Class Specifications for the Class:
WATER SERVICE SUPERVISOR I
FI-9, BU-02
Duties Summary:
Supervises, plans, and schedules the work of employees engaged in the installation,
maintenance, and repair of water mains, service lines, fire hydrants, and electric pumping
facilities; and performs other related duties as required.
Distinguishing Characteristics:
This class is distinguished by its responsibility to supervise and plan the work of
employees engaged in in the installation, maintenance, and repair of water mains, service
lines, fire hydrants, and electric pumping facilities.
Examples of Duties: (The following are examples of duties and are not necessarily
descriptive of any one position in this class. The omission of specific duties statements does
not preclude management from assigning such duties if such duties are a logical
assignment for the position).
• Plans, schedules, lays out, and assigns work to employees engaged in the
construction, maintenance, and repair of water service and mains, fire hydrants and
meters;
• Inspects the work in progress of contractors and employees and upon completion
sees that it conforms to specifications and standards;
• Supervises the repair of damaged or leaky lines and the relocation and installation of
fire hydrants and valves;
• Supervises the installing, adjusting, relocating, and removing of meters;
• Supervises the closing of main lines when breaks occur;
• Supervises the flushing and disinfecting of mains and reservoirs;
• Estimates costs of various projects; conducts fire hydrant flow tests;
• Supervises the repair and maintenance of water pumps and gravity water supply
systems;

• Makes rough sketches of the location of mains, service connections, hydrants,
meters, and similar installations for incorporation in final drawings;
• Keeps records, and prepares and submits reports;
• Estimates and requisitions materials, tools, and equipment for jobs;
• Conducts a training program;
• Encourages safety practices on the job and ensures safe working conditions;
• Attends and participates in staff meetings; and
• Performs other related duties as assigned.
Knowledge of:
Methods, materials, tools, equipment, and operating practices involved in the
installation, maintenance, and repair of water services and mains, fire hydrants, water
pumping facilities and water meters; the parts and functions of valves, regulators, fire
hydrants, water meters, water pumps and other fittings and appurtenances; the principles
and practices of supervision; safety principles and practices; water service pipefitting; water
chlorination; methods of repairing and maintaining gravity supply systems and electric pump
supply systems.
Ability to:
Plan and lay out work for subordinates engaged in the installation, maintenance and
repair of water mains and services, fire hydrants, pumping facilities and water meters; read
plans and specifications; make rough sketches of installation and repairs for incorporation
in final drawings; estimate the need for materials, tools and equipment; make cost
estimates; write reports; keep records, conduct a training program; maintain effective public
relations; give and follow oral and written testimony.
This is a retitling and amendment to the specification for the class WATER SERVICE
SUPERVISOR I, which was approved as WATER SERVICE FOREMAN on October 3, 1963,
retitled to WATER SERVICE SUPERVISOR II on July 5, 1974, amended on October 27, 2009,
January 5, 2010, and on June 16, 2022, and is to be substituted for that specification.

Minimum Qualification Specifications
for the Class:
WATER SERVICE SUPERVISOR I
FI-9, BU-02
Training and Experience:
A combination of education and experience substantially equivalent to graduation
from high school, and
• two (2) years as an apprentice or helper under a journey level pipefitter or plumber;
and
• two (2) years of work experience as a journey level pipefitter; and
• one (1) year of supervisory experience.
Qualifying Supervisory Work Experience:
Work experience which includes planning, directing, assigning, and reviewing the
work of others; advising subordinates on difficult program areas; timing and scheduling
subordinate work; and training and developing new employees.
Substitutions Allowed:
The following may be substituted for education:
A. Four (4) years of full-time general work experience may be substituted for a high
school diploma.
B. Successful completion of semester credits leading towards a degree or diploma from
an accredited community college, college or university, trades school, etc., may be
substituted up to four (4) years of the education requirement (15 semester credits =
6 months).
C. An Associate’s, Bachelor’s, Master’s or PhD degree from an accredited community
college, college or university, trades school, etc., may be substituted for the
education requirement.
The following may be substituted for experience:
A. Successful completion of semester credits leading towards a degree or diploma in
plumbing, pipefitting or a related field from an accredited community college, trades
school, may be substituted up to two (2) years as an apprentice or helper under a
journey level pipefitter or plumber (15 semester credits = 6 months).

B. An Associate’s degree in plumbing, pipefitting or related field from an accredited
community college, business, or technical school, may be substituted for two (2)
years as an apprentice or helper under a journey level pipefitter or plumber.
C. Possession of a valid State of Hawaii journey worker plumber’s license may be
substituted for one (1) year as an apprentice or helper under a journey level pipefitter
or plumber.
If a degree is used to substitute for the education requirement, it may not be used
again towards the experience requirement. If work experience is used to substitute for
education, it may not be used again to meet the experience requirement. If the applicant
holds more than one degree, transcripts must be provided, and a thorough review will be
conducted by the Department of Human Resources staff in order for more than one degree
to be credited towards the minimum qualification requirements. Additional degrees can be
considered if obtained independently through mutually exclusive classes from another
degree being considered. Substitutions will be used to the advantage of the applicant.
Quality of Experience:
Possession of the required number of years of experience will not in itself be
accepted as proof of qualification for a position. The applicant's overall experience must
have been of such scope and level of responsibility as to conclusively demonstrate that they
have the ability to perform the duties of the position for which they are being considered.
License Requirement:
Possession of the appropriate licenses or certificates as required of the position.
Selective Certification:
Specialized knowledge, skills and abilities may be required to perform the duties of
some positions. For such positions, Selective Certification Requirements may be
established, and certification may be restricted to eligibles who possess the pertinent
experience and/or training required to perform the duties of the position.
Agencies requesting Selective Certification must show the connection between the
kind of training and/or experience on which they wish to base selective certification and the
duties of the position to be filled.
Tests:
Applicants may be required to qualify on an appropriate examination.

Health and Physical Condition Requirements:
Persons seeking appointment to positions in this class must meet the health and
physical condition standards deemed necessary and proper to perform the essential
functions of the position with or without reasonable accommodations.
Physical Effort Grouping: Light
This is a retitling and amendment to the specification for the class WATER SERVICE
SUPERVISOR I, which was approved as WATER SERVICE FOREMAN on October 3, 1963,
retitled to WATER SERVICE SUPERVISOR II on July 5, 1974, amended on October 27, 2009,
January 5, 2010, and on June 16, 2022, and is to be substituted for that specification.
