HomeMy WebLinkAbout8.465 WASTEWATER PLANT SUPERVISOR 20250203PART I DEPARTMENT OF HUMAN RESOURCES COUNTY OF KAUAI 8.465 Class Specifications for the Class: WASTEWATER PLANT SUPERVISOR FII-13, BU-02 Duties Summary: Supervises all activities at a large, or several small, wastewater treatment plants in the operation, maintenance, and repair of treatment plant equipment and structures; and performs other related duties as required. Distinguishing Characteristics: This class is responsible for the immediate supervision, operation, and maintenance of one or more wastewater treatment plants for twenty-four hours. Examples of Duties: (The following are examples of duties and are not necessarily descriptive of any one position in this class. The omission of specific duties statements does not preclude management from assigning such duties if such duties are a logical assignment for the position). Has twenty-four-hour responsibility for the operation and maintenance of assigned plants; Supervises in the operation and maintenance of pumps and auxiliary equipment to control the follow of wastewater, air, and sludge through the various stages of the treatment process by opening and closing valves, operating and maintaining chlorinating units, adding and replacing packing, changing valves and worn diaphragms, inspecting and cleaning float switches and starters, taking and recording readings from meters, gauges and charts, changing recording instrument charts, collecting individual and composite samples of wastewater and sludge for laboratory analysis; Supervises the installation and replacement of pipelines in the treatment plant system; Supervises the draining, cleaning, and reconditioning of settling tanks, clarifiers, chlorinating chambers, digesters, aeration tanks, and other structures and equipment; Supervises the grounds maintenance activities at the plant; Assists in the installation, dismantling, and repairing of plant equipment; PART I WASTEWATER PLANT SUPERVISOR 2 8.465 Makes work assignment and determines priority of work; Interprets readings from charts, meters, and gauges and makes necessary adjustments to equipment; Reviews laboratory analyses to determine efficiency of treatment and makes changes to the process as necessary; Reviews plant operating reports and operator’s notes in daily log for evidence of conditions requiring special attention and reports unusual and other pertinent occurrences to appropriate superior; Prepares requisitions for personnel, equipment, and materials; Submits schedules for leaves and absences for approval; Instructs subordinates in operation and maintenance practices and procedures; Maintains safety practices and proper care and maintenance of tools and equipment; Prepares operational reports; May perform standardized laboratory tests of wastewater; Operates and maintains a motor vehicle; and Performs other related duties as required. Knowledge of: Tools, procedures, and practices used in the operation, maintenance and repair of electrically operated pumps and auxiliary equipment such as generators, fans, blowers, motors, chlorinators, clarifiers, etc.; hazards and safety practices involved in working around moving machinery and high voltage equipment; principles and practices involved in the treatment of wastewater; chemistry sufficient to understand and interpret laboratory analyses of wastewater; basic practices of supervision. Ability to: Plan, assign, and supervise the work of others; operate, maintain, and repair electrically operated pumps and auxiliary equipment; diagnose trouble in treatment plant equipment; review operational report of equipment and laboratory analyses of wastewater and determine need for correction; instruct others in the operational practices and procedures of treatment plant equipment; perform standardized laboratory analyses of PART I WASTEWATER PLANT SUPERVISOR 3 8.465 wastewater; work under hazardous, filthy, and obnoxious conditions; act quickly and competently in emergencies; work harmoniously with others. This is an amendment to and re-titling of the specification for the class WASTEWATER TREATMENT PLANT SUPERVISOR, which was approved on December 15, 1977 as a SEWAGE TREATMENT PLANT SUPERVISOR, amended and re-titled on October 1, 1982, effective December 16, 2005, and is to be substituted for that specification. ANDERSON Director of Human Resources PART II DEPARTMENT OF HUMAN RESOURCES COUNTY OF KAUAI 8.465 Minimum Qualification Specifications for the Class: WASTEWATER PLANT SUPERVISOR FII-13, BU-02 Training and Experience: A combination of education and experience substantially equivalent to graduation from high school; and one (1) year of work experience in operating and maintaining various equipment and facilities at a wastewater treatment plant, and two (2) year of supervisory experience. Qualifying Supervisory Work Experience: Work experience which includes planning, directing, assigning, and reviewing the work of others; advising subordinates on difficult program areas; timing and scheduling subordinate work; and training and developing new employees. Substitutions Allowed: The following may be substituted for education: A. Four (4) years of full-time general work experience may be substituted for a high school diploma. B. Successful completion of semester credits leading towards a degree or diploma from an accredited community college, college or university, trades school, etc., may be substituted up to four (4) years of the education requirement (15 semester credits = 6 months). C. An Associate’s, Bachelor’s, Master’s or PhD degree from an accredited community college, college or university, trades school, etc., may be substituted for the education requirement. If a degree is used to substitute for the education requirement, it may not be used again towards the experience requirement. If work experience is used to substitute for education, it may not be used again to meet the experience requirement. If the applicant holds more than one degree, transcripts must be provided, and a thorough review will be conducted by the DHR staff in order for more than one degree to be credited towards the minimum qualification requirements. Additional degrees can be considered if obtained independently through mutually exclusive classes from another degree being considered. Substitutions will be used to the advantage of the applicant. PART II WASTEWATER PLANT SUPERVISOR 2 8.465 Quality of Experience: Possession of the required number of years of experience will not in itself be accepted as proof of qualification for a position. The applicant's overall experience must have been of such scope and level of responsibility as to conclusively demonstrate that he/she has the ability to perform the duties of the position for which he/she is being considered. License Requirement: Possession of a valid motor vehicle operator’s license (Hawaii type 3 or equivalent), the appropriate valid State of Hawaii Wastewater Treatment Plant Operator (WWTPO) Certificate grade IV, and any other appropriate licenses or certificates as required of the position. The minimum experience required to apply for the WWTPO Certificate may not be used again toward fulfilling the experience requirement. Special Working Conditions: Exposure to hazards, unpleasant and obnoxious conditions; may also be subject to shift, weekend and holiday work as required. Selective Certification: Specialized knowledge, skills and abilities may be required to perform the duties of some positions. For such positions, Selective Certification Requirements may be established, and certification may be restricted to eligibles who possess the pertinent experience and/or training required to perform the duties of the position. Agencies requesting Selective Certification must show the connection between the kind of training and/or experience on which they wish to base selective certification and the duties of the position to be filled. Tests: Applicants may be required to qualify on an appropriate examination. Health and Physical Condition Requirements: Persons seeking appointment to positions in this class must meet the health and physical condition standards deemed necessary and proper to perform the essential functions of the position with or without reasonable accommodations.
