HomeMy WebLinkAbout8.552 WATER METER REPAIR SUPERVISOR 20250617PART I DEPARTMENT OF HUMAN RESOURCES COUNTY OF KAUAI 8.552 Class Specifications for the Class: WATER METER REPAIR SUPERVISOR FII-09, BU-02 Duties Summary: Plans, assigns, and supervises a group of meter mechanics engaged in the overall field and shop activities related to the Department’s water meter maintenance program and performs other related duties as required. Distinguishing Characteristics: This class is distinguished by its responsibility to supervise, plan and coordinate the work of a group of meter mechanics in the overall water meter maintenance program through subordinate supervisors. Manage staffing and scheduling and ensuring compliance with departmental standards and safety procedures. Examples of Duties: (The following are examples of duties and are not necessarily descriptive of any one position in this class. The omission of specific duties statements does not preclude management from assigning such duties if such duties are a logical assignment for the position). • Plans, assigns, and supervises the work of subordinates engaged in water meter inspection, maintenance, repair, testing, calibration, installation, or removal through subordinate supervisors. • Reviews work for quality and compliance with Department standards and operational requirements. • Supervises field and shop operations, ensuring efficient scheduling, use of resources, and adherence to safety procedures. • Reviews work requirements and evaluates output and production records. • Estimates time, labor, materials, and equipment needed for projects. • Supervises the care, maintenance, and inventory of tools, materials, and equipment. • Maintains history of records on individual meters. • Supervises and conducts performance tests on meters and documents results. PART I Water Meter Repair Supervisor 2 8.552 • Reviews operational data to assess meter performance and determine maintenance or replacement. • Supervises parts storage and computerized inventory system. • Prepares cost estimates and coordinates the purchase of tools, equipment, and materials. • Assists in budget preparation by gathering cost data and providing input on operational needs. • Performs evaluations of subordinate personnel. • Performs other related duties as required. Knowledge of: Principles and practices of supervision; methods, tools, equipment, parts and materials used in testing and repairing water meters; principles underlying the operation and construction of water meters; hydraulics, as it relates to flow rate and water pressure; recordkeeping and report writing procedures; corrosive properties of metals; safety practices applicable to the trade. Ability to: Plan, supervise and coordinate the work of subordinates; set up and maintain operational schedules; make estimates of time, materials and labor needed; direct tests on corrosive nature and efficiency of meters and parts and prepare analytical reports; maintain records and present statistical data; give and follow oral and written instructions; work harmoniously with others. ANDERSON Director of Human Resources PART II DEPARTMENT OF HUMAN RESOURCES COUNTY OF KAUAI 8.552 Minimum Qualification Specifications for the Class: WATER METER REPAIR SUPERVISOR FII-09, BU-02 Training and Experience: A combination of education and experience substantially equivalent to graduation from high school; and • one (1) year of work experience in the repair, maintenance or installation of mechanical instruments or equipment, and • two (2) years of work experience in the maintenance, repair, or installation of water distribution facilities which include water meters, mechanical and precision instruments, or new technologies involving computer programs and software; and • two (2) years of supervisory work experience. Examples of “new technologies” may include: Cellular metering technology, computerized maintenance technology, smart grid technology, etc. Qualifying Supervisory Work Experience: Work experience which includes planning, directing, assigning, and reviewing the work of others; advising subordinates on difficult program areas; timing and scheduling subordinate work; and training and developing new employees. Substitutions Allowed: The following may be substituted for education: A. Four (4) years of full-time general work experience may be substituted for a high school diploma. B. Successful completion of semester credits leading towards a degree or diploma from an accredited community college, college or university, trades school, etc., may be substituted up to four (4) years of the education requirement (15 semester credits = 6 months). C. An Associate’s, Bachelor’s, Master’s or PhD degree from an accredited community college, college or university, trades school, etc., may be substituted for the education requirement. PART II Water Meter Repair Mechanic 4 8.552 The following may be substituted for experience: A. Successful completion of semester credits leading towards a degree or diploma in machining technology or a related field from an accredited community college, trades school, may be substituted up to two (2) years of work experience in the repair, maintenance or installation of mechanical instruments or equipment (15 semester credits = 6 months). B. An Associate’s degree in machining technology or related field from an accredited community college, business, or technical school, may be substituted for two (2) years of work experience in the repair, maintenance or installation of mechanical instruments or equipment. C. Successful completion of semester credits leading towards a degree or diploma in electrical installation and maintenance technology or a related field from an accredited community college, trades school, may be substituted up to two (2) years of work experience in the maintenance, repair, or installation of water distribution facilities which include water meters, mechanical and precision instruments, or new technologies involving computer programs and software (15 semester credits = 6 months). D. An Associate’s degree in electrical installation and maintenance technology or related field from an accredited community college, business, or technical school, may be substituted for two (2) years of work experience in the maintenance, repair, or installation of water distribution facilities which include water meters, mechanical and precision instruments, or new technologies involving computer programs and software. If a degree is used to substitute for the education requirement, it may not be used again towards the experience requirement. If work experience is used to substitute for education, it may not be used again to meet the experience requirement. If the applicant holds more than one degree, transcripts must be provided, and a thorough review will be conducted by Department of Human Resources staff in order for more than one degree to be credited towards the minimum qualification requirements. Additional degrees can be considered if obtained independently through mutually exclusive classes from another degree being considered. Substitutions will be used to the advantage of the applicant. Quality of Experience: Possession of the required number of years of experience will not in itself be accepted as proof of qualification for a position. The applicant's overall experience must have been of such scope and level of responsibility as to conclusively demonstrate that they have the ability to perform the duties of the position for which they are being considered. PART II Water Meter Repair Mechanic 5 8.552 License Requirement: Possession of a valid motor vehicle operator’s license (Hawaii type 3 or equivalent) and any other appropriate licenses or certificates as required of the position. Selective Certification: Specialized knowledge, skills and abilities may be required to perform the duties of some positions. For such positions, Selective Certification Requirements may be established, and certification may be restricted to eligibles who possess the pertinent experience and/or training required to perform the duties of the position. Departments/Agencies requesting Selective Certification must show the connection between the kind of training and/or experience on which they wish to base selective certification and the duties of the position to be filled. Tests: Applicants may be required to qualify on an appropriate examination. Health and Physical Condition Requirements: Persons seeking appointment to positions in this class must meet the health and physical condition standards deemed necessary and proper to perform the essential functions of the position with or without reasonable accommodations.
