Class Specifications for the Class:
EEO/ADA COMPLIANCE OFFICER/INVESTIGATOR
SR-26, BU-13X
Duties Summary:
Serves as the subject matter expert in the areas of Equal Employment Opportunity
(EEO), Americans with Disabilities Act (ADA) compliance, reasonable accommodation, and
employment related complaints and investigations regarding discrimination, harassment,
retaliation, and other violations of County policies, Federal and State laws; and performs
other related duties as required.
Distinguishing Characteristics:
This class is distinguished by its responsibility to serve as the County’s principal
compliance officer, liaison, technical advisor, and investigator whose major roles are to
administer the County’s EEO program; oversee and provide guidance regarding the ADA,
reasonable accommodations, and other related civil rights programs; and ensure
compliance with applicable County policies, Federal and State laws.
Examples of Duties: (The following are examples of duties and are not necessarily
descriptive of any one position in this class. The omission of specific duties statements does
not preclude management from assigning such duties if such duties are a logical
assignment for the position).
Administers the County’s EEO Program;
Provides expertise and advice on matters pertaining to employment discrimination,
harassment, retaliation, and compliance with EEO requirements;
Assists and provides guidance to departments to ensure ADA compliance, which
includes acting upon reasonable accommodation requests by engaging in an
interactive process with employees and departments, and researching essential job
functions to determine accommodations, if any;
Works to resolve issues concerning equal access to County facilities, programs, and
services for persons with disabilities;
Conducts employment related investigations pertaining to complaints of alleged
violations of various County policies, equal employment opportunities, civil rights
laws, and other allegations of discrimination, harassment, and/or retaliation, etc.;

Provides guidance to County departments in conducting investigations and
preparation of thorough and well written investigative reports;
Develops and conducts comprehensive EEO and ADA training programs, which
includes course development, both general and specific, to inform employees of their
rights and responsibilities under civil rights laws;
Prepares timely responses to notices filed by regulatory agencies such as the Federal
Equal Employment Opportunity Commission and/or the Hawaii Civil Rights
Commission;
Reviews data, conducts statistical analysis, and prepares reports to meet State
and/or Federal requirements, and identifies areas of concern and recommends
appropriate corrective action;
Drafts and/or revises County policies and procedures pertaining to EEO/ADA matters
to assure compliance with federal and state laws;
Establishes and fosters close working relationship and dialogue with Federal and
State agencies and officials related to disability and civil rights protections; and
Performs other related duties or special assignments as directed.
Knowledge of:
Federal, State and County laws, court decisions, regulations, guidelines, and policies
pertaining to EEO, disability access and accommodations, non-discrimination in employment
and public service pertaining to civil rights, EEO, and related programs; principles and
techniques of effective investigation and conciliation; research and statistical analysis
methods and techniques; report writing; methods of group instruction and training.
Ability to:
Develop, implement and monitor County programs for assuring and promoting compliance
with various Federal, State and County laws governing EEO, ADA and related civil rights laws;
review, analyze and evaluate program effectiveness and direct implementation of sound
corrective measures for areas found not in compliance; analyze, interpret, and determine
implications of existing and anticipated federal mandates; formulate and implement
program action plans; provide technical guidance and advice in assigned program areas to
County employees and the public; represent the County in EEO, ADA and related compliance
reviews; conduct timely and thorough investigations of employment related complaints;
analyze, interpret and present information and material related to employment
discrimination and civil rights as required; perform statistical research and analysis;
communicate effectively orally and in writing; develop training material and conduct training
on program regulations, policies and procedures; and develop and maintain effective

working relationships with appropriate governmental agencies, departments, special
interest committees and groups, and the general public.
This is the first specification approved for the new class, EEO/ADA COMPLIANCE
OFFICER/INVESTIGATOR.

Minimum Qualification Specifications
for the Class:
EEO/ADA COMPLIANCE OFFICER/INVESTIGATOR
SR-26, BU-13X
Training and Experience:
A combination of education and experience substantially equivalent to graduation
from an accredited college or university with a baccalaureate degree, and
• five (5) years of specialized work experience.
Qualifying Specialized Work Experience:
Professional work experience in the planning, developing, and managing of an
organization’s EEO and ADA programs, including assuring access to programs, services, and
facilities for persons with disabilities, and employment related investigations.
Substitutions Allowed:
The following may be substituted for education:
General professional work experience or education credits can be substituted for up to four
(4) years of the Bachelor’s degree such as:
A. Full-time progressively responsible professional, technical, or substantive work
experience demonstrating the scope, level, and quality of work comparable to a
curriculum leading to an Associate’s, Bachelor’s, or Master’s degree.
B. Successful completion of semester credits in a curriculum leading to a degree or
diploma at an accredited community college, trades school, college, or university (15
semester credits = 6 months).
A Master’s or PhD degree may be substituted for the education requirement.
The following may be substituted for experience:
A. Successful completion of semester credits specific in business or public
administration, human resources, political science, social sciences or a related field
leading towards a Bachelor’s degree from an accredited college or university, may be
substituted for up to two (2) years of specialized work experience (15 semester
credits = 6 months).

B. Successful completion of semester credits specific in business or public
administration, human resources, political science, social sciences or a related field
leading towards a Master’s or PhD degree from an accredited college or university,
may be substituted for up to one (1) year of specialized work experience (15
semester credits = 6 months).
C. A Master’s or Doctorate degree in business or public administration, human
resources, political science, social sciences or a related field from an accredited
college or university may be substituted for one (1) year of specialized work
experience.
D. A Juris Doctorate degree from an accredited law school may be substituted for one
(1) year of specialized work experience.
If a degree is used to substitute for the education requirement, it may not be used
again towards the experience requirement. If work experience is used to substitute for
education, it may not be used again to meet the experience requirement. If the applicant
holds more than one degree, transcripts must be provided, and a thorough review will be
conducted by the human resources staff in order for more than one degree to be credited
towards the minimum qualification requirements. Additional degrees can be considered if
obtained independently through mutually exclusive classes from another degree being
considered. Substitutions will be used to the advantage of the applicant.
Quality of Experience:
Possession of the required number of years of experience will not in itself be
accepted as proof of qualification for a position. The applicant's overall experience must
have been of such scope and level of responsibility as to conclusively demonstrate that
he/she has the ability to perform the duties of the position for which he/she is being
considered.
License Requirement:
Possession of the appropriate licenses or certificates as required of the position.
Selective Certification:
Specialized knowledge, skills and abilities may be required to perform the duties of
some positions. For such positions, Selective Certification Requirements may be
established, and certification may be restricted to eligibles who possess the pertinent
experience and/or training required to perform the duties of the position.
Departments/Agencies requesting Selective Certification must show the connection
between the kind of training and/or experience on which they wish to base selective
certification and the duties of the position to be filled.

Tests:
Applicants may be required to qualify on an appropriate examination.
Health and Physical Condition Requirements:
Persons seeking appointment to positions in this class must meet the health and
physical condition standards deemed necessary and proper to perform the essential
functions of the position with or without reasonable accommodations.
Physical Effort Grouping: Light
This is amendment to the specification for the class, EEO/ADA COMPLIANCE
OFFICER/INVESTIGATOR, which was approved on September 27, 2023, and is to be
substituted for that specification.
