Class Specifications for the Class:
SR-21, BU-03
Duties Summary:
Plans, develops, coordinates and implements a comprehensive driver and
construction equipment operator improvement and evaluation program, including fleet
safety, for the central human resources department; may supervise subordinate trainers;
and performs other related duties as required.
Distinguishing Characteristics:
This class is distinguished by its responsibility for planning, developing, coordinating
and implementing a driver and construction equipment operator improvement and
evaluation program encompassing driver and construction equipment operator training and
education and fleet safety activities; and may supervise subordinate trainers.
Examples of Duties: (The following are examples of duties and are not necessarily
descriptive of any one position in this class. The omission of specific duties statements does
not preclude management from assigning such duties if such duties are a logical
assignment for the position).
• Plans, develops and coordinates a driver and construction equipment operator
improvement program involving the conduct of various driver and construction
equipment operator education and safety classes for mechanics, supervisors, and
operators of automobiles, trucks, construction equipment, mowers, vans and other
motorized equipment;
• Plans, establishes, and coordinates training schedules; instructs classes and
provides practical training on proper vehicle/construction equipment operation,
preventive maintenance, troubleshooting, and emergency techniques as well as on
motor vehicle rules and regulations, signs, signals and highway markings, and
pedestrian rights and safety; monitors effectiveness of training programs and
effects necessary changes to improve same;
• Monitors and evaluates operator performance; recommends suspension of
operators who abuse vehicles and equipment or safety rules and practices or who
cannot meet operators' performance standards;
• Conducts classroom and hands-on training on commercial motor vehicle and
construction equipment operation, including equipment nomenclature, lubrication,

first echelon maintenance, troubleshooting, and emergency techniques, as well as
motor vehicle rules, signs, signals, highway markings, and pedestrian rights and
safety;
• Coordinates and delivers step-by-step practical exercises, including defensive
driving, tailgating, and commentary decision-driving;
• Supervises behind-the-wheel (BTW) public-road training in compliance with Federal
Motor Carrier Safety Administration (FMCSA), Entry-Level Driver Training (ELDT)
regulations, ensuring all instruction is conducted safely and in accordance with
County of Kauaʻi safety policies;
• Performs on-the-job and field training in coordination with departmental
supervisors and conducts periodic retraining or refresher courses;
• Conducts and coordinates Commercial Driver’s License (CDL) preparation for
departmental drivers, including operational skills, safety review, and regulatory
requirements, and provides refresher or remedial training as necessary;
• Conducts investigations of vehicle accidents and accidents involving construction
equipment, by reviewing accident reports to determine cause, and taking corrective
action to prevent recurrence of similar accidents;
• Recommends driver/operator re-education in order to correct discovered
deficiencies;
• Tests and qualifies applicants who can satisfactorily operate equipment that is the
primary work assignment for the applicable positions;
• Conducts performance examinations for equipment operator recruitments as
requested;
• Recommends repair of mechanical defects in motorized equipment;
• Operates various vehicles or equipment as necessary;
• Acts as liaison with and coordinates driver/construction equipment operator
training and improvement programs with departments;
• Establishes and maintains fleet safety contacts with other public and private
organizations for exchange and up-date of information
• In accordance with pertinent laws, rules, and regulations, performs technical and
coordinative activities relating to alcohol and controlled substance testing of
departmental employees required to have a commercial driver’s license.

DRIVER DEVELOPMENT TRAINING
• Prepares activity reports as required.
• May assign, review, and supervise the work of subordinate trainers and provide
additional training to upgrade trainers’ skills as necessary; and
• Performs other related duties as required.
Knowledge of:
Laws, ordinances, rules and regulations governing the operation of heavy trucks,
commercial motor vehicles, and construction equipment; the theory of the internal
combustion engine; the nomenclature, purposes, operating characteristics and
requirements, procedures, and safety features of a variety of motorized vehicles including
automobiles, trucks, construction equipment, mowers and vans; vehicle accident hazards
and precautions applicable to the operation of trucks and construction equipment; methods
of control, correction and prevention; the effects of varying field conditions on equipment
performance; proper and safe driving techniques; highway safety, as it pertains to motor
vehicle operation; preventive and general maintenance practices relating to motorized
equipment; investigational methods and techniques; techniques of group instruction; report
writing.
Ability to:
Plan, organize and coordinate a driver and construction equipment operator
improvement program; schedule and conduct instruction for driver and equipment operator
training; determine operator training requirements for various types of trucks, construction
equipment and other motorized vehicles; interpret and explain traffic laws, rules, regulations
and ordinances, and general principles of traffic and highway safety; explain the purposes
and functions of automotive system/construction equipment components; detect and
identify mechanical and operational malfunctions/defects and their causes; operate, and
demonstrate the proper operation of a variety of motor vehicles and equipment including
automobiles, trucks, construction equipment and tractors; set up and maintain
recordkeeping and reporting systems; investigate traffic and vehicular accidents, determine
cause, and recommend means for correction; express ideas clearly and concisely, orally and
in writing; speak effectively before groups; deal effectively with others; prepare reports.

Minimum Qualification Specifications
for the Class:
SR-21, BU-03
Training and Experience:
A combination of education and experience substantially equivalent to graduation
from high school; and
• six (6) years of experience in driver and construction equipment operator training
and/or accident prevention activities, or related work involving instructing, advising,
or evaluating motor vehicle drivers and construction equipment operators, including
experience providing Commercial Driver’s License (CDL) instruction and evaluation.
Substitutions Allowed:
The following may be substituted for education:
A. Four (4) years of full-time general work experience may be substituted for a high
school diploma.
B. Successful completion of semester credits leading towards a degree or diploma from
an accredited community college, college or university, trades school, etc., may be
substituted for up to four (4) years of the education requirement (15 semester
credits = 6 months).
C. An Associate’s, Bachelor’s, Master’s, or PhD degree from an accredited community
college, college or university, trades school, etc., may be substituted for the
education requirement.
If a degree is used to substitute for the education requirement, it may not be used
again towards the experience requirement. If work experience is used to substitute for
education, it may not be used again to meet the experience requirement. If the applicant
holds more than one degree, transcripts must be provided, and a thorough review will be
conducted by the human resources staff in order for more than one degree to be credited
towards the minimum qualification requirements. Additional degrees can be considered if
obtained independently through mutually exclusive classes from another degree being
considered. Substitutions will be used to the advantage of the applicant.
Quality of Experience:
Possession of the required number of years of experience will not in itself be
accepted as proof of qualification for a position. The applicant's overall experience must

have been of such scope and level of responsibility as to conclusively demonstrate that they
have the ability to perform the duties of the position for which they are being considered.
License Requirement:
Possession of a valid Commercial Driver’s License (Class A with endorsements as
applicable to the position); current Department of Transportation Medical Examiner’s
Certificate.
Selective Certification:
Specialized knowledge, skills and abilities may be required to perform the duties of
some positions. For such positions, Selective Certification Requirements may be
established, and certification may be restricted to eligibles who possess the pertinent
experience and/or training required to perform the duties of the position.
Departments/Agencies requesting Selective Certification must show the connection
between the kind of training and/or experience on which they wish to base selective
certification and the duties of the position to be filled.
Tests:
Applicants may be required to qualify on an appropriate examination.
Special Working Conditions:
May accompany commercial driver’s license trainees in commercial motor vehicles
during on-road behind the wheel training and supervises the operation of small, medium,
and heavy motorized equipment. This work involves potential traffic and equipment related
hazards and is considered hazardous. All training is conducted in accordance with County of
Kauaʻi safety policies.

Persons seeking appointment to positions in this class must meet the health and
physical condition standards deemed necessary and proper to perform the essential
functions of the position with or without reasonable accommodations.
