Class Specifications for the Class:
BUILDING MAINTENANCE SUPERVISOR
FII-09, BU-02
Duties Summary:
Plans, coordinates, and supervises through subordinate supervisors in a variety of
maintenance, repair, and construction work in the upkeep of buildings, structures,
facilities, and equipment; and performs other related duties as required.
Distinguishing Characteristics:
This class is distinguished by its responsibility to plan, coordinate, and supervise
through subordinate supervisors in a variety of maintenance, repair, and construction work
in the upkeep of buildings, structures, facilities, and equipment
Examples of Duties: (The following are examples of duties and are not necessarily
descriptive of any one position in this class. The omission of specific duties statements does
not preclude management from assigning such duties if such duties are a logical
assignment for the position).
• Reviews, prioritizes, and oversees schedules of building construction and
maintenance activities to determine work schedules and manpower, material, and
equipment requirements for specific projects.
• Plans, lays out, assigns, coordinates, supervises, and reviews the work of several
work crews through subordinate supervisors involved in the construction work, repair,
maintenance and alteration of buildings, structures, equipment;
• Interprets plans and specifications and determines necessary materials and methods
of construction to be used; prepares sketches, layouts and drawings of work
required;
• Prepares cost estimates and purchases or arranges for the purchase of equipment
and materials; purchases or arranges for the purchase of equipment and materials;
• Participates in the preparation of budget estimates; assists in gathering cost data
and estimating the cost of Capital Improvement Projects;
• Prepares and submits progress reports on activities of unit; establishes work
standards and determines priority of work projects;

• Inspects work in progress and upon completion for proper workmanship, methods
and safety practices and procedures; reviews reports of subordinate supervisors for
accuracy and completeness;
• Prepares and recommends vacation schedules; prepares reports and
correspondence; and
• Performs other related duties as required.
Knowledge of:
Practices, tools, equipment and materials used carpentry, painting, plumbing,
masonry; particularly as related to building maintenance and repair; applicable building,
electrical, fire, sanitary codes and regulations; occupational hazards; safety practices and
procedures; principles and practices of supervision.
Ability to:
Plan, lay out, assign, coordinate, direct and review work of subordinates; determine
the need for repairs involving a variety of building trades; use hand and power tools utilized
in a variety of building trades; schedule work of subordinates to complete projects on time;
inspect construction and maintenance projects for proper workman-ship and conformance
to plans and specifications; read and interpret plans, specifications and blueprints; estimate
costs and labor; material and equipment requirements; give and follow oral and written
instructions; maintain good working relationships with others.
This is the first specification for the class, BUILDING MAINTENANCE SUPERVISOR.

Minimum Qualification Specifications
for the Class:
BUILDING MAINTENANCE SUPERVISOR
FII-09, BU-02
Training and Experience:
A combination of education and experience substantially equivalent to graduation
from high school; and
• four (4) years of journey level work experience in the maintenance, repair, and/or
construction work in the upkeep of buildings, structures and/or facilities.
• two (2) years of supervisory work experience.
Qualifying Supervisory Work Experience:
Work experience which includes planning, directing, assigning and reviewing the work
of others; advising subordinates on difficult program areas; timing and scheduling
subordinate work; and training and developing new employees.
Substitutions Allowed:
The following may be substituted for education:
A. Four (4) years of full-time general work experience may be substituted for a high
school diploma.
B. Successful completion of semester credits leading towards a degree or diploma from
an accredited community college, college or university, trades school, etc., may be
substituted up to four (4) years of the education requirement (15 semester credits =
6 months).
C. An Associate’s, Bachelor’s, Master’s or PhD degree from an accredited community
college, college or university, trades school, etc., may be substituted for the
education requirement.
The following may be substituted for experience:
A. Successful completion of semester credits leading towards a degree or diploma in
construction management or a related field from an accredited community college,
trades school, may be substituted up to two (2) years of the specialized work
experience requirement (15 semester credits = 6 months).

B. An Associate’s degree in construction management or related field from an
accredited community college, business, or technical school, may be substituted for
two (2) years of the specialized work experience requirement.
C. A Bachelor’s degree in construction management or a related field from an
accredited college or university may be substituted for up four (4) years of the
specialized work experience requirement.
D. A Master’s or PhD degree in construction management or a related field from an
accredited college or university may be substituted for up to one (1) year of the
specialized work experience requirement.
If a degree is used to substitute for the education requirement, it may not be used
again towards the experience requirement. If work experience is used to substitute for
education, it may not be used again to meet the experience requirement. If the applicant
holds more than one degree, transcripts must be provided, and a thorough review will be
conducted by the Department of Human Resources staff in order for more than one degree
to be credited towards the minimum qualification requirements. Additional degrees can be
considered if obtained independently through mutually exclusive classes from another
degree being considered. Substitutions will be used to the advantage of the applicant.
Quality of Experience:
Possession of the required number of years of experience will not in itself be
accepted as proof of qualification for a position. The applicant's overall experience must
have been of such scope and level of responsibility as to conclusively demonstrate that they
have the ability to perform the duties of the position for which they are being considered.
License Requirement:
Possession of a valid motor vehicle operator’s license (Hawaii type 3 or equivalent)
and any other appropriate licenses or certificates as required of the position.
Selective Certification:
Specialized knowledge, skills and abilities may be required to perform the duties of
some positions. For such positions, Selective Certification Requirements may be
established, and certification may be restricted to eligibles who possess the pertinent
experience and/or training required to perform the duties of the position.
Agencies requesting Selective Certification must show the connection between the
kind of training and/or experience on which they wish to base selective certification and the
duties of the position to be filled.

Tests:
Applicants may be required to qualify on an appropriate examination.
Health and Physical Condition Requirements:
Persons seeking appointment to positions in this class must meet the health and
physical condition standards deemed necessary and proper to perform the essential
functions of the position with or without reasonable accommodations.
