HomeMy WebLinkAbout3.024 AGING AND DISABILITY SERVICES TECHNICIAN 20250529PART I DEPARTMENT OF HUMAN RESOURCES COUNTY OF KAUAI 3.024 Class Specifications for the Class: AGING AND DISABILITY SERVICES TECHNICIAN SR-15, BU-03 Duties Summary: Performs a variety of technical support services relative to the Aging and Disability Resource Center for the County; provides technical assistance to record, analyze, and maintain the Senior Assistance Management System (SAMS) and Harmony for Aging database; provides technical support and assistance for the State Health Insurance Assistance Program (SHIP); and performs other related duties as required. Distinguishing Characteristics: This class is distinguished by its responsibility, under general supervision, to independently perform a variety of technical support duties related to the County’s Aging and Disability Resource Center. Essential duties include providing information, referrals, and other services; interacting with clients and the public; and interpreting and explaining program requirements, as well as relevant regulations, rules, and policies. Examples of Duties: (The following are examples of duties and are not necessarily descriptive of any one position in this class. The omission of specific duties statements does not preclude management from assigning such duties if such duties are a logical assignment for the position). • Performs a wide-range of technical work related to the Kaua‘i Agency on Elderly Affairs Aging and Disability Resource Center and the County's Long Term Support Services; • Prepares reports, records, analyzes, monitors, and maintains information for clients and services in the SAMS and Harmony for Aging databases; • Interviews and assesses clients and recommends eligibility for program participation; • Participates in the determination and preparation of service deliveries and care plans for elderly and other target individual programs; • Provides technical assistance and counseling regarding information for the SHIP and serves as a resource during open enrollment for County of Kaua‘i residents; • Disseminates information to interested individuals or groups for programs that promote the well-being of Kaua‘i’s older adults and other target individuals; PART I AGING AND DISABILITY SERVICES TECHNICIAN 2 3.024 • Participates in outreach program activities, and provides information, answers general questions and distributes materials; • Operates a motor vehicle to conduct site visits as required; and • Performs other related duties as assigned. Knowledge of: Laws, ordinances, policies, procedures, rules, regulations, fundamental terminology relating to the Aging and Disability Resource Center and technical guidance for determining qualification for assistance; office practices and procedures; the purpose and use of standard office machines and personal computer software applications; basic principles and practices of public relations; grammar, spelling, and word usage. Ability to: Maintain records; deal tactfully and effectively with others; work cooperatively with others; understand, interpret, and explain pertinent laws, ordinances, policies and procedures, rules and regulations, and other operational requirements; understand and follow oral and written instructions. This is an amendment for the specification for the class AGING AND DISABILITY SERVICES TECHNICIAN, approved on September 14, 2018, effective April 16, 2018, and amended on June 18, 2020, and is to be substituted for that specification. ANDERSON Director of Human Resources PART II DEPARTMENT OF HUMAN RESOURCES COUNTY OF KAUAI 3.024 Minimum Qualification Specifications for the Class: AGING AND DISABILITY SERVICES TECHNICIAN SR-15, BU-03 Training and Experience: A combination of education and experience substantially equivalent to graduation from high school; and • Three (3) years of work experience in providing support or assistance for programs or services that serve individuals which includes providing information, referral and/or outreach activities. Substitutions Allowed: The following may be substituted for education: A. Four (4) years of full-time general work experience may be substituted for a high school diploma. B. Successful completion of semester credits leading towards a degree or diploma from an accredited community college, college or university, trades school, etc., may be substituted up to four (4) years of the education requirement (15 semester credits = 6 months). C. An Associate’s, Bachelor’s, Master’s or PhD degree from an accredited community college, college or university, trades school, etc., may be substituted for the education requirement. The following may be substituted for experience: A. Successful completion of semester credits leading towards a degree or diploma in human services, gerontology, psychology, social work, social welfare, sociology, counseling, criminal justice, or a related field from an accredited community college, trades school, may be substituted up to four (4) years of the work experience that involved programs or services dealing with the special needs of the elderly or other target group individuals. The work performed shall have included providing information, referral and/or outreach (15 semester credits = 6 months). B. An Associate’s degree in human services, gerontology, psychology, social work, social welfare, sociology, counseling, criminal justice, or related field from an accredited community college, business, or technical school, may be substituted for two (2) years of the work experience that involved programs or services dealing with the PART II AGING AND DISABILITY SERVICES TECHNICIAN 2 3.024 special needs of the elderly or other target group individuals. The work performed shall have included providing information, referral and/or outreach. C. A Bachelor’s degree in human services, gerontology, psychology, social work, social welfare, sociology, counseling, criminal justice, or a related field from an accredited college or university may be substituted for up four (4) years of the work experience that involved programs or services dealing with the special needs of the elderly or other target group individuals. The work performed shall have included providing information, referral and/or outreach. D. A Master’s or PhD degree in human services, gerontology, psychology, social work, social welfare, sociology, counseling, criminal justice, or a related field from an accredited college or university may be substituted for up to one (1) year of the work experience that involved programs or services dealing with the special needs of the elderly or other target group individuals. The work performed shall have included providing information, referral and/or outreach. If a degree is used to substitute for the education requirement, it may not be used again towards the experience requirement. If work experience is used to substitute for education, it may not be used again to meet the experience requirement. If the applicant holds more than one degree, transcripts must be provided, and a thorough review will be conducted by the Human Resources staff in order for more than one degree to be credited towards the minimum qualification requirements. Additional degrees can be considered if obtained independently through mutually exclusive classes from another degree being considered. Substitutions will be used to the advantage of the applicant. Quality of Experience: Possession of the required number of years of experience will not in itself be accepted as proof of qualification for a position. The applicant's overall experience must have been of such scope and level of responsibility as to conclusively demonstrate that they have the ability to perform the duties of the position for which they are being considered. License Requirement: Possession of a valid motor vehicle operator’s license (Hawaii type 3 or equivalent) and any other appropriate licenses or certificates as required of the position. Selective Certification: Specialized knowledge, skills and abilities may be required to perform the duties of some positions. For such positions, Selective Certification Requirements may be established, and certification may be restricted to eligibles who possess the pertinent experience and/or training required to perform the duties of the position. PART II AGING AND DISABILITY SERVICES TECHNICIAN 3 3.024 Agencies requesting Selective Certification must show the connection between the kind of training and/or experience on which they wish to base selective certification and the duties of the position to be filled. Tests: Applicants may be required to qualify on an appropriate examination. Health and Physical Condition Requirements: Persons seeking appointment to positions in this class must meet the health and physical condition standards deemed necessary and proper to perform the essential functions of the position with or without reasonable accommodations.
