Class Specifications for the Class:
REAL PROPERTY APPRAISER VI
SR-26, BU-13
Duties Summary:
Plans, supervises and coordinates the work of a staff of real property appraisers; and
performs other related duties as required.
Distinguishing Characteristics:
This class differs from the Real Property Appraiser V in that the Real Property
Appraiser VI plans, supervises and coordinates the work of a staff of real property
appraisers; whereas, the Real Property Appraiser V independently appraises the most
difficult and complex types of real property as a primary, continuing assignment.
Examples of Duties: (The following are examples of duties and are not necessarily
descriptive of any one position in this class. The omission of specific duties statements does
not preclude management from assigning such duties if such duties are a logical
assignment for the position).
Plans, supervises and coordinates the work of a staff of real property appraisers
engaged in the appraisal of land and buildings;
Supervises the daily operations of the unit by planning and assigning work to
subordinates, preparing work schedules and determining work priorities;
Reviews the work of subordinates for accuracy, adequacy and consistency and
evaluates and rates their performance;
Conducts and oversees the training and orientation of appraisers;
As necessary, assists and advises appraisers in the conduct of appraisals that are
complicated or unique;
Apprises superior on the applicability of separate appraisal approaches to select
properties or areas;
Recommends and assists in the establishment and implementation of special
programs and activities; and
Performs other related duties as assigned.

Knowledge of:
Principles and practices of supervision; principles, techniques and practices of real
property valuation and appraisal; policies, procedures and objectives of the organization;
real estate practices; real property tax laws and related rules and regulations; research
principles, techniques and methods; principles and practices of public and human relations;
interviewing practices and techniques; report writing.
Ability to:
Plan, supervise, coordinate and review the work of a staff of real property appraisers;
interpret and apply the various laws, rules, regulations, ordinances and statutes governing
the appraisal of real property for the organization's purposes; prepare clear and concise
reports; analyze and develop solutions for unusual problems; recommend and implement
operational improvements; meet and deal tactfully and effectively with others.
This is an amendment to the specification for the class, REAL PROPERTY APPRAISER
VI, which was approved on December 16, 1987, amended on October 2, 2013, and is to be
substituted for that specification.

Minimum Qualification Specifications
for the Class:
REAL PROPERTY APPRAISER VI
SR-26, BU-13
Training & Experience:
A combination of education and experience substantially equivalent to graduation
from an accredited college or university with a baccalaureate degree in real estate,
business, or public administration, economics or a related field; and
• two (2) years of professional work experience in appraising real property, real
property valuation studies, and/or analytical research;
• two (2) years of appraising the most difficult and complex types of real property; and
• one (1) year of supervisory experience.
Qualifying Supervisory Work Experience:
Professional work experience which include planning, directing, assigning and
reviewing the work of others; advising subordinates on difficult program areas; timing and
scheduling subordinate work; and training and developing new employees.
Substitutions Allowed:
The following may be substituted for education:
General professional work experience or education credits can be substituted for up to two
(2) years of the Bachelor’s degree such as:
A. Full time progressively responsible professional, technical or substantive work
experience demonstrating the scope, level and quality of work comparable to a
curriculum leading to an associate’s, bachelor's or master’s degree.
B. Successful completion of semester credits in a curriculum leading to a degree or
diploma at an accredited community college, trades school, college, or university (15
semester credits = 6 months).
Specialized professional work experience in real estate, business, or public administration,
economics or a related field or education credits in real estate, business, or public
administration, economics or a related field can be substituted for up to four (4) years of the
bachelor’s degree such as:

A. Full time progressively responsible professional, technical or substantive work
experience demonstrating the scope, level and quality of work comparable to a
curriculum leading to an associate’s, bachelor's or master’s degree.
B. Successful completion of semester credits specific to real estate, business, or public
administration, economics or a related field leading to a degree or diploma from an
accredited community college, trades school, college, or university (15 semester
credits = 6 months).
A master’s degree or PhD in real estate, business, or public administration, economics or a
related field may be substituted for the education requirement.
The following may be substituted for experience:
A. Successful completion of semester credits specific to real estate, business, or public
administration, economics or a related field leading towards a Bachelor’s degree
from an accredited college or university, may be substituted up to two (2) years of
professional work experience in appraising real property, real property valuation
studies, and/or analytical research (15 semester credits = 6 months).
B. Successful completion of semester credits specific to real estate, business, or public
administration, economics or a related field leading towards a Master’s or PhD
degree from an accredited college or university, may be substituted up to one (1)
year of professional work experience in appraising real property, real property
valuation studies, and/or analytical research (15 semester credits = 6 months).
C. A Master’s degree in real estate, business, or public administration, economics or a
related field from an accredited college or university may be substituted for one (1)
year of professional work experience in appraising real property, real property
valuation studies, and/or analytical research.
D. A Doctorate’s degree in real estate, business, or public administration, economics or
a related field from an accredited college or university may be substituted for one (1)
year of professional work experience in appraising real property, real property
valuation studies, and/or analytical research.
If a degree is used to substitute for the education requirement, it may not be used
again towards the experience requirement. If work experience is used to substitute for
education, it may not be used again to meet the experience requirement. If the applicant
holds more than one degree, transcripts must be provided, and a thorough review will be
conducted by the human resources staff in order for more than one degree to be credited
towards the minimum qualification requirements. Additional degrees can be considered if
obtained independently through mutually exclusive classes from another degree being
considered. Substitutions will be used to the advantage of the applicant.

Quality of Experience:
Possession of the required number of years of experience will not in itself be
accepted as proof of qualification for a position. The applicant's overall experience must
have been of such scope and level of responsibility as to conclusively demonstrate that they
have the ability to perform the duties of the position for which they are being considered.
License Requirement:
Possession of the appropriate licenses or certificates as required of the position.
Selective Certification:
Specialized knowledge, skills and abilities may be required to perform the duties of
some positions. For such positions, Selective Certification Requirements may be
established, and certification may be restricted to eligibles who possess the pertinent
experience and/or training required to perform the duties of the position.
Departments/Agencies requesting Selective Certification must show the connection
between the kind of training and/or experience on which they wish to base selective
certification and the duties of the position to be filled.
Tests:
Applicants may be required to qualify on an appropriate examination.
Health and Physical Condition Requirements:
Persons seeking appointment to positions in this class must meet the health and
physical condition standards deemed necessary and proper to perform the essential
functions of the position with or without reasonable accommodations.
