HomeMy WebLinkAbout2.015 HUMAN RESOURCES SPECIALIST I 20250606PART I DEPARTMENT OF HUMAN RESOURCES COUNTY OF KAUAI 2.015 Class Specifications for the Class: HUMAN RESOURCES SPECIALIST I SR-20, BU-13X Duties Summary: Performs selected technical human resources management work in one or more of the functional areas in the central human resources department; and performs other related duties as required. Distinguishing Characteristics: This class is distinguished by its responsibility to perform selected technical human resources management work of moderate difficulty in a functional area in the central human resources department. Examples of Duties: (The following are examples of duties and are not necessarily descriptive of any one position in this class. The omission of specific duties statements does not preclude management from assigning such duties if such duties are a logical assignment for the position). Participates in the planning, organization, coordination, and implementation of human resources management activities relative to position classification, training, safety and workers' compensation, recruitment, labor relations, or other related functions; Refers to laws, collective bargaining agreements, guidelines, procedures, policies, and other resources to analyze problems and other personnel issues; conducts fact- finding; Discusses issues with line personnel and consults with higher level staff in the central human resources department; compiles information, draws sound conclusions, and prepares reports of findings with recommendations; Provides information and guidance to department/agency top management officials and other employees on matters relating to employee benefits, such as leaves, health benefits, retirement, compensation, etc.; Provides advice and guidance to management on labor relations matters; works closely with higher level staff in the central human resources department on difficult or novel issues; PART I HUMAN RESOURCES SPECIALIST I 2 2.015 Researches and analyzes the proper interpretation and application of collective bargaining provisions and various human resources laws and programs; recommends grievance resolutions; Participates in compiling data and preparing statistical information for costing and other labor relations matters; Reviews personnel forms and applications to ensure compliance to laws, provisions of contracts, rules, and procedures, and to ensure timely processing of documents; May review and process workers' compensation claims; monitors claims as assigned; Participates on work teams and sub-committees for human resources related projects, as assigned; May conduct routine procedures studies and participates in the development of a procedures manual; May supervise lower-level subordinates as assigned; and Performs other related duties as assigned. Recruitment: Develops subject matter outlines for written tests and plans examinations for relatively well-defined occupations, such as clerical and trades classes; Reviews class specifications, position descriptions, and other source documents; interviews operating officials and subject matter specialists; conducts job analyses to determine the essential knowledge, skills, and abilities required of the job; Determines the methodology of the examination to be used; develops and administers written examinations, performance tests, and training and experience evaluations; Screens applications for recruitments where the nature and quality of acceptable training and experience are readily discerned; contacts applicants for clarification of information submitted; explains basis for rejection to applicants; Certifies names of eligible to departments and monitors the placement activities; Makes statistical analyses of test items, test results, and frequency distributions as necessary; Attends job fairs and provides information on County jobs and benefits; Maintains records and logs; updates computer database; prepares operational reports. PART I HUMAN RESOURCES SPECIALIST I 3 2.015 Classification and Pay: Works with managers on position re-descriptions and re-assignment of duties; consults with higher level staff in the central human resources and participates in the review and implementation of re-organizations; Reviews, analyzes, and evaluates positions in relatively well-defined occupational fields or of a non-controversial nature; Conducts studies and comparative reviews using position descriptions, class specifications, organization charts, previous audit reports, classification factors and criteria, and related materials to properly establish the nature and scope of work performed; Conducts field and desk audits to ascertain the duties, functions, and position relationships involved; Compiles findings and prepares written reports with recommended position allocations, recommending appropriate classification actions for approval by Director; Assists in the conduct of maintenance reviews of classes of work; Amends current or drafts new class specifications as required; Assists higher level specialist in conducting major classification projects, completing wage and salary surveys, and surveying private and other public employers for wage rates for specific classes of work. Knowledge of: Basic principles relating to organization and management; trends and developments in human resources management; laws, regulations, and contractual provisions governing public employment; merit system philosophy; various kinds of occupations and sources of occupational information; research methods and techniques; methods and techniques for evaluating and analyzing facts and information to resolve problems; interviewing principles and techniques; report and letter writing. Ability to: Apply the principles, methods, and techniques of human resources management and/or of the applicable functional area assigned; interpret and apply laws, regulation, and contractual provisions; locate source material and conduct research studies; elicit and obtain pertinent factual data; analyze data and make sound recommendations; prepare clear and concise reports; express ideas logically, both orally and in writing; follow oral and written instructions; establish and maintain effective working relationships. PART II DEPARTMENT OF HUMAN RESOURCES COUNTY OF KAUAI 2.015 Minimum Qualification Specifications for the Class: HUMAN RESOURCES SPECIALIST I SR-20, BU-13X Training & Experience: A combination of education and experience substantially equivalent to graduation from an accredited college or university with a baccalaureate degree in public administration, business administration, political science, psychology, human resources, or a related field, and • two (2) years of specialized work experience. Qualifying Specialized Work Experience: Professional work experience which included assisting managers and operating officials in areas of a human resources program. Substitutions Allowed: The following may be substituted for education: General professional work experience or education credits can be substituted for up to two (2) years of the Bachelor’s degree such as: A. Full-time progressively responsible professional, technical, or substantive work experience demonstrating the scope, level, and quality of work comparable to a curriculum leading to an Associate’s, Bachelor’s, or Master’s degree. B. Successful completion of semester credits in a curriculum leading to a degree or diploma at an accredited community college, trades school, college, or university (15 semester credits = 6 months). Specialized professional work experience in public administration, business administration, political science, psychology, human resources, or a related field or education credits in public administration, business administration, political science, psychology, human resources, or a related field can be substituted for up to four (4) years of the bachelor’s degree such as: A. Full-time progressively responsible professional, technical, or substantive work experience demonstrating the scope, level, and quality of work comparable to a curriculum leading to an Associate’s, Bachelor’s, or Master’s degree. PART II HUMAN RESOURCES SPECIALIST I 2 2.015 B. Successful completion of semester credits specific to public administration, business administration, political science, psychology, human resources, or a related field leading to a degree or diploma from an accredited community college, trades school, college, or university (15 semester credits = 6 months). A Master’s or PhD degree in public administration, business administration, political science, psychology, human resources, or a related field may be substituted for the education requirement. The following may be substituted for experience: A. Successful completion of semester credits specific in public administration, business administration, political science, psychology, human resources, or a related field leading towards a Bachelor’s degree from an accredited college or university, may be substituted for up to two (2) years of the specialized work experience requirement (15 semester credits = 6 months). B. Successful completion of semester credits specific in public administration, business administration, political science, psychology, human resources, or a related field leading towards a Master’s or PhD degree from an accredited college or university, may be substituted for up to one (1) year of the specialized work experience requirement (15 semester credits = 6 months). C. A Master’s degree in public administration, business administration, political science, psychology, human resources, or a related field from an accredited college or university may be substituted for one (1) year of the specialized work experience requirement. D. A Doctorate’s degree in public administration, business administration, political science, psychology, human resources, or a related field from an accredited college or university may be substituted for one (1) year of the specialized work experience requirement. If a degree is used to substitute for the education requirement, it may not be used again towards the experience requirement. If work experience is used to substitute for education, it may not be used again to meet the experience requirement. If the applicant holds more than one degree, transcripts must be provided, and a thorough review will be conducted by the human resources staff in order for more than one degree to be credited towards the minimum qualification requirements. Additional degrees can be considered if obtained independently through mutually exclusive classes from another degree being considered. Substitutions will be used to the advantage of the applicant. Quality of Experience: Possession of the required number of years of experience will not in itself be accepted as proof of qualification for a position. The applicant's overall experience must PART II HUMAN RESOURCES SPECIALIST I 3 2.015 have been of such scope and level of responsibility as to conclusively demonstrate that they have the ability to perform the duties of the position for which they are being considered. License Requirement: Possession of the appropriate licenses or certificates as required of the position. Selective Certification: Specialized knowledge, skills and abilities may be required to perform the duties of some positions. For such positions, Selective Certification Requirements may be established, and certification may be restricted to eligibles who possess the pertinent experience and/or training required to perform the duties of the position. Departments/Agencies requesting Selective Certification must show the connection between the kind of training and/or experience on which they wish to base selective certification and the duties of the position to be filled. Tests: Applicants may be required to qualify on an appropriate examination. Health and Physical Condition Requirements: Persons seeking appointment to positions in this class must meet the health and physical condition standards deemed necessary and proper to perform the essential functions of the position with or without reasonable accommodations. Physical Effort Grouping: Light This is an amendment for the specification for the class, HUMAN RESOURCES SPECIALIST I, which was approved on December 22, 2011, amended on July 8, 2021 and January 23, 2024, and is to be substituted for that specification.
