HomeMy WebLinkAbout8.370 WATER SERVICE SUPERVISOR III 20250617PART I DEPARTMENT OF HUMAN RESOURCES COUNTY OF KAUAI 8.370 Class Specifications for the Class: WATER SERVICE SUPERVISOR III FIII-09, BU-02 Duties Summary: Plans and supervises the work of the Field Section for the County of Kauai through subordinate supervisors, engaged in the installation, maintenance, and repair of water mains, service lines, electric pumping facilities, fire hydrants and water meters, and other water service appurtenances; and performs other related duties as required. Distinguishing Characteristics: This class is distinguished by its responsibility to supervise and plan the work of the Field Section for the County of Kauai, Department of Water operating island-wide in the installation, maintenance, and/or repair of water distribution lines and appurtenances. Examples of Duties: (The following are examples of duties and are not necessarily descriptive of any one position in this class. The omission of specific duties statements does not preclude management from assigning such duties if such duties are a logical assignment for the position). • Plans, directs, and oversees the daily operations of the Field Section through subordinate supervisors and field personnel; assigns personnel to complete tasks and ensures that completed tasks meet the established Department quality standards. • Provides leadership in the evaluation, training, and coordination of assigned staff; overall responsibility for field activities including the repair of leaking waterlines, installation of service laterals and new meters, replacement of defective meters, maintenance of fire hydrants, mainline valves, and air release valves. • Reviews, analyzes, formulates, and approves all personnel actions of the Section pertaining to policies, procedures, implementation of rules and regulations, and resolves personnel issues. • Responsible for the 24/7 operation of the Department’s water distribution system; oversees and directs emergency response efforts through subordinate supervisors and field crews, and ensures appropriate staffing and coordination during non- regular work hours. PART I WATER SERVICE SUPERVISOR III 2 8.370 • Develops proper procedures, annual budgets, methodologies, and technologies to successfully monitor, oversee, and report on activities of the Operations Field Section. • Formulates plans and technical specifications for a wide range of water distribution system repair and replacement projects, including pipelines, meters, fire hydrants, valves, and related infrastructure. • Responsible for the overall organization, security, and safety of jobsites island-wide in which the field crews are conducting repair, maintenance and installation works on the Department's water distribution system. • Develops, implements, and oversees section-wide licensing and training programs through subordinate supervisors to ensure compliance with emergency response, safety, traffic control, and State of Hawaii certification requirements for Distribution and Water Treatment Operators. • Manages, directs, and provides input to the Department's computer-based maintenance management program to ascertain the effectiveness of maintenance and ensure the maximum useful life of waterlines, meters, fire hydrants, valves, and other field assets. • Performs other related duties as required. Knowledge of: Construction methods and equipment practices, tools, materials, and equipment used in the installation, maintenance, and repair of water distribution lines and appurtenances; the parts and functions of valves, regulators, fire hydrants, water meters, and other appurtenances; principles and practices of safety; principles and practices of supervision; departmental policies, procedures, and applicable rules and regulations related to water system operations; methods for evaluating work progress, production, and efficiency through reports, inspections, and supervisory input. Ability to: Plan, direct, and lay out work assignments through subordinate supervisors of crews engaged in the installation, maintenance, and repair of water distribution lines and appurtenances; determine time requirements and sequence of operations in accordance with priorities, resource availability, and changing field conditions; read and interpret plans and specifications; coordinate, monitor, and inspect the work of multiple crews; estimate time, labor, materials, and equipment needed for projects; investigate complaints and resolve operational issues effectively; prepare and review operational and personnel reports; give and follow oral and written instructions; implement and enforce safety procedures and departmental standards; work harmoniously with others. ANDERSON Director of Human Resources PART II DEPARTMENT OF HUMAN RESOURCES COUNTY OF KAUAI 8.370 Minimum Qualification Specifications for the Class: WATER SERVICE SUPERVISOR III FIII-09, BU-02 Training and Experience: A combination of education and experience substantially equivalent to graduation from high school, and • two (2) years of work experience as an apprentice or helper under a journey level pipefitter or plumber; and • two (2) years of work experience as a journey level pipefitter; and • three (3) years of supervisory experience. Qualifying Supervisory Work Experience: Work experience which includes planning, directing, assigning, and reviewing the work of others; advising subordinates on difficult program areas; timing and scheduling subordinate work; and training and developing new employees. Substitutions Allowed: The following may be substituted for education: A. Four (4) years of full-time general work experience may be substituted for a high school diploma. B. Successful completion of semester credits leading towards a degree or diploma from an accredited community college, college or university, trades school, etc., may be substituted up to four (4) years of the education requirement (15 semester credits = 6 months). C. An Associate’s, Bachelor’s, Master’s or PhD degree from an accredited community college, college or university, trades school, etc., may be substituted for the education requirement. The following may be substituted for experience: A. Successful completion of semester credits leading towards a degree or diploma in plumbing, pipefitting or a related field from an accredited community college, trades school, may be substituted up to two (2) years as an apprentice or helper under a journey level pipefitter or plumber (15 semester credits = 6 months). PART II WATER SERVICE SUPERVISOR III 2 8.370 B. An Associate’s degree in plumbing, pipefitting or related field from an accredited community college, business, or technical school, may be substituted for two (2) years as an apprentice or helper under a journey level pipefitter or plumber. C. Possession of a valid State of Hawaii journey worker plumber’s license may be substituted for one (1) year as an apprentice or helper under a journey level pipefitter or plumber. If a degree is used to substitute for the education requirement, it may not be used again towards the experience requirement. If work experience is used to substitute for education, it may not be used again to meet the experience requirement. If the applicant holds more than one degree, transcripts must be provided, and a thorough review will be conducted by the Human Resources staff in order for more than one degree to be credited towards the minimum qualification requirements. Additional degrees can be considered if obtained independently through mutually exclusive classes from another degree being considered. Substitutions will be used to the advantage of the applicant. Quality of Experience: Possession of the required number of years of experience will not in itself be accepted as proof of qualification for a position. The applicant’s overall experience must have been of such scope and level of responsibility as to conclusively demonstrate that they have the ability to perform the duties of the position for which they are being considered. License Requirement: Possession of a valid motor vehicle operator’s license (Hawaii type 3 or equivalent) and any other appropriate licenses or certificates as required of the position. Selective Certification: Specialized knowledge, skills and abilities may be required to perform the duties of some positions. For such positions, Selective Certification Requirements may be established, and certification may be restricted to eligibles who possess the pertinent experience and/or training required to perform the duties of the position. Agencies requesting Selective Certification must show the connection between the kind of training and/or experience on which they wish to base selective certification and the duties of the position to be filled. Tests: Applicants may be required to qualify on an appropriate examination. PART II WATER SERVICE SUPERVISOR III 3 8.370 Health and Physical Condition Requirements: Persons seeking appointment to positions in this class must meet the health and physical condition standards deemed necessary and proper to perform the essential functions of the position with or without reasonable accommodations.
