Class Specifications for the Class:
MANAGEMENT SYSTEMS ADMINISTRATOR
SR-26, BU-13
Duties Summary:
Responsible for administering one or more management systems in support of the
implementation, maintenance, and enhancement of countywide or departmental operations;
directs and coordinates activities to ensure system functionality, data integrity, and user
support; performs analytical and technical work related to system configuration data
integrity, reporting, and integration across functional areas such as position management,
benefits, payroll, finance and other county or departmental operations; and performs other
duties as required.
Distinguishing Characteristics:
This class is distinguished by its responsibility for the development, implementation,
maintenance and ongoing administration of management systems that support countywide
or departmental functions. Serves as the administrator for one or more systems, providing
functional and technical guidance, ensuring system integrity, and coordinating with users
and departments to meet evolving operational needs.
Examples of Duties: (The following are examples of duties and are not necessarily
descriptive of any one position in this class. The omission of specific duties statements does
not preclude management from assigning such duties if such duties are a logical
assignment for the position).
• Works with departments to design and implement performance measures that are
aligned with the work to be accomplished;
• Develops standard operating policies and procedures, training materials and
presents new process designs;
• Designs and conducts systems tests of new procedures, modifications and
enhancements;
• Configures, updates and manages operational and time management systems to
meet the requirements as dictated by County, State and Federal guidelines;
• Reviews and audits operational and time management systems, and analyzes data
to ensure accuracy, security and compliance and makes recommendations;

• Maintains systems and works with vendors to minimize risk of errors and resolves
performance issues;
• Provides technical and functional application support and performs end-user training;
• May plan, develop, write, implement and review security standards, procedures and
guidelines to safeguard systems and databases;
• Serves as a liaison between functional departments, Information Technology (IT) and
County of Kaua‘i agencies to align management systems functionality with
operational processes; and
• Performs other related duties as required.
Knowledge of:
Principles and practices of administration, supervision, organization, and
management; government organization and functions; merit system philosophy; laws,
regulations and collective bargaining agreements governing public employment; public
human resources administration principles and practices; information systems, analysis,
design, and development; office systems and procedures; information technology concepts,
methods, techniques; functions of computer operating systems; use of auxiliary and
peripheral IT equipment; research and analytical methods and techniques.
Ability to:
Gather, analyze, correlate, and evaluate facts and make sound judgments; interpret
and apply laws, regulations and contractual provisions; recommend operational
improvements; plan efficient organizational structures, work flow procedures and processes,
and integrate these in the overall information technology system; prepare clear and concise
reports and operating procedures; establish an effective working relationship with vendors,
department officials, and other employees; plan, organize, assign, direct, and review the
work of others.
This is a retitling and amendment to the specification for the class MANAGEMENT
SYSTEMS ADMINISTRATOR, which was approved as HUMAN RESOURCES
MANAGEMENTSYSTEMS ADMINISTRATOR on December 1, 2021, and is to be substituted
for that specification.

Minimum Qualification Specifications
for the Class:
MANAGEMENT SYSTEMS ADMINISTRATOR
SR-26, BU-13
Training & Experience:
A combination of education and experience substantially equivalent to graduation
from an accredited college or university with a baccalaureate degree in public
administration, business administration, information technology, management information
systems or a related field; and
• five (5) years of specialized work experience.
Qualifying Specialized Work Experience:
Professional work experience in computer-based information systems, including
experience supporting management systems, business practices within a public sector
environment, software configurations, process design, process mapping, project planning,
workflow analysis, work scheduling, and working knowledge of applicable policies,
procedures and relevant State and Federal laws.
Substitutions Allowed:
The following may be substituted for education:
General professional work experience or education credits can be substituted for up to two
(2) years of the Bachelor’s degree such as:
A. Full time progressively responsible professional, technical or substantive work
experience demonstrating the scope, level and quality of work comparable to a
curriculum leading to an associate’s, bachelor's or master’s degree.
B. Successful completion of semester credits in a curriculum leading to a degree or
diploma at an accredited community college, trades school, college, or university (15
semester credits = 6 months of experience).
Specialized professional work experience in public administration, business administration,
information technology, management information systems or a related field or education
credits in information technology, computer science or a related field can be substituted for
up to four (4) years of the Bachelor’s degree such as:

A. Full time progressively responsible professional, technical or substantive work
experience demonstrating the scope, level and quality of work comparable to a
curriculum leading to an associate’s, bachelor's or master’s degree.
B. Successful completion of semester credits specific to information technology,
computer science or a related field leading to a degree or diploma from an accredited
community college, trades school, college, or university (15 semester credits = 6
months of experience).
A master’s degree or PhD in public administration, business administration, human
resources, information technology or a related field may be substituted for the education
requirement.
The following may be substituted for experience:
A. Successful completion of semester credits specific to public administration, business
administration, information technology, management information systems or a
related field leading towards a Bachelor’s/Master’s/PhD degree from an accredited
college or university, may be substituted up to two (2) years of the specialized work
experience requirement. (15 semester credits = 6 months).
B. A Master’s degree in public administration, business administration, information
technology, management information systems or a related field from an accredited
college or university may be substituted for one (1) year of the specialized work
experience requirement.
C. A Doctorate’s degree in public administration, business administration, information
technology, management information systems or a related field from an accredited
college or university may be substituted for one (1) year of the specialized work
experience requirement.
If a degree is used to substitute for the education requirement, it may not be used
again towards the experience requirement. If work experience is used to substitute for
education, it may not be used again to meet the experience requirement. If the applicant
holds more than one degree, transcripts must be provided, and a thorough review will be
conducted by the Human Resources staff in order for more than one degree to be credited
towards the minimum qualification requirements. Additional degrees can be considered if
obtained independently through mutually exclusive classes from another degree being
considered. Substitutions will be used to the advantage of the applicant.
Quality of Experience:
Possession of the required number of years of experience will not in itself be
accepted as proof of qualification for a position. The applicant's overall experience must
have been of such scope and level of responsibility as to conclusively demonstrate that they
have the ability to perform the duties of the position for which they are being considered.

License Requirement:
Possession of the appropriate licenses or certificates as required of the position.
Selective Certification:
Specialized knowledge, skills and abilities may be required to perform the duties of
some positions. For such positions, Selective Certification Requirements may be established
and certification may be restricted to eligibles who possess the pertinent experience and/or
training required to perform the duties of the position.
Agencies requesting Selective Certification must show the connection between the
kind of training and/or experience on which they wish to base selective certification and the
duties of the position to be filled.
Tests:
Applicants may be required to qualify on an appropriate examination.
Health and Physical Condition Requirements:
Persons seeking appointment to positions in this class must meet the health and
physical condition standards deemed necessary and proper to perform the essential
functions of the position with or without reasonable accommodations.
