RESOLUTION ESTABLISHING TRAFFIC LANE MODIFICATIONS, STOP
SIGNS, SPEED LIMITS, AND BICYCLE LANES ON KANEKA STREET;
ESTABLISHING CROSSWALKS ON KANEKA STREET, NUHOU STREET,
ONO STREET, AND MANO STREET; ESTABLISHING A ROUNDABOUT AT
THE INTERSECTION OF NUHOU STREET AND KANEKA STREET; AND
ESTABLISHING STOP SIGNS ON ONO STREET AND MANO STREET,
COUNTY OF KAUA'I
WHEREAS, Chapter 16, Article 2, Kaua'i County Code 1987, as amended,
authorizes the County Council to create, define, re-define, eliminate or change all
traffic lanes, crosswalks, stop intersections, and roundabouts; and to determine and
designate bicycle lanes and bicycle paths upon which the operation of mopeds are
prohibited; and
WHEREAS, Section 16-5. l(c), Kaua'i County Code 1987, as amended,
authorizes the County Council to set maximum speed limits; and
WHEREAS, Kaneka Street, Nuhou Street, Ono Street, and Mano Street are
located in the Lihu'e District, County of Kaua'i, State of Hawai'i;
WHEREAS, the County Engineer, based on an engmeermg and traffic
investigation, has recommended the following:
(a) Establishment of new marked crosswalks across and along Kaneka Street.
(b) Restriping of Kaneka Street to remove through travel lanes and
establishment of dedicated left turn lanes and right turn lanes.
(c) Establishment of a roundabout with crosswalks at the intersection of
Kaneka Street and N uhou Street.
(d) Establishment of stop signs on Kaneka Steet, Ono Street, and Mano Street.
(e) Establishment of a twenty-five (25) miles per hour (MPH) speed limit and
a school zone on Kaneka Street.
(f) Establishment of bicycle lanes on Kaneka Street.
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF KAUA 'I, STATE OF
HA WAI'I THAT:
SECTION 1. One of the existing through travel lanes is to be removed
from Kaneka Street in each direction for its entire length from Puhi Road to Nuhou
Street.
SECTION 2. Right turn only lanes are hereby established as shown on
Exhibit "A", attached hereto and incorporated herein by reference, at the following
locations:
(a) On Kaneka Street in the westbound direction from a point approximately
two-hundred fifty (250) feet east of its centerline intersection with Puhi
Road to Puhi Road.
(b) On Kaneka Street in the westbound direction from a point approximately
two-hundred thirty (230) feet west of the center of the roundabout at Nuhou
Street to a point approximately four-hundred sixty (460) feet west of the
center of the roundabout, for traffic turning right from Kaneka Street to
Chiefess Kamakahelei Middle School.
SECTION 3. Left turn only lanes are hereby established as shown on
Exhibit "A", attached hereto and incorporated herein by reference, at the following
locations:
(a) On Kaneka Street in the westbound direction from a point approximately
two-hundred fifty (250) feet east of its centerline intersection with Puhi
Road to Puhi Road.
(b) On Kaneka Street in the eastbound direction from a point approximately
one-hundred thirty (130) feet west of its centerline intersection with Ono
Street to Ono Street.
(c) On Kaneka Street in the westbound direction from a point approximately
two-hundred twenty (220) feet east of its centerline intersection with Ono
Street to Ono Street.
(d) On Kaneka Street in the westbound direction from a point approximately
one-hundred fifty (150) feet east of its centerline intersection with Mano
Street to Mano Street.
(e) On Kaneka Street in the eastbound direction from a point approximately
two-hundred thirty (230) feet east of its centerline intersection with Mano
Street to a point approximately two-hundred ninety (290) feet east of its
centerline intersection with Mano Street, for traffic turning left from
Kaneka Street to Puhi Park.
(f) On Kaneka Street in the eastbound direction from a point approximately
six-hundred thirty (630) feet east of its centerline intersection with Mano
Street to a point approximately 1,000 feet east of its centerline intersection
with Mano Street, for traffic turning left from Kaneka Street to Chiefess
Kamakahelei Middle School.
(g) On Kaneka Street in the eastbound direction from a point approximately
two-hundred sixty (260) feet west of the center of the roundabout at Nuhou
Street to a point approximately two-hundred twenty (220) feet west of the
center of the roundabout, for traffic turning left from Kaneka Street to
Chiefess Kamakahelei Middle School.
(h) On Kaneka Street in the westbound direction from a point approximately
one-hundred seventy (170) feet west of the center of the roundabout at
Nuhou Street to a point approximately two-hundred (200) feet west of the
center of the roundabout, for traffic turning left from Kaneka Street to the
property currently occupied by Regency at Puakea.
SECTION 4. Left turn merge lanes are hereby established at the
following locations as shown on Exhibit "A", attached hereto and incorporated herein
by reference:
(a) On Kaneka Street in the westbound direction for traffic turning left from
Mano Street to Kaneka Street, from Mano Street to a point approximately
one-hundred forty (140) feet west of its centerline intersection with Mano
Street.
(b) On Kaneka Street in the eastbound direction for traffic turning left from
Puhi Park to Kaneka Street, from a point approximately three-hundred
forty (340) feet east of its centerline intersection with l\1an6 Street to a point
approximately four-hundred forty (440) feet east of its centerline
intersection with Mano Street.
(c) On Kaneka Street in the eastbound direction for traffic turning left out of
Chiefess Kamakahelei Middle School to Kaneka Street, from a point
approximately four-hundred sixty (460) feet west of the center of the
roundabout at Nuhou Street to a point approximately three-hundred
eighty (380) feet west of the center of the roundabout.
SECTION 5. A roundabout with yield control on all entries and where
traffic is required to circulate counterclockwise around a central island is hereby
established at the intersection of Nuhou Street and Kaneka Street, as shown on
Exhibit "A", attached hereto and incorporated herein by reference.
SECTION 6. Marked pedestrian crosswalks are hereby established as
shown on Exhibit "A", attached hereto and incorporated herein by reference, at the
following locations:
(a) Across Kaneka Street at the east side of its intersection with Puhi Road.
(b) Across Kaneka Street at the west side of its intersection with Ono Street.
(c) Across Ono Street at the north side of its intersection with Kaneka Street.
(d) Across Ono Street at the south side of its intersection with Kaneka Street.
(e) Across Kaneka Street at the west side of its intersection with Mano Street.
(f) Across Mano Street at the south side of its intersection with Kaneka Street.
(g) Across Kaneka Street at the east leg of the roundabout at Nuhou Street.
(h) Across Nuhou Street at the north leg of the roundabout at Kaneka Street.
(i) Across Nuhou Street at the south leg of the roundabout at Kaneka Street.
(j) Across the private driveway at the west leg of the roundabout at Nuhou
Street and Kaneka Street.
SECTION 7. Stop signs are hereby established as shown on Exhibit "A",
attached hereto and incorporated herein by reference, at the following locations:
(a) On Kaneka Street at Puhi Road.
(b) On the northbound approach of Ono Street at Kaneka Street.
(c) On Mano Street at Kaneka Street.
SECTION 8. Maximum speed limits are hereby established at the
following locations as shown on Exhibit "A", attached hereto and incorporated herein
by reference:
(a) Kaneka Street for its entire length: twenty-five (25) miles per horn·.
(b) Kaneka Street from a point approximately three-hundred twenty (320) feet
east of its centerline intersection with Mano Street to Nuhou Street: school
zone (fifteen (15) miles per hour).
SECTION 9. Bicycle lanes are hereby established as shown on the map
designated as Exhibit "A", attached hereto and incorporated herein by reference, at
the following locations:
(a) On the south side of Kaneka Street in the eastbound direction from Puhi
Road to a point approximately five-hundred twenty (520) feet west of the
center of the roundabout at Nuhou Street.
(b) On the north side of Kaneka Street in the westbound direction from a point
approximately five-hundred twenty (520) feet west of the center of the
roundabout at Nuhou Street to Puhi Road.
SECTION 10. The Department of Public ·works shall mark and post
appropriate pavement markings and signs for the redefined traffic lanes, crosswalks,
stop intersections, roundabout, speed limits, and bicycle lanes that are established
herein in accordance with the provisions provided by law.
SECTION 11. Any person convicted of violating any provisions of the
Traffic Code of the County of Kaua'i, Chapter 16, Kaua'i County Code 1987, as
amended, shall be subject to the penalties prescribed in Section 16-21.6 , Chapter 16,
Kaua'i County Code 1987, as amended.
SECTION 12. This Resolution shall take effect upon its approval and the
posting or marking of appropriate signs and markings.
