HomeMy WebLinkAbout8.885 LEAD CONSTRUCTION EQUIPMENT OPERATOR 20250930.pdfPART I DEPARTMENT OF HUMAN RESOURCES COUNTY OF KAUAI 8.885 Class Specifications for the Class: LEAD CONSTRUCTION EQUIPMENT OPERATOR WS-09, BU-01 Duties Summary: Supervises and participates in the operation and maintenance of two or more pieces of construction equipment in the performance of construction and maintenance work; and performs other related duties as required. Distinguishing Characteristics: This class is distinguished by its responsibility to supervise and participate in the operation and maintenance of various medium and heavy construction equipment used in the construction, repair, maintenance, renovations and improvement of facilities, infrastructure, and other properties under the jurisdiction of the department. Equipment representative of this class includes, but not limited to: • Motor grader, scrapers, compactor with dozer blade, D-4, D-5, D-6, D-7, or D- 8, and TD-25c bulldozers; • Tractors 4,000 lbs. capacity and over ; • Loaders with bucket capacity of 6-cubic yard capacity and over; • Loaders with attachments; • Backhoes with scoop of 1-cubic yard capacity and over; • Skid Steers; • Rollers of 5-tons or over; • Cranes, crawlers, excavators or truck mounted or standard poser shovels with digging attachments of less than ¾ cubic yard capacity; • Hydraulic cranes 5-tons and over; • Trenching machine over 5 feet in depth; • Truck with dumpster of 6-cubic yard capacity and over; • Truck-tractor-trailer with over 16-ton capacity; • Dump trucks with rear double-axle to tow trailer. • Trailers GVWR 10,000 lbs. capacity and over Examples of Duties: (The following are examples of duties and are not necessarily descriptive of any one position in this class. The omission of specific duties statements does not preclude management from assigning such duties if such duties are a logical assignment for the position). PART I LEAD CONSTRUCTION EQUIPMENT OPERATOR 2 8.885 • Supervises and participates in the operation and maintenance used in the construction, repair, maintenance, renovations and improvement of facilities, infrastructure, and other properties under the jurisdiction of the department. • Supervises and participates in the leveling, grading and reshaping of land; and leveling and clearing land of rocks, boulders, brushes, trees, debris and other obstructions. • Supervises and participates in the loading and unloading of trucks and equipment. • Checks equipment, prior to, during and after operations for proper and safe operations. • Checks requirements for fuel, lubricants, water and air, and supplies these to equipment as needed. • Regularly cleans, lubricates and maintains equipment and vehicles. • Submits reports on condition and usage of equipment. • Assists in the excavation and backfill of trenches, demolition and removal of concrete slabs, etc. to facilitate construction, renovations and/or repair work. • Makes minor emergency repairs and adjustments to equipment and reports defects and malfunctions. • Inspects equipment and working conditions for health, safety and occupational hazards and enforces safety regulations. • May operate a truck and/or trailer to haul equipment, fuel, materials and debris to and from job sites. • May be required to perform light and heavy manual labor. • Attends and participates in safety seminars, first aid classes and other trainings. Knowledge of: The functions, capacities and methods of operating construction equipment representative of the class; general construction and maintenance practices as they relate to operation of construction equipment; hazard and safety precautions applicable to the operation of construction equipment; maintenance needs of construction equipment; laws, ordinances, rules and regulations governing the operation of motor vehicles on streets and highways. PART I LEAD CONSTRUCTION EQUIPMENT OPERATOR 3 8.885 Ability to: Operate and maintain construction equipment representative of the class skillfully and safely; recognize mechanical and operation defects in construction equipment; make minor emergency repairs to equipment; handle weights and loads; encourage safety practices and enforce safety rules; give and follow oral and written instructions; plan and supervise the work of others; maintain harmony in work relationships among workers. ANDERSON Director of Human Resources PART II DEPARTMENT OF HUMAN RESOURCES COUNTY OF KAUAI 8.885 Minimum Qualification Specifications for the Class: LEAD CONSTRUCTION EQUIPMENT OPERATOR WS-09, BU-01 Training and Experience: A combination of education and experience substantially equivalent to graduation from high school; and • four (4) years of work experience in the operation of equipment applicable to positions in this class or certification by a county trainer of the ability to satisfactorily operate equipment applicable to positions in this class. • Applicants will be required to demonstrate such competency by satisfactorily passing a performance examination. Substitutions Allowed: The following may be substituted for education: A. Four (4) years of full-time general work experience may be substituted for a high school diploma. B. Successful completion of semester credits leading towards a degree or diploma from an accredited community college, college or university, trades school, etc., may be substituted for up to four (4) years of the education requirement (15 semester credits = 6 months). C. An Associate’s, Bachelor’s, Master’s or PhD degree from an accredited community college, college or university, trades school, etc., may be substituted for the education requirement. If a degree is used to substitute for the education requirement, it may not be used again towards the experience requirement. If work experience is used to substitute for education, it may not be used again to meet the experience requirement. If the applicant holds more than one degree, transcripts must be provided, and a thorough review will be conducted by the human resources staff in order for more than one degree to be credited towards the minimum qualification requirements. Additional degrees can be considered if obtained independently through mutually exclusive classes from another degree being considered. Substitutions will be used to the advantage of the applicant. PART II LEAD CONSTRUCTION EQUIPMENT OPERATOR 5 8.885 Quality of Experience: Possession of the required number of years of experience will not in itself be accepted as proof of qualification for a position. The applicant's overall experience must have been of such scope and level of responsibility as to conclusively demonstrate that they have the ability to perform the duties of the position for which they are being considered. License Requirement: Possession of a valid appropriate Commercial Driver’s License and applicable endorsements, current State of Hawaii DOT examination certificate, and any other licenses or certificates as required of the position. Selective Certification: Specialized knowledge, skills and abilities may be required to perform the duties of some positions. For such positions, Selective Certification Requirements may be established, and certification may be restricted to eligibles who possess the pertinent experience and/or training required to perform the duties of the position. Departments/Agencies requesting Selective Certification must show the connection between the kind of training and/or experience on which they wish to base selective certification and the duties of the position to be filled. Tests: Applicants may be required to qualify on an appropriate examination. Health and Physical Condition Requirements: Persons seeking appointment to positions in this class must meet the health and physical condition standards deemed necessary and proper to perform the essential functions of the position with or without reasonable accommodations.
