Class Specifications for the Class:
MOTOR VEHICLE AND LICENSING ADMINISTRATOR
EM-05, BU-13X
Duties Summary:
Directs, administers, and responsible for the overall administration and continuous
review and revision of all motor vehicle registration and licensing programs for the County of
Kauai; formulates operating policies, standards, procedures, and guidelines for the
execution and application of federal, state, and county licensing, vehicle registration, civil
identification, and periodic motor vehicle inspection laws; and performs other related duties
as required.
Distinguishing Characteristics:
This class is distinguished by its responsibility for the overall administration of
Division of Motor Vehicle (DMV) offices island-wide, overseeing programs, services, and
activities of the DMV involving the issuance and regulation of licenses, vehicle registration,
and civil identification.
Examples of Duties: (The following are examples of duties and are not necessarily
descriptive of any one position in this class. The omission of specific duties statements does
not preclude management from assigning such duties if such duties are a logical
assignment for the position).
Formulates and administers policies, standards, and regulations relating to the
registration and titling of motor vehicles, motor vehicle weight taxation, fleet dealer
registration, driver licensing and abstracting, financial responsibility enforcement,
inspection of common carrier operations and safety check stations; interprets and
enforces relevant state laws;
Formulates and administers policies, standards, and regulations relating to the
issuance, control, and regulation of taxicab, business/occupational, dog, and
bicycle/moped licenses, and civil identifications and legal presence requirements;
Evaluates the division’s functions and program requirements to formulate long-range
goals and objectives; implements or improves activities to achieve divisions goals
and objectives;
Sites, designs, renovates, and maintains all DMV offices, including the main service
center and all testing and outlying satellite offices;

Responsible for the security and disposal of highly sensitive data and documents;
establishes policies and procedures to detect theft, fraud, identity theft, etc.;
Plan and coordinates updates of the computerized functions and activities affecting
the various programs; develops, recommends, and monitors on-line services
including vehicle registration renewals, fillable forms, up-to-date registration and
license requirements information;
Oversees the division’s fiscal, equipment inventory functions including the
maintenance of island-wide sites and road testing facilities; prepares, justifies, and
monitors the division’s annual budget;
Researches and applies for grants; monitors grant funding and prepares all required
reports;
Directs the personnel function for division; determines organizational and staffing
requirements; recommends personnel actions such as hiring, promotions, transfers,
disciplinary actions, and termination; prepares employee performance appraisals;
counsels or provides and coordinates training; investigates complaints of employee
misconduct and disciplines as necessary;
Oversees the division’s safety program to ensure a healthy and safe environment;
Serves as the principal resource regarding the motor vehicle and licensing programs;
provides technical advice to County officials and employees;
Represents the department at Council meetings, public hearings, community
organization meetings, and at meetings with other governmental agencies on
matters relating to motor vehicle and licensing;
Keeps abreast of all laws, regulations and rulings on matters related to the various
programs; determines the impact on the County’s programs; drafts changes to
ordinance, policies and procedures as necessary;
Handles public inquiries and complaints regarding rules, regulations, and services;
provides resolution to issues to avoid escalation;
Conducts staff meetings and maintains effective communication to promote an
effective team;
Performs other related duties as assigned.

Knowledge of:
Principles and practices of administration, organization and management; principles
and practices of supervision; fiscal management including financial reporting and revenue
accounting controls; public relations; Federal, State and local laws, regulations and
ordinances applicable to motor vehicle licensing, traffic safety and common carrier
operations; laws, ordinances and regulations applicable to the registration and/or licensing
of businesses/occupations, dogs, bicycles, mopeds, trailers and taxi-cabs; laws and
regulations governing civil identifications and legal presence requirements; research
methods and techniques; report writing.
Ability to:
Plan, direct, coordinate, and evaluate the work of subordinates; interpret and apply
applicable laws, ordinances, and regulations; develop and implement operational policies,
guidelines and procedures; analyze information and make sound decisions; conduct
research and prepare clear and concise reports and recommendations; establish effective
informational and public relations programs; deal effectively with governmental officials,
employees and the public; attend departmental and community meetings and public
hearings at various locations and times island-wide; conduct meetings and evaluations with
staff; operate personal computer and peripheral equipment using various software
applications.

ADMINISTRATOR, effective December 1, 2024.

Minimum Qualification Specifications
for the Class:
MOTOR VEHICLE AND LICENSING ADMINISTRATOR
EM-05; BU-13X
Training and Experience:
A combination of education and experience substantially equivalent to graduation
from an accredited college or university with a baccalaureate degree in accounting, business
or public administration, economics or a related field; and
three (3) years of professional work experience in business or public
administration, which shall have included fiscal or program management
activities, including the development and implementation of program policies and
procedures;
one (1) year of professional work experience in motor vehicle registration, driver’s
license or similar activity; and
two (2) years of supervisory work experience.
Qualifying Supervisory Work Experience:
Professional work experience which includes planning, directing, assigning, and
reviewing the work of others; advising subordinates on difficult program areas; timing and
scheduling subordinate work; and training and developing new employees.
Substitutions Allowed:
The following may be substituted for education:
General professional work experience or education credits can be substituted for up to two
(2) years of the Bachelor’s degree such as:
A. Full-time progressively responsible professional, technical, or substantive work
experience demonstrating the scope, level, and quality of work comparable to a
curriculum leading to an Associate’s, Bachelor’s, or Master’s degree.
B. Successful completion of semester credits in a curriculum leading to a degree or
diploma at an accredited community college, trades school, college, or university (15
semester credits = 6 months).
Specialized professional work experience in accounting, business or public administration,
economics or a related field or education credits in accounting, business or public
administration, economics or a related field can be substituted for up to four (4) years of the
bachelor’s degree such as:

A.Full-time progressively responsible professional, technical, or substantive work
experience demonstrating the scope, level, and quality of work comparable to a
curriculum leading to an Associate’s, Bachelor’s, or Master’s degree.
B.Successful completion of semester credits specific to accounting, business or public
administration, economics or a related field or education credits in accounting,
business or public administration, economics or a related field leading to a degree
or diploma from an accredited community college, trades school, college, or
university (15 semester credits = 6 months).
A master’s degree or PhD in accounting, business or public administration, economics or a
related field may be substituted for the education requirement.
The following may be substituted for experience:
A. Successful completion of semester credits specific in accounting, business or public
administration, economics or a related field leading towards a Bachelor’s degree
from an accredited college or university, may be substituted for up to one (1) year of
professional work experience in business or public administration which shall have
included fiscal or program management activities, including the development and
implementation of program policies and procedures (15 semester credits = 6
months).
B.Successful completion of semester credits specific in accounting, business or public
administration, economics or a related field leading towards a Master’s or PhD
degree from an accredited college or university, may be substituted for up to one (1)
year of professional work experience in business or public administration which shall
have included fiscal or program management activities, including the development
and implementation of program policies and procedures (15 semester credits = 6
months).
C. A Master’s degree in accounting, business or public administration, economics or a
related field from an accredited college or university may be substituted for one (1)
year of experience professional work experience in business or public administration
which shall have included fiscal or program management activities, including the
development and implementation of program policies and procedures.
D. A Doctorate’s degree in accounting, business or public administration, economics or
a related field from an accredited college or university may be substituted for one (1)
year of experience professional work experience in business or public administration
which shall have included fiscal or program management activities, including the
development and implementation of program policies and procedures.
If a degree is used to substitute for the education requirement, it may not be used
again towards the experience requirement. If work experience is used to substitute for
education, it may not be used again to meet the experience requirement. If the applicant

holds more than one degree, transcripts must be provided, and a thorough review will be
conducted by the human resources staff in order for more than one degree to be credited
towards the minimum qualification requirements. Additional degrees can be considered if
obtained independently through mutually exclusive classes from another degree being
considered. Substitutions will be used to the advantage of the applicant.
Quality of Experience:
Possession of the required number of years of experience will not in itself be
accepted as proof of qualification for a position. The applicant's overall experience must
have been of such scope and level of responsibility as to conclusively demonstrate that they
have the ability to perform the duties of the position for which they are being considered.
License Requirement:
Possession of the appropriate licenses or certificates as required of the position.
Selective Certification:
Specialized knowledge, skills and abilities may be required to perform the duties of
some positions. For such positions, Selective Certification Requirements may be
established, and certification may be restricted to eligibles who possess the pertinent
experience and/or training required to perform the duties of the position.
Departments/Agencies requesting Selective Certification must show the connection
between the kind of training and/or experience on which they wish to base selective
certification and the duties of the position to be filled.
Tests:
Applicants may be required to qualify on an appropriate examination.
Health and Physical Condition Requirements:
Persons seeking appointment to positions in this class must meet the health and
physical condition standards deemed necessary and proper to perform the essential
functions of the position with or without reasonable accommodations.
