Class Specifications for the Class:
DETECTIVE
PO-11, BU-12
Duties Summary:
Under general supervision, performs investigative police work of a difficult and
complex nature; secures evidence for supporting arrests and apprehends criminals; and
performs other related duties as required.
Distinguishing Characteristics:
This class is distinguished by its responsibility to perform difficult and complex
investigative police work and may incidentally supervise others.
Examples of Duties: (The following are examples of duties and are not necessarily
descriptive of any one position in this class. The omission of specific duties statements does
not preclude management from assigning such duties if such duties are a logical
assignment for the position).
• Investigates offenses such as rape, aggravated assault, arson, and similar cases;
• Investigates reported cases of unattended or violent death;
• Familiarizes self with pathological, anatomical, and psychological terms and with
anatomical trauma signs and wounds;
• Investigates and carries out activities relating to organized crime, racketeers,
subversive elements, and others who operate on a national and international basis;
• Performs investigative and related work on misdemeanor and felony offenses
involving juveniles, including sex and assault cases, curfew violations, possession of
deadly weapons, use of intoxicants and chemical inhalants, and other similar
offenses and acts;
• Counsels juvenile offenders and parents;
• Makes referrals to social agencies;
• Enforces the Family Court Act;

• Investigates cases involving the theft or illegally converted use of automobiles and of
motorcycles, boats, aircraft, and similar modes of transportation;
• Investigates miscellaneous cases in which automobiles are involved, such as illegal
sale, abandoned vehicles, trespassing vehicles, and auto stripping;
• Acts independently or as a senior partner in a team which primarily investigates
misdemeanor and felony offenses concerned with the illegal possession, sale or use
of narcotics, and other dangerous drugs and gambling and moral offenses;
• Becomes knowledgeable of the various types of narcotics and drugs, their
characteristics and uses, distribution techniques and methods of analysis;
• Maintains surveillance of known and convicted violators and their haunts,
residences, and types of operation;
• Investigates crime of fraud, including forgery, fraudulent drawing, embezzlement,
bribery, extortion, gross cheat, unauthorized use of credit cards, and similar cases;
• May give talks before community groups on problems of fraud;
• May conduct extensive background and character investigations on all applicants for
uniformed and civilian positions in the department;
• Investigates robbery and related cases;
• Investigates cases involving burglaries and larcenies;
• Searches scenes for and preserves evidence;
• Interviews witnesses and complaints;
• Perform surveillance work;
• Apprehends, interrogates and arrests suspects;
• Prepares reports;
• Appears and testifies in court;
• Deals with other jurisdictions and agencies in obtaining and exchanging information;
• Studies police bulletins, assignment sheets, and other sources of information about
crime incidents;

• Prepares modus operandi reports;
• Deals with and takes all actions necessary to carry out the provisions of the Uniform
Criminal Extradition Act;
• May supervise the activities of other officers assigned to a case;
• May work on other related cases; and
• Performs other related duties as assigned.
Knowledge of:
Police principles, practices, methods, techniques and equipment; scientific crime
detection and criminal investigation methods, techniques and procedures; the standard
rules, policies and procedures of the Kaua‘i Police Department; pertinent County, State, and
Federal laws and ordinances; interviewing and interrogation techniques; the rules of
evidence; the laws of arrest; court procedures; court decisions relating to law enforcement;
the geographic, economic, social and racial composition of the community and police
problems peculiar thereto.
Ability to:
Analyze and solve complex criminal and investigative problems; make sound
observations, remember facts and give testimony thereon; prepare case records and make
complex reports; understand the psychology of human behavior; deal effectively with the
public; express oneself effectively orally and in writing; use police weapons.
This is an amendment to the specification for the class of DETECTIVE, which was
approved on May 18, 1971, and amended on December 5, 1996, July 22, 2004, December
28, 2015, and April 23, 2018, and is to be substituted for that specification.

Minimum Qualification Specifications
for the Class:
DETECTIVE
PO-11, BU-12
Training & Experience:
A combination of education and experience substantially equivalent to completion of
two (2) years of accredited college or university course work; and
• four (4) years of police experience within the State of Hawaii; of which
o three (3) years shall have been equivalent to the County of Kauai’s Police
Officer I* and/or Police Officer II* classes; and o at least one (1) year of police experience must be in the Kaua‘i Police
Department (can include time as a Police Services Officer).
*Positions are representative of classes within the County of Kaua’i.
Substitutions Allowed:
Excess experience as a police officer in the State of Hawaii may be substituted on a year-for-
year basis to meet education requirement.
No college: applicant must have two (2) additional years of police experience in the State of
Hawaii (total of six (6) years of police experience).
One (1) year of college (30 credits): Applicants must have one (1) additional year of police
experience in the State of Hawaii (total of five (5) years of police experience).
Two (2) years of college (60 credits): Applicant does not need any additional years of police
experience in the State of Hawaii (total of four (4) years of police experience).
Quality of Experience:
Possession of the required number of years of experience will not in itself be
accepted as proof of qualification for a position. The applicant's overall experience must
have been of such scope and level of responsibility as to conclusively demonstrate that
he/she has the ability to perform the duties of the position for which he/she is being
considered.
Firearms Requirement:
Must be qualified to carry and/or possess firearms or ammunition in accordance with
State and federal laws, e.g., no misdemeanor or felony domestic violence conviction.

License Requirement:
Possession of a valid motor vehicle operator’s license (Hawaii type 3 or equivalent)
and any other appropriate licenses or certificates as required of the position.
Selective Certification:
Specialized knowledge, skills and abilities may be required to perform the duties of
some positions. For such positions, Selective Certification Requirements may be
established, and certification may be restricted to eligibles who possess the pertinent
experience and/or training required to perform the duties of the position.
Agencies requesting Selective Certification must show the connection between the
kind of training and/or experience on which they wish to base selective certification and the
duties of the position to be filled.
Tests:
Applicants may be required to qualify on an appropriate examination.
Special Working Conditions:
Irregular hours, shift and weekend work and exposure to hazardous and obnoxious
conditions as required.
Health and Physical Condition Requirements:
Persons seeking appointment to positions in this class must meet the health and
physical condition standards deemed necessary and proper to perform the essential
functions of the position with or without reasonable accommodations.
Physical Effort Grouping: Special
This is an amendment to the specification for the class of DETECTIVE, which was
