HomeMy WebLinkAbout1.494 SOLID WASTE PROGRAMS TECHNICIAN 20250130PART I DEPARTMENT OF HUMAN RESOURCES COUNTY OF KAUAI 1.494 Class Specifications for the Class: SOLID WASTE PROGRAMS TECHNICIAN SR-17, BU-03 Duties Summary: Assists in the development and execution of assignments encompassing one or more functional support programs for the comprehensive solid waste management plan; performs technical accounting work in reconciling and monitoring specific accounting and fiscal functions for various solid waste programs; may supervise clerical staff; and performs other related duties as required. Distinguishing Characteristics: A position in this class performs under general supervision and is responsible to independently perform sub-professional technical work related to various solid waste programs island-wide. Provides advisory and consultative services requiring interpretation and explanation of rules, regulations, policies and procedures pertaining to the solid waste programs. Performs reconciliation and monitoring of specific accounting and fiscal work for various programs. Examples of Duties: (The following are examples of duties and are not necessarily descriptive of any one position in this class. The omission of specific duties statements does not preclude management from assigning such duties if such duties are a logical assignment for the position). • Provides a wide range of sub-professional technical work and research related to solid waste programs; • Monitors and maintains ongoing solid waste programs and assists in developing and implementing new programs; • Prepares a variety of technical reports, documents, notices, and public information materials requiring research and analysis of program policies, procedures, and standards; • Reviews policies and procedures, makes recommendations for improvement, and drafts procedures and guidelines as assigned; • Assists professional staff in the preparation, review, and monitoring of procurement contracts for construction projects, personal services, consulting, and equipment purchases; • Determines applicants' eligibility for requested services; PART I SOLID WASTE PROGRAMS TECHNICIAN 2 1.494 • Establishes and maintains databases required for various solid waste programs; • Assists in developing the annual division budget and prepares budgetary and statistical reports; • Interacts with the public by interpreting, applying, and enforcing rules, regulations, policies, and procedures relating to the accounts receivable programs for the Solid Waste Division; • Provides technical support to the Division in reconciling and monitoring accounting and fiscal functions or activities for various programs; • Investigates complaints and recommends corrective actions as necessary to resolve complaints; • Assists with the development and execution of plans to manage delinquencies, prepares correspondence, tracks delinquent accounts, and prepares historical data for legal action in the collection of delinquent accounts; • Compiles data and prepares reports; • Serves as a resource person to auditors and other fiscal personnel on solid waste accounting; • May testify in court on delinquent accounts; and • Performs other related duties. Knowledge of: Ordinances, laws and regulations relating to solid waste and procurement; basic accounting systems, policies, procedures, techniques and methods used in reconciliation of accounts and auditing; office practices and procedures. Ability to: Understand, interpret and apply rules, regulations, policies and procedures relevant to solid waste programs; interpret fiscal ·records and data; prepare financial reports and statements; deal tactfully and effectively with the public; search records to extract and summarize information; do arithmetic computations; prepare correspondence and other materials; maintain computerized accounting files. PART I SOLID WASTE PROGRAMS TECHNICIAN 3 1.494 This is an amendment to the specification for the class, SOLID WASTE PROGRAMS TECHNICIAN, which was approved on December 22, 2017, effective July 1, 2017, and is to be substituted for that specification. ANDERSON Director of Human Resources PART II DEPARTMENT OF HUMAN RESOURCES COUNTY OF KAUAI 1.482 Minimum Qualification Specifications for the Class: SOLID WASTE PROGRAM TECHNICIAN SR-17, BU-03 Training and Experience: A combination of education and experience substantially equivalent to graduation from high school; and • four (4) years of specialized work experience in financial and program/project recordkeeping. Substitutions Allowed: The following may be substituted for education: A. Four (4) years of full-time general work experience may be substituted for a high school diploma. B. Successful completion of semester credits leading towards a degree or diploma from an accredited community college, college or university, trades school, etc., may be substituted for up to four (4) years of the education requirement (15 semester credits = 6 months). C. An Associate’s, Bachelor’s, Master’s, or PhD degree from an accredited community college, college or university, trades school, etc., may be substituted for the education requirement. The following may be substituted for experience: A. Successful completion of semester credits leading towards a degree or diploma in business or public administration, accounting, or a related field from an accredited community college, trades school, may be substituted for up to four (4) years of the specialized work experience requirement (15 semester credits = 6 months). B. An Associate’s degree in business or public administration, accounting, or related field from an accredited community college, business, or technical school, may be substituted for two (2) years of the specialized work experience requirement. C. A Bachelor’s degree in business or public administration, accounting, or a related field from an accredited college or university may be substituted for up to four (4) years of the specialized work experience requirement. PART II SOLID WASTE PROGRAMS TECHNICIAN 2 1.494 D. A Master’s or PhD degree in business or public administration, accounting, or a related field from an accredited college or university may be substituted for up to one (1) year of the specialized work experience requirement. If a degree is used to substitute for the education requirement, it may not be used again towards the experience requirement. If work experience is used to substitute for education, it may not be used again to meet the experience requirement. If the applicant holds more than one degree, transcripts must be provided, and a thorough review will be conducted by the human resources staff in order for more than one degree to be credited towards the minimum qualification requirements. Additional degrees can be considered if obtained independently through mutually exclusive classes from another degree being considered. Substitutions will be used to the advantage of the applicant. Quality of Experience: Possession of the required number of years of experience will not in itself be accepted as proof of qualification for a position. The applicant's overall experience must have been of such scope and level of responsibility as to conclusively demonstrate that they have the ability to perform the duties of the position for which they are being considered. Selective Certification: Specialized knowledge, skills and abilities may be required to perform the duties of some positions. For such positions, Selective Certification Requirements may be established, and certification may be restricted to eligibles who possess the pertinent experience and/or training required to perform the duties of the position. Department/Agencies requesting Selective Certification must show the connection between the kind of training and/or experience on which they wish to base selective certification and the duties of the position to be filled. License Requirement: Possession of the appropriate licenses or certificates as required of the position. Test: Applicants may be required to qualify on an appropriate examination. Health and Physical Condition Requirements: Persons seeking appointment to positions in this class must meet the health and physical condition standards deemed necessary and proper to perform the essential functions of the position with or without reasonable accommodations.
