HomeMy WebLinkAbout2.155 REAL PROPERTY APPRAISER II 20250604PART I DEPARTMENT OF HUMAN RESOURCES COUNTY OF KAUAI 2.155 Class Specifications for the Class: REAL PROPERTY APPRAISER II SR-18, BU-13 Duties Summary: Performs as an advanced trainee and assists in conducting simple appraisals of single-family residential properties; and performs other related duties as required. Distinguishing Characteristics: This class differs from the Real Property Appraiser I in that the Real Property Appraiser II performs as an advanced trainee requiring some application of the principles, theories, methods and techniques of appraising real property; whereas, the Real Property Appraiser I performs under immediate supervision as an entry-level trainee and receives initial orientation and training in the principles, theories, methods and techniques of appraising real property. This class differs from the Real Property Appraiser Ill in that the Real Property Appraiser II performs as an advanced trainee and assists in conduction simple residential appraisals and/or assists higher level appraisers in more difficult appraisals; whereas, the Real Property Appraiser Ill independently performs moderately difficult appraisals where appraisal data are readily available for comparisons and analysis. Examples of Duties: (The following are examples of duties and are not necessarily descriptive of any one position in this class. The omission of specific duties statements does not preclude management from assigning such duties if such duties are a logical assignment for the position). Receives advanced training in appraisal principles, theories, methods and techniques; Receives continuing orientation with respect to program policies and objectives, administrative and technical regulations, and procedures and techniques applicable to the work; Performs selected assignments to provide training in the judgmental aspects of appraising in preparation for performing independent valuations; Accompanies higher level appraisers conducting on-site inspections of land and improvements to receive further training in classifying property to its highest and best use, assigning land-use classifications, and determining applicability of, and adjustment to, building classifications; PART I REAL PROPERTY APPRAISER II 2 2.155 Secures factual data from various sources such as legal descriptions, records of taxes, deeds or encumbrances; Collects and records information relating to rental and sales markets, price levels, replacement costs, types of properties and range of valuation in particular neighborhoods; Assists in and/or conducts simple appraisals of residential properties; Assists in the preparation of staff appraisals by checking accuracy of mathematical computations and factual data; Prepares correspondence requesting or supplying routine information; and Performs other related duties as assigned. Knowledge of: Basic principles, techniques and practices of real property valuation and appraisals; sources of information pertinent to the appraisal of real property; basic land development and building construction methods; real estate practices; real property tax laws and related rules and regulations; mathematics; principles and practices of public and human relations; interviewing practices and techniques; report writing. Ability to: Learn and apply the principles, theories, methods and techniques of real property appraisal; make mathematical computations; collect and organize appraisal data for study and interpretation; read and compile and maintain accurate appraisal maps and records; write clearly and concisely; follow oral and written instructions; deal effectively with others. This is an amendment to the specification for the class, REAL PROPERTY APPRAISER II, which was approved on August 4, 1981, amended on February 13, 1989 and October 2, 2013, and is to be substituted for that specification. ANDERSON Director of Human Resources PART II DEPARTMENT OF HUMAN RESOURCES COUNTY OF KAUAI 2.155 Minimum Qualification Specifications for the Class: REAL PROPERTY APPRAISER II SR-18, BU-13 Training & Experience: A combination of education and experience substantially equivalent to graduation from an accredited college or university with a baccalaureate degree in real estate, business, or public administration, economics or a related field; and • one (1) year of professional work experience in appraising real property, real property valuation studies, and/or analytical research. Substitutions Allowed: The following may be substituted for education: General professional work experience or education credits can be substituted for up to two (2) years of the Bachelor’s degree such as: A. Full time progressively responsible professional, technical or substantive work experience demonstrating the scope, level and quality of work comparable to a curriculum leading to an associate’s, bachelor's or master’s degree. B. Successful completion of semester credits in a curriculum leading to a degree or diploma at an accredited community college, trades school, college, or university (15 semester credits = 6 months). Specialized professional work experience in real estate, business, or public administration, economics or a related field or education credits in real estate, business, or public administration, economics or a related field can be substituted for up to four (4) years of the bachelor’s degree such as: A. Full time progressively responsible professional, technical or substantive work experience demonstrating the scope, level and quality of work comparable to a curriculum leading to an associate’s, bachelor's or master’s degree. B. Successful completion of semester credits specific to real estate, business, or public administration, economics or a related field leading to a degree or diploma from an accredited community college, trades school, college, or university (15 semester credits = 6 months). A master’s degree or PhD in real estate, business, or public administration, economics or a related field may be substituted for the education requirement. PART II REAL PROPERTY APPRAISER II 2 2.155 The following may be substituted for experience: A. Successful completion of semester credits specific to real estate, business, or public administration, economics or a related field leading towards a Bachelor’s degree from an accredited college or university, may be substituted up to two (2) years of professional work experience in appraising real property, real property valuation studies, and/or analytical research (15 semester credits = 6 months). B. Successful completion of semester credits specific to real estate, business, or public administration, economics or a related field leading towards a Master’s or PhD degree from an accredited college or university, may be substituted up to one (1) year of professional work experience in appraising real property, real property valuation studies, and/or analytical research (15 semester credits = 6 months). C. A Master’s degree in real estate, business, or public administration, economics or a related field from an accredited college or university may be substituted for one (1) year of professional work experience in appraising real property, real property valuation studies, and/or analytical research. D. A Doctorate’s degree in real estate, business, or public administration, economics or a related field from an accredited college or university may be substituted for one (1) year of professional work experience in appraising real property, real property valuation studies, and/or analytical research. If a degree is used to substitute for the education requirement, it may not be used again towards the experience requirement. If work experience is used to substitute for education, it may not be used again to meet the experience requirement. If the applicant holds more than one degree, transcripts must be provided and a thorough review will be conducted by the human resources staff in order for more than one degree to be credited towards the minimum qualification requirements. Additional degrees can be considered if obtained independently through mutually exclusive classes from another degree being considered. Substitutions will be used to the advantage of the applicant. Quality of Experience: Possession of the required number of years of experience will not in itself be accepted as proof of qualification for a position. The applicant's overall experience must have been of such scope and level of responsibility as to conclusively demonstrate that they have the ability to perform the duties of the position for which they are being considered. License Requirement: Possession of the appropriate licenses or certificates as required of the position. PART II REAL PROPERTY APPRAISER II 3 2.155 Selective Certification: Specialized knowledge, skills and abilities may be required to perform the duties of some positions. For such positions, Selective Certification Requirements may be established and certification may be restricted to eligibles who possess the pertinent experience and/or training required to perform the duties of the position. Department/Agencies requesting Selective Certification must show the connection between the kind of training and/or experience on which they wish to base selective certification and the duties of the position to be filled. Tests: Applicants may be required to qualify on an appropriate examination. Health and Physical Condition Requirements: Persons seeking appointment to positions in this class must meet the health and physical condition standards deemed necessary and proper to perform the essential functions of the position with or without reasonable accommodations. Physical Effort Grouping: Light This is an amendment to the specification for the class, REAL PROPERTY APPRAISER II, which was approved on August 4, 1981, amended on February 13, 1989, October 2, 2013, and October 25, 2021, and is to be substituted for that specification.
