HomeMy WebLinkAbout2.020 HUMAN RESOURCES SPECIALIST IV 20250729PART I DEPARTMENT OF HUMAN RESOURCES COUNTY OF KAUAI 2.020 Class Specifications for the Class: HUMAN RESOURCES SPECIALIST IV SR-26, BU-13X Duties Summary: Performs as a lead-level position responsible for planning, assigning, supervising and coordinating the work of specialists and support staff within one or more core HR functional areas providing guidance and technical expertise to staff, ensuring compliance with applicable policies and regulations, serving as the liaison to the HR Manager; and performs other related duties as required. Distinguishing Characteristics: This class is distinguished by its responsibility to function in a regularly assigned supervisory capacity performing as a lead specialist providing advanced level support and supervision offering guidance, training and oversight to subordinate professional and other support staff in the central human resources department. Examples of Duties: (The following are examples of duties and are not necessarily descriptive of any one position in this class. The omission of specific duties statements does not preclude management from assigning such duties if such duties are a logical assignment for the position). • Oversees, coordinates, assigns, directs, reviews and approves the work of subordinate professional and other support staff in one or more functional area(s) of human resources management, checking for accuracy, compliance and consistency; • Mentors, trains and guides subordinate professionals and other support staff in one or more functional area(s) of human resources; • Develops, reviews, recommends, and implements new or revised policies and procedures for the functional area(s) assigned including new or experimental approaches for standards, guides and practices or solutions, conferring with counterparts in other jurisdictions as needed; • Interprets, explains, and provides advice on laws, policies, practices, contract provisions, and procedures to subordinate professionals and other support staff; • Leads and coordinates major HR initiatives or audits by providing guidance to other Specialists or completing in-depth research, analysis and evaluation of human resources programs; PART I HUMAN RESOURCES SPECIALIST IV 2 2.020 • Provides technical guidance and advises County departments and others in matters related to assigned functional area(s); • Analyzes, interprets and presents information and materials related to functional area; • Develops training materials and presentations and conducts training on regulations, policies and procedures in specific functional area(s) to County departments; • Develops directives concerning various aspects of human resources policies and provides administrative interpretations; • Independently conducts research, data analysis, reporting, and policy review in assigned functional area(s) by evaluating existing practices, compiling information, developing meaningful statistics, and preparing comprehensive reports with sound recommendations to support decision-making by the HR Manager; • Consults with Office of the County Attorney on problems to ensure adherence to laws, rules, regulations, and contracts; • Testifies at commission meetings, hearings, and other public meetings on matters related to the County's human resources management program; and • Performs other related duties as assigned. Knowledge of: Principles and practices of supervision; government organization and functions; merit system philosophy; laws, regulations, and collective bargaining agreements governing public employment; public human resources administration principles and practices; general principles, concepts and processes applicable to the human resources specialty area assigned; methods and techniques for researching, evaluating and analyzing facts and information to make sound recommendations and resolve problems; report and letter writing; current practices and trends and developments in public human resource management programs. Ability to: Plan, assign, direct, and review the work of others; apply the principles, methods, and techniques of human resources management applicable to the functional area(s) assigned; interpret and apply pertinent laws, rules, regulations, and contractual provisions; conduct comprehensive research studies; analyze data and make sound recommendations; express ideas logically, both orally and in writing; analyze, evaluate and make sound decisions and/or recommendations on complex problems; recommend operational improvements; develop training materials and presentations; give and follow oral and written instructions; PART I HUMAN RESOURCES SPECIALIST IV 3 2.020 establish and maintain effective working relationships with other employees, public officials and the general public. ANDERSON Director of Human Resources PART II DEPARTMENT OF HUMAN RESOURCES COUNTY OF KAUAI 2.020 Minimum Qualification Specifications for the Class: HUMAN RESOURCES SPECIALIST IV SR-26, BU-13X Training & Experience: A combination of education and experience substantially equivalent to graduation from an accredited college or university with a baccalaureate degree in public administration, business administration, political science, psychology, human resources, or a related field; and • Four (4) years of specialized work experience; and • One (1) year of supervisory experience. Qualifying Specialized Work Experience: Professional work experience in human resources management work that included the analysis of facts and data to resolve problems and recommend appropriate courses of action in area(s) of a human resources program assigned. Qualifying Supervisory Experience: Work experience which includes planning, directing, assigning, and reviewing the work of others; advising subordinates on difficult program areas; timing and scheduling subordinate work; and training and developing new employees. Substitutions Allowed: The following may be substituted for education: General professional work experience or education credits can be substituted for up to two (2) years of the Bachelor’s degree such as: A. Full-time progressively responsible professional, technical, or substantive work experience demonstrating the scope, level, and quality of work comparable to a curriculum leading to an Associate’s, Bachelor’s, or Master’s degree. B. Successful completion of semester credits in a curriculum leading to a degree or diploma at an accredited community college, trades school, college, or university (15 semester credits = 6 months). Specialized professional work experience in public administration, business administration, political science, psychology, human resources, or a related field or education credits in PART II HUMAN RESOURCES SPECIALIST IV 2 2.020 public administration, business administration, political science, psychology, human resources, or a related field can be substituted for up to four (4) years of the bachelor’s degree such as: A. Full-time progressively responsible professional, technical, or substantive work experience demonstrating the scope, level, and quality of work comparable to a curriculum leading to an Associate’s, Bachelor’s, or Master’s degree. B. Successful completion of semester credits specific to public administration, business administration, political science, psychology, human resources, or a related field leading to a degree or diploma from an accredited community college, trades school, college, or university (15 semester credits = 6 months). A Master’s or PhD degree in public administration, business administration, political science, psychology, human resources, or a related field may be substituted for the education requirement. The following may be substituted for experience: A. Successful completion of semester credits specific in public administration, business administration, political science, psychology, human resources, or a related field leading towards a Bachelor’s degree from an accredited college or university, may be substituted for up to two (2) years of the specialized work experience requirement (15 semester credits = 6 months). B. Successful completion of semester credits specific in public administration, business administration, political science, psychology, human resources, or a related field leading towards a Master’s or PhD degree from an accredited college or university, may be substituted for up to one (1) year of the specialized work experience requirement (15 semester credits = 6 months). C. A Master’s degree in public administration, business administration, political science, psychology, human resources, or a related field from an accredited college or university may be substituted for one (1) year of the specialized work experience requirement. D. A Doctorate’s degree in public administration, business administration, political science, psychology, human resources, or a related field from an accredited college or university may be substituted for one (1) year of the specialized work experience requirement. If a degree is used to substitute for the education requirement, it may not be used again towards the experience requirement. If work experience is used to substitute for education, it may not be used again to meet the experience requirement. If the applicant holds more than one degree, transcripts must be provided, and a thorough review will be conducted by the human resources staff in order for more than one degree to be credited towards the minimum qualification requirements. Additional degrees can be considered if PART II HUMAN RESOURCES SPECIALIST IV 3 2.020 obtained independently through mutually exclusive classes from another degree being considered. Substitutions will be used to the advantage of the applicant. Quality of Experience: Possession of the required number of years of experience will not in itself be accepted as proof of qualification for a position. The applicant's overall experience must have been of such scope and level of responsibility as to conclusively demonstrate that they have the ability to perform the duties of the position for which they are being considered. License Requirement: Possession of the appropriate licenses or certificates as required of the position. Selective Certification: Specialized knowledge, skills and abilities may be required to perform the duties of some positions. For such positions, Selective Certification Requirements may be established, and certification may be restricted to eligibles who possess the pertinent experience and/or training required to perform the duties of the position. Departments/Agencies requesting Selective Certification must show the connection between the kind of training and/or experience on which they wish to base selective certification and the duties of the position to be filled. Tests: Applicants may be required to qualify on an appropriate examination. Health and Physical Condition Requirements: Persons seeking appointment to positions in this class must meet the health and physical condition standards deemed necessary and proper to perform the essential functions of the position with or without reasonable accommodations.
