Class Specifications for the Class:
BC-05, BU-01
Duties Summary:
Performs work at a refuse transfer station assisting with the operation and
maintenance of motorized equipment in loading various materials into transfer station
trucks and trailers; participates in on-the-job training to develop proficiency in the safe and
effective operation of such equipment; performs routine tasks such as loading, unloading,
sorting, and compacting materials; and performs other related duties as assigned.
Distinguishing Characteristics:
This class is distinguished as a trainee-level position in the Transfer Station Operator
series; assists with tasks involving motorized equipment and expected to complete required
training to develop proficiency in the operation and maintenance of such equipment at a
refuse transfer station; performs routine tasks such as loading, unloading, sorting, and
compacting materials; and performs other related duties as assigned.
Examples of Duties: (The following are examples of duties and are not necessarily
descriptive of any one position in this class. The omission of specific duties statements does
not preclude management from assigning such duties if such duties are a logical
assignment for the position).
• Assists in loading various materials into transfer station trucks and trailers; assists in
sorting and separating bulky items and refuse; participates in the compaction of
materials using appropriate equipment;
• Participates in on-the-job training to develop proficiency in operating and maintaining
a backhoe with compactor attachment, a loader and other assigned motorized
equipment;
• Maintains assigned equipment by ensuring it is fueled, lubricated, and in good
operating condition;
• Assists in the preparation and minor repairs of equipment; reports major defects and
malfunctions;
• May operate other types of motorized equipment and perform manual labor as
required;

• Directs and assists incoming vehicles at the transfer station, ensuring efficient
unloading of refuse and green waste; inspects loads for prohibited and hazardous
waste and ensures proper disposal procedures are followed; and
• Performs other related duties as assigned.
Knowledge of:
Common methods, techniques, materials, and tools used in the maintenace of a
transfer station, vehicles, and equipment; basic principles of equipment maintenance and
safety practices applicable to transfer station operations; procedures for the proper disposal
of various types of refuse and materials.
Ability to:
Perform work under obnoxious conditions; operate a backhoe loader and other
motorized equipment skillfully and safely; follow oral and written instructions effectively;
observe mechanical defects and take appropriate actions to ensure equipment safety; deal
tactfully and effectively with other employees and the public; perform manual labor in
various environmental conditions.

on December 2, 2024, and January 9, 2025, and is to be substituted for that specification

Minimum Qualification Specifications
for the Class:
BC-05, BU-01
Training and Experience:
A combination of education and experience substantially equivalent to graduation from
high school; and
• one (1) year of manual labor work experience.
• This entry-level trainee position has a maximum duration of six months. Employment
is contingent upon obtaining all licenses and certifications required for the Transfer
Station Operator II level within the probationary period; advancement requires
satisfactory completion of the trainee period and attainment of all required licenses
and certifications.
Substitutions Allowed:
The following may be substituted for education:
• Four (4) years of full-time general work experience may be substituted for a high
school diploma.
• Successful completion of semester credits leading towards a degree or diploma from
an accredited community college, college or university, trades school, etc., may be
substituted for up to four (4) years of the education requirement (15 semester
credits = 6 months).
• An Associate’s, Bachelor’s, Master’s, or PhD degree from an accredited community
college, college or university, trades school, etc., may be substituted for the
education requirement.
If a degree is used to substitute for the education requirement, it may not be used
again towards the experience requirement. If work experience is used to substitute for
education, it may not be used again to meet the experience requirement. If the applicant
holds more than one degree, transcripts must be provided, and a thorough review will be
conducted by the human resources staff in order for more than one degree to be credited
towards the minimum qualification requirements. Additional degrees can be considered if
obtained independently through mutually exclusive classes from another degree being
considered. Substitutions will be used to the advantage of the applicant.

Quality of Experience:
Possession of the required number of years of experience will not in itself be
accepted as proof of qualification for a position. The applicant's overall experience must
have been of such scope and level of responsibility as to conclusively demonstrate that they
have the ability to perform the duties of the position for which they are being considered.
Selective Certification:
Specialized knowledge, skills and abilities may be required to perform the duties of
some positions. For such positions, Selective Certification Requirements may be
established, and certification may be restricted to eligibles who possess the pertinent
experience and/or training required to perform the duties of the position.
Department/Agencies requesting Selective Certification must show the connection
between the kind of training and/or experience on which they wish to base selective
certification and the duties of the position to be filled.
License Requirement:
Possession of the appropriate licenses or certificates as required of the position.
Test:
Applicants may be required to qualify on an appropriate examination.
Health and Physical Condition Requirements:
Persons seeking appointment to positions in this class must meet the health and
physical condition standards deemed necessary and proper to perform the essential
functions of the position with or without reasonable accommodations.
