HomeMy WebLinkAbout8.012 CONSTRUCTION AND MAINTENANCE WORKER II 20250711PART I DEPARTMENT OF HUMAN RESOURCES COUNTY OF KAUAI 8.012 Class Specifications for the Class: CONSTRUCTION AND MAINTENANCE WORKER II WS-10, BU-01 Duties Summary: Plans, supervises and participates in skilled tasks in several trades in heavy construction, and in the maintenance and repair of buildings and/or other indoor and outdoor structures; and performs other related duties as assigned. Distinguishing Characteristics: This class is distinguished in its ability to supervise and perform skilled tasks in several building trades such as masonry, welding, carpentry and plumbing pertinent to heavy construction, and the maintenance and repair of buildings and other structures and may occasionally lead the work of other skilled workers, but mainly confines supervision to unskilled and semi-skilled helpers in assisting the work. Examples of Duties: (The following are examples of duties and are not necessarily descriptive of any one position in this class. The omission of specific duties statements does not preclude management from assigning such duties if such duties are a logical assignment for the position.) • Plans, lays out, assigns and participates in a variety of construction, repair and maintenance activities of buildings and grounds; • Inspects work before starting to determine scope and complexity; • Inspects carpentry and other work in progress and upon completion for conformance to work orders and established standards; • Supervises or inspects paving, patching or resurfacing of driveways, roads, sidewalks, parking areas, etc.; • Supervises and participates in the pouring of concrete slabs; • Supervises and participates in the construction, repair, installation and/or maintenance of storm drains, fences, tool sheds or other structures; • Supervises and participates in welding and other metal repair work; PART I CONSTRUCTION AND MAINTENANCE WORKER II 2 8.012 • Supervises or inspects the trimming of trees; instructs equipment operators to do job as specified in the work order; • Reads and interprets plans and sketches and working drawings as required; • Recommends changes in plans to meet field conditions; • Estimates and requisitions materials, tools, equipment, personnel and contractual services when required; • Maintains safety standards; • Maintains records and submits work reports; • Investigates complaints and recommends action if necessary; • Operates and services a variety of hand tools and power equipment and operates a vehicle to transport crew, equipment supplies to work sites. Knowledge of: Practices and methods used in the several building trades including safety procedures; the tools, equipment and materials used in the several building trades. Ability to: Plan, lay out, assign and review the work of subordinates; determine need for repairs in several building trades such as masonry, welding, carpentry and plumbing pertinent to heavy construction, and for the maintenance and repair of buildings and other structures; use of hand and power tools common to several building trades; read and interpret plans and specifications for construction work; determine personnel, materials and equipment required for various construction and maintenance work; keep records and prepare reports; give and receive oral and written instructions; perform heavy lifting, moving and other manual work typical of the class; maintain good working relationships with others. This is an amendment to the specification for the class, CONSTRUCTION AND MAINTENANCE WORKER II, which was approved as on March 16, 2016, effective on March 1, 2015, and amended on February 22, 2019, and this is to be substituted for that specification. ANDERSON Director of Human Resources Jill Niitani (Jul 11, 2025 13:56 HST) PART II DEPARTMENT OF HUMAN RESOURCES COUNTY OF KAUAI 8.012 Minimum Qualification Specifications for the Class: CONSTRUCTION AND MAINTENANCE WORKER II WS-10, BU-01 Training and Experience: A combination of education and experience substantially equivalent to graduation from high school; and • four (4) years of experience in the construction, maintenance and/or repair of buildings, structures and equipment. Substitutions Allowed: The following may be substituted for education: A. Four (4) years of full-time general work experience may be substituted for a high school diploma. B. Successful completion of semester credits leading towards a degree or diploma from an accredited community college, college or university, trades school, etc., may be substituted for up to four (4) years of the education requirement (15 semester credits = 6 months). C. An Associate’s, Bachelor’s, Master’s, or PhD degree from an accredited community college, college or university, trades school, etc., may be substituted for the education requirement. The following may be substituted for experience: A. Successful completion of semester credits leading towards a degree or diploma in carpentry, painting, electrical, plumbing or a related field from an accredited community college, trades school, may be substituted for up to four (4) years of the specialized work experience requirement (15 semester credits = 6 months). B. An Associate’s degree in carpentry, painting, electrical, plumbing or related field from an accredited community college, business, or technical school, may be substituted for two (2) years of the specialized work experience requirement. If a degree is used to substitute for the education requirement, it may not be used again towards the experience requirement. If work experience is used to substitute for education, it may not be used again to meet the experience requirement. If the applicant holds more than one degree, transcripts must be provided, and a thorough review will be conducted by the human resources staff in order for more than one degree to be credited PART II CONSTRUCTION AND MAINTENANCE WORKER II 4 8.012 towards the minimum qualification requirements. Additional degrees can be considered if obtained independently through mutually exclusive classes from another degree being considered. Substitutions will be used to the advantage of the applicant. Quality of Experience: Possession of the required number of years of experience will not in itself be accepted as proof of qualification for a position. The applicant's overall experience must have been of such scope and level of responsibility as to conclusively demonstrate that they have the ability to perform the duties of the position for which they are being considered. License Requirement: Possession of the appropriate licenses or certificates as required of the position. Selective Certification: Specialized knowledge, skills and abilities may be required to perform the duties of some positions. For such positions, Selective Certification Requirements may be established, and certification may be restricted to eligibles who possess the pertinent experience and/or training required to perform the duties of the position. Departments/Agencies requesting Selective Certification must show the connection between the kind of training and/or experience on which they wish to base selective certification and the duties of the position to be filled. Tests: Applicants may be required to qualify on an appropriate examination. Health and Physical Condition Requirements: Persons seeking appointment to positions in this class must meet the health and physical condition standards deemed necessary and proper to perform the essential functions of the position with or without reasonable accommodations.
