staff in order for more than one degree to be credited towards the minimum qualification requirements. Additional degrees can be considered if obtained independently through mutually exclusive classes from another degree being considered. Substitutions will be used to the advantage of the applicant. Quality of Experience: Possession of the required number of years of experience will not in itself be accepted as proof of qualification for a position. The applicant's overall experience must have been of such scope and level of responsibility as to conclusively demonstrate that they have the ability to perform the duties of the position for which they are being considered. Selective Certification: Specialized knowledge, skills and abilities may be required to perform the duties of some positions. For such positions, Selective Certification Requirements may be established, and certification may be restricted to eligibles who possess the pertinent experience and/or training required to perform the duties of the position. Department/Agencies requesting Selective Certification must show the connection between the kind of training and/or experience on which they wish to base selective certification and the duties of the position to be filled. License Requirement: Possession of the appropriate licenses or certificates as required of the position. Test: Applicants may be required to qualify on an appropriate examination. Health and Physical Condition Requirements: Persons seeking appointment to positions in this class must meet the health and physical condition standards deemed necessary and proper to perform the essential functions of the position with or without reasonable accommodations.
