Class Specifications for the Class:
METER READER AND FIELD COLLECTION SUPERVISOR
SR-17, BU-04
Duties Summary:
Plans, directs, coordinates, and supervises the water meter reading operation and
the field collection of overdue water activities for the Department of Water; and performs
other related duties as required.
Distinguishing Characteristics:
This class is distinguished by its responsibility for supervising the field collection and
meter reading operation. The work in this class requires advanced level meter reading
experience and extensive working knowledge of utility and collection policies and
procedures, billing, and credit policies. The work of this class requires supervisory skills and
the ability to effectively interact with hostile and abusive customers.
Examples of Duties: (The following are examples of duties and are not necessarily
descriptive of any one position in this class. The omission of specific duties statements does
not preclude management from assigning such duties if such duties are a logical
assignment for the position).
• Plans, organizes, and coordinates the functions and activities of the Department of
Water Meter Readers and Field Collectors, and monitors performance;
• Reviews and evaluates active delinquent accounts and determines action to be
taken, such as mailing reminder notices and field visits on inactive accounts,
determines if further departmental action is required or if the account should be
assigned to a private collection agency;
• Supervises and advises field collection representatives on assignments where
delinquent customers are particularly abusive or troublesome;
• Handles complex field collection and customer account issues;
• Investigates, and reports evidence of water leakages, damage or unauthorized
tampering of meters and appurtenances and unsafe or difficult field conditions
including reports of illegal hookups;

• Trains employees on procedures, policies, and guidelines relating to meter reading
and field collection, provides on-going in-service training to staff concerning meter
reading and field collection;
• Manages the equipment and supply inventory, investigates, and resolves all
problems with section’s electronic devices;
• Manages and maintains the GPS (Global Positioning System) equipment to retrieve
and set the latitude and longitude coordinates of meter locations, and uploads
information into meter reading software and customer accounting system;
• Periodically inspects vehicles assigned to the unit for general upkeep and
cleanliness, and ensures that vehicles are regularly maintained;
• Locates, assigns numbers to, and routes new service connections and revises routes
as necessary;
• Inspects new subdivision sites to determine most efficient routing and makes
recommendations regarding integration;
• Contacts customers to resolve access problems and/or complaints;
• Performs supervisory duties, including directing, motivating, training, counseling, and
disciplining employees, conducting performance evaluations, approving, or denying
requests for vacations and leaves of absences, timesheets, and reviewing work
products;
• Responsible for overall meter reading and field collection program to improve
efficiency and accuracy of program;
• Performs other related duties as required.
Knowledge of:
Principles and practices of supervision; collection methods and procedures;
provisions of applicable rules, regulations and procedures pertaining to water meter reading,
billing, and credit; meter reading practices and equipment; geography of the County of
Kaua’i; office practices and procedures; use of directories for tracing accounts; use of
standard office machines and equipment, including personal computers, peripheral
equipment, and software applications.
Ability to:
Plan, direct, coordinate, review and evaluate the work of subordinates; understand
and explain pertinent policies, rules and regulations and procedures; develop plans for

establishment of meter reading routes in new consumption areas; initiate and enforce
safety precautions; keep records and prepare reports; make arithmetical computations;
handle cash rapidly and accurately; maintain financial account and records; meet and deal
tactfully and effectively with employees and the public; maintain effective working
relationships with others; understand and follow oral and written instructions; write clear
and concise reports; operate a personal computer using a variety of software applications;
and operate a motor vehicle.
This is an amendment to the specification for the class METER READER AND FIELD
COLLECTION SUPERVISOR, which was approved as on July 16, 2022, amended on
December 3, 2013, and is to be substituted for that specification.

Minimum Qualification Specifications
for the Class:
METER READER AND FIELD COLLECTION SUPERVISOR
SR-17, BU-04
Training and Experience:
A combination of education and experience substantially equivalent to graduation
from high school; and
• four (4) years of meter reading experience which included field collection of
delinquent accounts.
Substitutions Allowed:
The following may be substituted for education:
A. Four (4) years of full-time general work experience may be substituted for a high
school diploma.
B. Successful completion of semester credits leading towards a degree or diploma from
an accredited community college, college or university, trades school, etc., may be
substituted up to four (4) years of the education requirement (15 semester credits =
6 months).
C. An Associate’s, Bachelor’s, Master’s or PhD degree from an accredited community
college, college or university, trades school, etc., may be substituted for the
education requirement.
The following may be substituted for experience:
A. Successful completion of semester credits leading towards a degree or diploma in
accounting or business administration, or a related field or a related field from an
accredited community college, trades school, may be substituted up to four (4) years
of meter reading experience which includes field collection of delinquent accounts
(15 semester credits = 6 months).
B. An Associate’s degree in accounting or business administration, or a related field or
related field from an accredited community college, business, or technical school,
may be substituted for two (2) years of meter reading experience which includes field
collection of delinquent accounts.
C. A Bachelor’s degree in accounting or business administration, or a related field or a
related field from an accredited college or university may be substituted for up four

(4) years of meter reading experience which includes field collection of delinquent
accounts.
D. A Master’s or PhD degree in accounting or business administration, or a related field
or a related field from an accredited college or university may be substituted for up to
one (1) year of meter reading experience which includes field collection of delinquent
accounts.
If a degree is used to substitute for the education requirement, it may not be used
again towards the experience requirement. If work experience is used to substitute for
education, it may not be used again to meet the experience requirement. If the applicant
holds more than one degree, transcripts must be provided, and a thorough review will be
conducted by the human resources staff in order for more than one degree to be credited
towards the minimum qualification requirements. Additional degrees can be considered if
obtained independently through mutually exclusive classes from another degree being
considered. Substitutions will be used to the advantage of the applicant.
Special Requirement:
Possession of a good driving record certified by a traffic abstract confirming no DUI
convictions, license revocations, or suspensions for three (3) years preceding and no moving
violations for one (1) year preceding, which must be presented at time of interview.
Quality of Experience:
Possession of the required number of years of experience will not in itself be
accepted as proof of qualification for a position. The applicant's overall experience must
have been of such scope and level of responsibility as to conclusively demonstrate that they
have the ability to perform the duties of the position for which they are being considered.
License Requirement:
Possession of a valid motor vehicle operator’s license (Hawaii type 3 or equivalent)
and any other appropriate licenses or certificates as required of the position.
Selective Certification:
Specialized knowledge, skills and abilities may be required to perform the duties of
some positions. For such positions, Selective Certification Requirements may be
established, and certification may be restricted to eligibles who possess the pertinent
experience and/or training required to perform the duties of the position.
Agencies requesting Selective Certification must show the connection between the
kind of training and/or experience on which they wish to base selective certification and the
duties of the position to be filled.

Tests:
Applicants may be required to qualify on an appropriate examination.
Health and Physical Condition Requirements:
Persons seeking appointment to positions in this class must meet the health and
physical condition standards deemed necessary and proper to perform the essential
functions of the position with or without reasonable accommodations.
