HomeMy WebLinkAbout15A2033 PUBLIC SAFETY COMMUNICATIONS MANAGER 20250522PART I DEPARTMENT OF HUMAN RESOURCES COUNTY OF KAUAI 15A2033 Class Specifications for the Class: PUBLIC SAFETY COMMUNICATIONS MANAGER EM-03, BU-13X Duties Summary: Provides for the overall management of the day-to-day operations and technical support for 911 operations and public safety dispatching services; manages the Public Safety Answering Point (PSAP) and the Computer Aided Dispatch (CAD) system for the County of Kaua‘i; develops and implements policies, procedures and regulations; and performs other related duties as required. Distinguishing Characteristics: This class is distinguished by its responsibility to manage the centralized emergency and general service communications operations including receipt of emergency 911 telephone calls and texts, computer information and police records and two-way radio communication for Police, Fire, EMS and local government on a 24-hour, 7 day a week basis. The position requires a high level of decision making and response during critical incidents or technical failures. Examples of Duties: (The following are examples of duties and are not necessarily descriptive of any one position in this class. The omission of specific duties statements does not preclude management from assigning such duties if such duties are a logical assignment for the position). • Plans, directs and coordinates the day-to-day operations and technical support for the County of Kaua‘i’s 911 operations and public safety dispatching services in accordance with Federal and departmental policies and standards; • Participates in the design, development and maintenance of the overall public safety software systems for Police, Fire and Emergency Medical Services (EMS); • Participates in the preparation of the annual departmental budget, prepares grant reimbursements, contracts, requests for proposal and other requirement documentation identifying needs and potential funding sources; • Develops and recommends plans, policies and procedures to implement objectives; • Evaluates the communications center functions and program requirements to formulate long-range goals and objectives and implements in the strategic plan; PART I PUBLIC SAFETY COMMUNICATIONS MANAGER 2 15A2033 • Identifies new technology and recurring maintenance needs; • Provides technical support, direction and coordination as PSAP Manager and CAD Administrator; • Assigns and reviews the work of subordinates; prepares job performance evaluations; recommends personnel actions including hiring, promotion, disciplinary actions and terminations; • Maintains liaison with vendors and manufacturing firms to coordinate acquisition of software and equipment; • Prepares a variety of analytical and statistical reports and correspondence on operations and activities; • Develops and provides training and presentations as required; • May serve on various committees on a Federal, State or County level; • Performs other related duties as assigned. Knowledge of: Principles and practices of supervision, public administration, organization and management; public safety communications principles, practices, methods and techniques; departmental rules and regulations and policies and procedures of the communications center; program planning and budgeting; radio and telecommunication systems, network and equipment; applicable Federal, State and County laws, regulations and ordinances; CAD systems and 911 network; research and analytical methods and techniques. Ability to: Plan, coordinate, and evaluate the work of subordinates; interpret and apply applicable laws, ordinances, and regulations; develop and implement operational policies, guidelines and procedures; analyze information and make sound decisions; conduct research and prepare clear and concise reports and recommendations; deal effectively with governmental officials, employees and the public; conduct meetings and evaluations with staff; prepare and justify budget requests; advise others on pertinent technical and/or non- technical matters. ANDERSON Director of Human Resources PART II DEPARTMENT OF HUMAN RESOURCES COUNTY OF KAUAI 15A2033 Minimum Qualification Specifications for the Class: PUBLIC SAFETY COMMUNICATIONS MANAGER EM-03; BU-13X Training and Experience: A combination of education and experience substantially equivalent to graduation from an accredited college or university with a baccalaureate degree in public administration, communications, computer science, information systems management or a related field; and • three (3) years of professional work experience in communications center operations or a related field; and • two (2) years of supervisory work experience. Qualifying Supervisory Work Experience: Professional work experience which includes planning, directing, assigning, and reviewing the work of others; advising subordinates on difficult program areas; timing and scheduling subordinate work; and training and developing new employees. Substitutions Allowed: The following may be substituted for education: General professional work experience or education credits can be substituted for up to two (2) years of the Bachelor’s degree such as: A. Full-time progressively responsible professional, technical, or substantive work experience demonstrating the scope, level, and quality of work comparable to a curriculum leading to an Associate’s, Bachelor’s, or Master’s degree. B. Successful completion of semester credits in a curriculum leading to a degree or diploma at an accredited community college, trades school, college, or university (15 semester credits = 6 months). Specialized professional work experience in public administration, communications, computer science, information systems management or a related field or education credits in public administration, communications, computer science, information systems management or a related field can be substituted for up to four (4) years of the bachelor’s degree such as: PART II PUBLIC SAFETY COMMUNICATIONS MANAGER 5 15A2033 A. Full-time progressively responsible professional, technical, or substantive work experience demonstrating the scope, level, and quality of work comparable to a curriculum leading to an Associate’s, Bachelor’s, or Master’s degree. B. Successful completion of semester credits specific to public administration, communications, computer science, information systems management or a related field leading to a degree or diploma from an accredited community college, trades school, college, or university (15 semester credits = 6 months). A master’s degree or PhD in public administration, communications, computer science, information systems management or a related field may be substituted for the education requirement. The following may be substituted for experience: A. Successful completion of semester credits specific in public administration, communications, computer science, information systems management or a related field leading towards a Bachelor’s degree from an accredited college or university, may be substituted for up to one (1) year of professional work experience in communications center operations or a closely related field (15 semester credits = 6 months). B. Successful completion of semester credits specific in public administration, communications, computer science, information systems management or a related field leading towards a Master’s or PhD degree from an accredited college or university, may be substituted for up to one (1) year of professional work experience in communications center operations or a closely related field (15 semester credits = 6 months). C. A Master’s degree in public administration, communications, computer science, information systems management or a related field from an accredited college or university may be substituted for one (1) year of experience professional work experience in communications center operations or a closely related field. D. A Doctorate’s degree in public administration, communications, computer science, information systems management or a related field from an accredited college or university may be substituted for one (1) year of professional work experience in communications center operations or a closely related field. If a degree is used to substitute for the education requirement, it may not be used again towards the experience requirement. If work experience is used to substitute for education, it may not be used again to meet the experience requirement. If the applicant holds more than one degree, transcripts must be provided, and a thorough review will be conducted by the human resources staff in order for more than one degree to be credited towards the minimum qualification requirements. Additional degrees can be considered if obtained independently through mutually exclusive classes from another degree being considered. Substitutions will be used to the advantage of the applicant. PART II PUBLIC SAFETY COMMUNICATIONS MANAGER 6 15A2033 Quality of Experience: Possession of the required number of years of experience will not in itself be accepted as proof of qualification for a position. The applicant's overall experience must have been of such scope and level of responsibility as to conclusively demonstrate that they have the ability to perform the duties of the position for which they are being considered. License Requirement: Possession of the appropriate licenses or certificates as required of the position. Selective Certification: Specialized knowledge, skills and abilities may be required to perform the duties of some positions. For such positions, Selective Certification Requirements may be established, and certification may be restricted to eligibles who possess the pertinent experience and/or training required to perform the duties of the position. Departments/Agencies requesting Selective Certification must show the connection between the kind of training and/or experience on which they wish to base selective certification and the duties of the position to be filled. Tests: Applicants may be required to qualify on an appropriate examination. Health and Physical Condition Requirements: Persons seeking appointment to positions in this class must meet the health and physical condition standards deemed necessary and proper to perform the essential functions of the position with or without reasonable accommodations.
