HomeMy WebLinkAbout1.411 METER READER AND FIELD COLLECTION REPRESENTATIVE 20250311PART I DEPARTMENT OF HUMAN RESOURCES COUNTY OF KAUAI 1.411 Class Specifications for the Class: METER READER AND FIELD COLLECTION REPRESENTATIVE SR-13, BU-03 Duties Summary: Contacts delinquent account holders and makes field collection of delinquent water payments on a substantially full-time assignment; explains and enforces departmental billing, payment and collection policies and procedures to new and delinquent customers; read and records water meter readings using hand-held devices; and performs other related duties as required. Distinguishing Characteristics: This class is distinguished by its responsibility to independently perform the full range and variety of field and office work in connection with field collection of delinquent water payments, explain and enforce departmental billing, payment, and collection policies and procedures and read and records meter readings using hand-held devices. Examples of Duties: (The following are examples of duties and are not necessarily descriptive of any one position in this class. The omission of specific duties statements does not preclude management from assigning such duties if such duties are a logical assignment for the position). • Contacts, in person or by telephone, delinquent account holders to inform of past due amounts, explains departmental rules and regulations on delinquent payments, questions delinquent account holders on reasons for non-payment and determine whether extensions of payment deadlines are justified. Leaves shut off notices for delinquent account holders; • Determines minimum payment amounts, arranges for payments, either partial or in full, and make field collections; • Makes final collection attempt with delinquent customer before shutting water off; • Accounts for cash collected issues customers receipts for payment and records data as necessary for proper control of consumer accounts. Reopens meter after payment is made; • Investigates and documents all reports of illegal hookup, takes pictures and files police reports; PART I METER READER AND FIELD COLLECTION REPRESENTATIVE 2 1.411 • Operates computer terminal in Customer Accounting System and creates service request to close water service for non-payment of delinquent bills. Creates service request to cut off service when the consumer illegally reopens service which had been closed due to non-payment; • Informs customer service representatives when locking is scheduled; • Make field contact with account holders regarding checks returned by banks; • Prepares and maintains daily status and progress reports on calls and work assignments; • Assists in training and advising less experience personnel in the practices and procedures of delinquent field collection work; • Reads and records water meter on assigned routes using a hand-held device; • Operates a motor vehicle; • Performs other related duties as required. Knowledge of: Meter reading hand-held electronic devices and GPS equipment; collection methods and procedures; methods of accounting for and banking cash; departmental policies, rules and regulations relating to billing and credit; office practices and procedures; geography of the County of Kaua’i; use of standard office machines and equipment, including personal computers, peripheral equipment, and software applications; use of directories for tracing accounts. Ability to: Make arithmetical computations; handle cash rapidly and accurately; maintain financial accounts and records; understand and explain pertinent policies, rules and regulations; meet and deal tactfully and effectively with the public; maintain effective working relationships with others; understand and follow oral and written instructions; compare names and numbers rapidly and accurately; write clear and concise reports; operate a personal computer using a variety of software applications; use electronic devices, and simple hand tools; and operate a motor vehicle. PART I METER READER AND FIELD COLLECTION REPRESENTATIVE 3 1.411 This is an amendment to the specification for the class METER READER AND FIELD COLLECTION REPRESENTATIVE, which was approved as on July 16, 2022, amended on December 3, 2013, and is to be substituted for that specification. ANDERSON Director of Human Resources PART II DEPARTMENT OF HUMAN RESOURCES COUNTY OF KAUAI 1.411 Minimum Qualification Specifications for the Class: METER READER AND FIELD COLLECTION REPRESENTATIVE SR-13, BU-03 Training and Experience: A combination of education and experience substantially equivalent to graduation from high school; and • two (2) years of meter reading experience which includes field collection of delinquent accounts. Substitutions Allowed: The following may be substituted for education: A. Four (4) years of full-time general work experience may be substituted for a high school diploma. B. Successful completion of semester credits leading towards a degree or diploma from an accredited community college, college or university, trades school, etc., may be substituted up to four (4) years of the education requirement (15 semester credits = 6 months). C. An Associate’s, Bachelor’s, Master’s or PhD degree from an accredited community college, college or university, trades school, etc., may be substituted for the education requirement. The following may be substituted for experience: A. Successful completion of semester credits leading towards a degree or diploma in accounting or business administration, or a related field or a related field from an accredited community college, trades school, may be substituted up to four (4) years of meter reading experience which includes field collection of delinquent accounts (15 semester credits = 6 months). B. An Associate’s degree in accounting or business administration, or a related field or related field from an accredited community college, business, or technical school, may be substituted for two (2) years of meter reading experience which includes field collection of delinquent accounts. C. A Bachelor’s degree in accounting or business administration, or a related field or a related field from an accredited college or university may be substituted for up four PART II METER READER AND FIELD COLLECTION REPRESENTATIVE 5 1.411 (4) years of meter reading experience which includes field collection of delinquent accounts. D. A Master’s or PhD degree in accounting or business administration, or a related field or a related field from an accredited college or university may be substituted for up to one (1) year of meter reading experience which includes field collection of delinquent accounts. If a degree is used to substitute for the education requirement, it may not be used again towards the experience requirement. If work experience is used to substitute for education, it may not be used again to meet the experience requirement. If the applicant holds more than one degree, transcripts must be provided, and a thorough review will be conducted by the human resources staff in order for more than one degree to be credited towards the minimum qualification requirements. Additional degrees can be considered if obtained independently through mutually exclusive classes from another degree being considered. Substitutions will be used to the advantage of the applicant. Special Requirement: Possession of a good driving record certified by a traffic abstract confirming no DUI convictions, license revocations, or suspensions for three (3) years preceding and no moving violations for one (1) year preceding, which must be presented at time of interview. Quality of Experience: Possession of the required number of years of experience will not in itself be accepted as proof of qualification for a position. The applicant's overall experience must have been of such scope and level of responsibility as to conclusively demonstrate that they have the ability to perform the duties of the position for which they are being considered. License Requirement: Possession of a valid motor vehicle operator’s license (Hawaii type 3 or equivalent) and any other appropriate licenses or certificates as required of the position. Selective Certification: Specialized knowledge, skills and abilities may be required to perform the duties of some positions. For such positions, Selective Certification Requirements may be established, and certification may be restricted to eligibles who possess the pertinent experience and/or training required to perform the duties of the position. Departments/Agencies requesting Selective Certification must show the connection between the kind of training and/or experience on which they wish to base selective certification and the duties of the position to be filled. PART II METER READER AND FIELD COLLECTION REPRESENTATIVE 6 1.411 Tests: Applicants may be required to qualify on an appropriate examination. Health and Physical Condition Requirements: Persons seeking appointment to positions in this class must meet the health and physical condition standards deemed necessary and proper to perform the essential functions of the position with or without reasonable accommodations.
