Class Specifications for the Class:
SR-19 BU-03
Duties Summary:
Plans, develops, and conducts driver education and training classes for operators of
light, medium, and heavy motorized equipment; and performs other related duties as
required.
Distinguishing Characteristics:
This class is distinguished by its responsibility for planning and conducting driver
education and training classes for operators of motorized equipment primarily for the
purposes of developing, upgrading, and maintaining operative skills.
Examples of Duties: (The following are examples of duties and are not necessarily
descriptive of any one position in this class. The omission of specific duties statements does
not preclude management from assigning such duties if such duties are a logical
assignment for the position).
• Plans, organizes, and conducts classroom and practical training for regular and back-
up operators of various types and sizes of equipment, such as but not limited to
rollers, trucks, truck tractor trailers, loaders, backhoes, loader-backhoe
combinations, bulldozers, paving machines, scrapers, graders, revolving cranes, etc.;
• Assists in setting up and giving basic aptitude tests to potential trainees;
• Determines approximate number of training hours required, by phases, for each type
of equipment, and establishes and maintains timetables;
• Instructs operators in matters such as equipment nomenclature, safety practices and
procedures, techniques for handling emergencies, lubrication requirements, first
echelon maintenance, grade checking, troubleshooting malfunctions, motor vehicle
laws, etc.;
• Demonstrates and provides step-by-step “hands on” training to operators on a 1:1
basis, observes operator performance under controlled conditions;
• Periodically grades trainees during course and recommends dropping those who are
unable to acquire minimum skills;

• Certifies trainees as fully qualified to operate specific pieces of equipment after
successful completion of training; coordinates the utilization of training facilities,
availability of trainees and equipment, and specific projects for on-the-job exercises;
• Monitors effectiveness of training program and effects necessary changes to improve
same; schedules and conducts retraining;
• Maintains contact with other public and private agencies and organizations to utilize
their resources and/or to keep abreast with latest developments;
• Conducts performance tests for civil service eligible lists when requested;
• Prepares activity reports.
Knowledge of:
The nomenclature, purposes, operating characteristics, and capabilities of various
types of motorized equipment, including crawler-mounted equipment; hazards and safety
features, devices and precautions applicable to the operation of motorized equipment; the
effects of varying field conditions on equipment performance; the theory of the internal
combustion engine; preventive and general maintenance practices relating to motorized
equipment; instructional methods and techniques; traffic laws and ordinances and highway
safety; recordkeeping and report writing.
Ability to:
Plan, organize, schedule, and conduct classroom and practical training for operators
of various types of motorized equipment; determine operator training requirements for
various types of motorized equipment; climb on and operate/demonstrate the proper
operation of various types of motorized equipment; explain the purposes and functions of
equipment components, and detect and identify common malfunctions and their causes;
objectively evaluate and rate operator performance; set-up and maintain records and
prepare reports; express ideas clearly and concisely; deal effectively with trainees,
supervisors, and resource persons from other agencies; monitor program effectiveness and
recommend/implement changes for improvement.

and is to be substituted for that specification.

Minimum Qualification Specifications
for the Class:
SR-19, BU-03
Training and Experience:
A combination of education and experience substantially equivalent to graduation
from high school; and
• three (3) years of driver training and/or accident prevention activities or other related
activities involving instructing, advising on or evaluating driver performance in the
operation of motorized equipment.
Substitutions Allowed:
The following may be substituted for education:
A. Four (4) years of full-time general work experience may be substituted for a high
school diploma.
B. Successful completion of semester credits leading towards a degree or diploma from
an accredited community college, college or university, trades school, etc., may be
substituted for up to four (4) years of the education requirement (15 semester
credits = 6 months).
C. An Associate’s, Bachelor’s, Master’s, or PhD degree from an accredited community
college, college or university, trades school, etc., may be substituted for the
education requirement.
If a degree is used to substitute for the education requirement, it may not be used
again towards the experience requirement. If work experience is used to substitute for
education, it may not be used again to meet the experience requirement. If the applicant
holds more than one degree, transcripts must be provided, and a thorough review will be
conducted by the human resources staff in order for more than one degree to be credited
towards the minimum qualification requirements. Additional degrees can be considered if
obtained independently through mutually exclusive classes from another degree being
considered. Substitutions will be used to the advantage of the applicant.
Quality of Experience:
Possession of the required number of years of experience will not in itself be
accepted as proof of qualification for a position. The applicant's overall experience must

have been of such scope and level of responsibility as to conclusively demonstrate that they
have the ability to perform the duties of the position for which they are being considered.
License Requirement:
Possession of a valid Motor Vehicle Operator’s License (Hawaii Type 3 or equivalent);
prior to completion of probation must possess a valid Commercial Driver’s License (Class A
with endorsements as applicable to the position), and a current Department of
Transportation medical examiner’s certificate.
Selective Certification:
Specialized knowledge, skills and abilities may be required to perform the duties of
some positions. For such positions, Selective Certification Requirements may be
established, and certification may be restricted to eligibles who possess the pertinent
experience and/or training required to perform the duties of the position.
Departments/Agencies requesting Selective Certification must show the connection
between the kind of training and/or experience on which they wish to base selective
certification and the duties of the position to be filled.
Tests:
Applicants may be required to qualify on an appropriate examination.
Health and Physical Condition Requirements:
Persons seeking appointment to positions in this class must meet the health and
physical condition standards deemed necessary and proper to perform the essential
functions of the position with or without reasonable accommodations.
