Class Specifications for the Class:
WATER SERVICE SUPERVISOR II
FII-9, BU-02
Duties Summary:
Plans and supervises the work of two or more crews engaged in the installation,
maintenance, and repair of water mains, service lines, electric pumping facilities, fire
hydrants and water meters, and other water service appurtenances; and performs other
related duties as required.
Distinguishing Characteristics:
This class is distinguished by its responsibility to supervise and plan the work of two
(2) or more crews or a reinforced crew in the installation, maintenance, and/or repair of
water distribution lines and appurtenances.
Examples of Duties: (The following are examples of duties and are not necessarily
descriptive of any one position in this class. The omission of specific duties statements does
not preclude management from assigning such duties if such duties are a logical
assignment for the position).
• Plans and lays out work assignments for subordinate supervisors and equipment
operators, supervises the inspection and review of work in progress of contractors
and work crews and upon completion to ensure compliance with established
standards and practices;
• Directs and coordinates the installation, maintenance, and repair of water mains, fire
hydrants, water meters and pumps;
• Reviews approved plans and specifications for connections to existing mains;
• Directs flushing and disinfecting of water mains and reservoirs;
• Sets up and keeps up-to-date maps of water main systems;
• Reviews and recommends for approval cost charges of work orders on new
connections, disinfection, repair, and contract work;
• Plans, recommends, and directs the preparation of cost estimates for additional gate
valves, fire hydrants and water main installation and relocations, and disinfection of
newly installed pipes;

• Supervises the inspection and repair of reservoir automatic devices;
• Records pressure gauges, water level recorders and chlorinators;
• Inventories materials used in subdivision mains and laterals;
• Investigates and reports on complaints of damages to consumer's property caused
by work crews;
• Has responsibility for the maintenance of records and statistics, including official
records of service connections and locations of meters, hydrants, or other
installations;
• Prepares, reviews, and submits reports;
• Instructs and follows up on safety practices to ensure compliance with safety
standards;
• Conducts appropriate training; attends and participates in staff meetings;
• Requisitions and has responsibility for the care of tools and equipment; and
• Performs other related duties as assigned.
Knowledge of:
Construction methods and equipment practices, tools, materials, and equipment
used in the installation, maintenance and repair of water distribution lines and
appurtenances; the parts and functions of valves, regulators, fire hydrants, water meters
and other appurtenances; principles and practices of safety; the principles and practices of
supervision.
Ability to:
Plan and lay out work assignment for crews engaged in the installation, maintenance
and repair of water distribution lines and appurtenances; read and understand plans and
specifications; coordinate and inspect the work of pipefitting crews; estimate time, labor,
material, and equipment required for a given project; investigate complaints and deal
effectively with others; prepare reports; give and follow oral and written instructions.

This is a retitling and amendment to the specification for the class WATER SERVICE
SUPERVISOR II, which was approved as WATER SERVICE SUPERVISOR on December 9,
1977, amended and retitled to WATER SERVICE SUPERVISOR III on December 22, 1999,
amended on October 27, 2009, January 5, 2010, and on June 20, 2022, and is to be
substituted for that specification.

Minimum Qualification Specifications
for the Class:
WATER SERVICE SUPERVISOR II
FII-9, BU-02
Training and Experience:
A combination of education and experience substantially equivalent to graduation
from high school, and
• two (2) years of work experience as an apprentice or helper under a journey level
pipefitter or plumber; and
• two (2) years of work experience as a journey level pipefitter; and
• two (2) years of supervisory experience.
Qualifying Supervisory Work Experience:
Work experience which includes planning, directing, assigning, and reviewing the
work of others; advising subordinates on difficult program areas; timing and scheduling
subordinate work; and training and developing new employees.
Substitutions Allowed:
The following may be substituted for education:
A. Four (4) years of full-time general work experience may be substituted for a high
school diploma.
B. Successful completion of semester credits leading towards a degree or diploma from
an accredited community college, college or university, trades school, etc., may be
substituted up to four (4) years of the education requirement (15 semester credits =
6 months).
C. An Associate’s, Bachelor’s, Master’s or PhD degree from an accredited community
college, college or university, trades school, etc., may be substituted for the
education requirement.
The following may be substituted for experience:
A. Successful completion of semester credits leading towards a degree or diploma in
plumbing, pipefitting or a related field from an accredited community college, trades
school, may be substituted up to two (2) years as an apprentice or helper under a
journey level pipefitter or plumber (15 semester credits = 6 months).

B. An Associate’s degree in plumbing, pipefitting or related field from an accredited
community college, business, or technical school, may be substituted for two (2)
years as an apprentice or helper under a journey level pipefitter or plumber.
C. Possession of a valid State of Hawaii journey worker plumber’s license may be
substituted for one (1) year as an apprentice or helper under a journey level pipefitter
or plumber.
If a degree is used to substitute for the education requirement, it may not be used
again towards the experience requirement. If work experience is used to substitute for
education, it may not be used again to meet the experience requirement. If the applicant
holds more than one degree, transcripts must be provided, and a thorough review will be
conducted by the Department of Human Resources staff in order for more than one degree
to be credited towards the minimum qualification requirements. Additional degrees can be
considered if obtained independently through mutually exclusive classes from another
degree being considered. Substitutions will be used to the advantage of the applicant.
Quality of Experience:
Possession of the required number of years of experience will not in itself be
accepted as proof of qualification for a position. The applicant’s overall experience must
have been of such scope and level of responsibility as to conclusively demonstrate that they
have the ability to perform the duties of the position for which they are being considered.
License Requirement:
Possession of the appropriate licenses or certificates as required of the position.
Selective Certification:
Specialized knowledge, skills and abilities may be required to perform the duties of
some positions. For such positions, Selective Certification Requirements may be
established, and certification may be restricted to eligibles who possess the pertinent
experience and/or training required to perform the duties of the position.
Agencies requesting Selective Certification must show the connection between the
kind of training and/or experience on which they wish to base selective certification and the
duties of the position to be filled.
Tests:
Applicants may be required to qualify on an appropriate examination.

Health and Physical Condition Requirements:
Persons seeking appointment to positions in this class must meet the health and
physical condition standards deemed necessary and proper to perform the essential
functions of the position with or without reasonable accommodations.

SUPERVISOR II, which was approved as WATER SERVICE SUPERVISOR on December 9,
1977, amended and retitled to WATER SERVICE SUPERVISOR III on December 22, 1999,

substituted for that specification.
