Class Specifications for the Class:
SR-24, BU-04
Duties Summary:
Plans, directs and coordinates the operation and maintenance of the County's solid
waste landfill, refuse collection, and transfer station operations and facilities; and performs
other related duties as required.
Distinguishing Characteristics:
This class is distinguished by its responsibility for overseeing the operation of the
County's landfill, refuse collection, and transfer stations, and the maintenance of the
County's refuse processing and disposal operations and facilities, involving primarily semi-
skilled operations where the extent of planning and coordinating requirements are
considerable.
Examples of Duties: (The following are examples of duties and are not necessarily
descriptive of any one position in this class. The omission of specific duties statements does
not preclude management from assigning such duties if such duties are a logical
assignment for the position).
• Institutes appropriate policies, procedures and standards to ensure effective
operation, installation and maintenance of the County's solid waste landfill, refuse
collection, and transfer stations island wide;
• Analyzes operating characteristics of facilities, and directs technical changes and
modifications in equipment or operating procedures to improve efficiency and comply
with environmental requirements;
• Recommends equipment purchases and replacements;
• Participates in the preparation of specifications;
• Evaluates manning and recommends changes in duties, position shifts or additional
positions for maximum operational effectiveness;
• Ensures that the various facilities are adequately staffed with necessary equipment
and supplies for daily operations;
• Participates in the preparation of the operating budget for the division;

• Participates in the planning of capital improvement projects;
• Reviews and approves purchase requisitions;
• Oversees the operation's expenditure of funds;
• Coordinates shutdown of facilities for timely maintenance and repair;
• Participates in meetings with engineers and contractors to determine adequacy and
feasibility of proposals;
• Assists in researching new methods and equipment for refuse processing and
disposal;
• May participate in the selection, assignment, transfer and discipline of personnel in
accordance with personnel rules and collective bargaining agreements;
• Responsible for the enforcement of the division's safety programs;
• Maintains records and prepares and submits operational and project reports; and
• Performs other related duties are required.
Knowledge of:
Principles and practices of supervision; local, State and Federal regulations related to
solid waste disposal and management; methods and techniques used in the disposal of
solid waste and the operation of a sanitary landfill; occupational hazards and safety
precautions of the work; report writing and record keeping practices and procedures; basic
knowledge of computer systems and related software applications.
Ability to:
Plan, supervise and coordinate activities involving the operation and maintenance of
a solid waste facilities, refuse collection, sanitary landfill and related equipment; evaluate
work practices and procedures and develop and implement improvements; interpret and
apply policies, regulations and laws; understand and follow purchasing policies and
procedures; develop and administer training and safety programs; maintain records and
prepare reports and budget estimates; deal effectively with others; give clear and concise
oral and written instructions.

This is an amendment to the specification for the class
, which was approved on August 23, 2005, effective August 16, 2005,
and amended December 13, 2021, and is to be substituted for that specification.

Minimum Qualification Specifications
for the Class:
SR-24, BU-04
Training & Experience:
A combination of education and experience substantially equivalent to graduation
from high school, and
• five and one-half (5 ½) years of experience in operating, constructing, or performing
repair and maintenance of facilities or equipment related to solid waste or landfills;
and
• two (2) years of supervisory work experience.
Qualifying Supervisory Work Experience
Work experience which includes planning, directing, assigning, and reviewing the
work of others; advising subordinates on difficult program areas; timing and scheduling
subordinate work; and training and developing new employees.
Substitutions Allowed:
The following may be substituted for education:
A. Four (4) years of full time general work experience may be substituted for a high
school diploma.
B. Successful completion of semester credits leading towards a degree or diploma from
an accredited community college, college or university, trades school, etc., may be
substituted up to four (4) years of the education requirement (15 semester credits =
6 months).
C. An Associate’s, Bachelor’s, Master’s or PhD degree from an accredited community
college, college or university, trades school, etc., may be substituted for a high school
diploma or equivalent.
If a degree is used to substitute for the education requirement, it may not be used
again towards the experience requirement. If work experience is used to substitute for
education, it may not be used again to meet the experience requirement. If the applicant
holds more than one degrees, transcripts must be provided and a thorough review will be
conducted by the DHR staff in order for more than one degree to be credited towards the
minimum qualification requirements. Additional degrees can be considered if obtained
independently through mutually exclusive classes from another degree being considered.
Substitutions will be used to the advantage of the applicant.
PART II
SOLID WASTE
Quality of Experience:
Possession of the required number of years of experience will not in itself be
accepted as proof of qualification for a position. The applicant's overall experience must
have been of such scope and level of responsibility as to conclusively demonstrate that
he/she has the ability to perform the duties of the position for which he/she is being
considered.
License Requirement:
Possession of a valid motor vehicle operator’s license (Hawaii type 3 or equivalent);
and possession of an appropriate valid forklift certification, as required of the position.
Selective Certification:
Specialized knowledge, skills and abilities may be required to perform the duties of
some positions. For such positions, Selective Certification Requirements may be established
and certification may be restricted to eligibles who possess the pertinent experience and/or
training required to perform the duties of the position.
Agencies requesting Selective Certification must show the connection between the
kind of training and/or experience on which they wish to base selective certification and the
duties of the position to be filled.
Tests:
Applicants may be required to qualify on an appropriate examination.
Health and Physical Condition Requirements:
Persons seeking appointment to positions in this class must meet the health and
physical condition standards deemed necessary and proper to perform the essential
functions of the position with or without reasonable accommodations.
