Class Specifications for the Class:
EM 05, BU-13X
Duties Summary:
Manages the regulatory and compliance operations for a county department,
including but not limited to water, wastewater, and solid waste operations; conducts audits
and assessments, manages permits, and ensures compliance with local, state, and federal
laws; and performs other related duties as required.
Distinguishing Characteristics:
This class is distinguished by its responsibility to manage all regulatory and
compliance operations for a county department, including but not limited to water,
wastewater, and solid waste operations; formulates policies and procedures, develops
standards, directs and provides overall program guidance, and ensures compliance with
local, state, and federal laws and regulations.
A position in this class has extensive personal contacts due to the responsibilities of internal
program coordination; establishing and maintaining effective working relationships with a
variety of individuals and local, state, and federal agencies. Contacts require thorough
program knowledge and considerable skill in activities such as cooperative problem-solving
of complex or controversial issues; providing authoritative advice and interpretation; and
recommending and implementing program changes and resolving problem situations.
Examples of Duties: (The following are examples of duties and are not necessarily
descriptive of any one position in this class. The omission of specific duties statements does
not preclude management from assigning such duties if such duties are a logical
assignment for the position).
• Manages regulatory and compliance operations for a county department, including
but not limited to water, wastewater, and solid waste operations;
• Monitors and ensures departmental compliance with applicable regulations, which
may include water systems, wastewater treatment and disposal, solid waste
management, recycling programs, pollution control, or other regulated operational
areas;
• Monitors the status and progress of regulatory and compliance projects, non-
compliance issues, violations, and penalty fees; ensures adherence to established
timelines; and provides updates to department leadership;

• Develops and implements policies and procedures; develops standards to ensure
compliance; addresses violations and non-compliance; directs and provides overall
program guidance; and ensures compliance with local, state, and federal laws and
regulations; provides guidance and training to staff regarding regulatory
requirements and compliance responsibilities;
• Oversees the preparation and ensures submission of required permits, renewals, and
reports to federal, state, and county agencies;
• Serves as the primary point of contact for the department in regard to regulatory and
compliance operations; coordinates with other County departments and private,
local, state, and federal agencies;
• Ensures the maintenance of accurate and complete records of regulatory compliance
activities, including permits, reports, correspondence, and monitoring data;
• Facilitates inspections and audits; negotiates permit conditions and enforcement
actions;
• Monitors and evaluates the efficiency and effectiveness of policies and procedures;
identifies areas for improvement and recommends corrective actions;
• Maintains up to date knowledge of federal, state, and local regulations relevant to
departmental regulatory and compliance operations;
• Develops and implements goals, and evaluates and guides department in
implementation of environmental and regulatory changes;
• Drafts and monitors legislation and provides departmental testimony at hearings on
pertinent and relevant issues;
• Supervises, plans, assigns, and reviews the work of subordinates; and develops,
conducts, and coordinates orientation, training, and development activities;
• Operates a vehicle to perform work-related travel.
• Performs other related duties as assigned.
Knowledge of:
Regulatory and environmental compliance principles, practices, and guidelines;
enforcement and appeals processes related to regulatory compliance; principles, practices,
and methods of administrative and organizational analysis; applicable federal, state, and
local laws and regulations; principles and practices of environmental protection or regulated
utility services; standard and accepted pollution treatment and control processes for air,

water, solid waste, toxic waste and hazardous materials; research and reporting methods,
techniques and procedures; public sector organization and operations; standard office
procedures and equipment; modern office practices, methods, and equipment, including
computers and applicable software; and proper English usage, spelling, and grammar.
Ability to:
Understand, interpret, and explain highly technical and specialized regulatory laws,
regulations, and guidelines; organize, direct, and implement a comprehensive monitoring
and reporting program related to a variety of regulatory and environmental compliance
issues; perform complex analytical duties with minimal supervision; analyze budgetary and
technical reports on a continuous basis; observe and evaluate outside contractor and
consultant performance; prepare, administer, and monitor assigned budgets; manage a
team of professional and technical staff or consultants; analyze problems, identify
alternative solutions, project consequences of proposed actions, and recommend and
implement effective solutions in support of departmental goals.

Minimum Qualification Specifications
for the Class:
EM-05, BU-13X
Training and Experience:
A combination of education and experience substantially equivalent to graduation
from an accredited college or university with a baccalaureate degree in business
administration, public administration, engineering, environmental science, environmental
studies or a related field; and
• four (4) years of experience in overseeing or managing regulatory or
environmental compliance programs or projects; and
• two (2) years of supervisory experience
Qualifying Supervisory Work Experience:
Work experience which includes planning, directing, assigning, and reviewing the
work of others; advising subordinates on difficult program areas; timing and scheduling
subordinate work; and training and developing new employees.
Substitutions Allowed:
The following may be substituted for education:
General professional work experience or education credits can be substituted for up to two
(2) years of the Bachelor’s degree such as:
A. Full time progressively responsible professional, technical, or substantive work
experience demonstrating the scope, level, and quality of work comparable to a
curriculum leading to an associate’s, bachelor’s, or master’s degree.
B. Successful completion of semester credits in a curriculum leading to a degree or
diploma at an accredited community college, trades school, college, or university
(15 semester credits = 6 months).
Specialized professional work experience in business administration, public administration,
engineering, environmental science, environmental studies or a related field or education
credits in business administration, public administration or a related field can be substituted
for up to four (4) years of the bachelor’s degree such as:

A. Full time progressively responsible professional, technical, or substantive work
experience demonstrating the scope, level, and quality of work comparable to a
curriculum leading to an associate’s, bachelor’s, or master’s degree.
B. Successful completion of semester credits specific to business administration, public
administration, engineering, environmental science or a related field leading to a
degree or diploma from an accredited community college, trades school, college, or
university (15 semester credits = 6 months).
A master’s degree or PhD in business administration, public administration, engineering,
environmental science, environmental studies or a related field may be substituted for the
education requirement.
The following may be substituted for experience:
A. Successful completion of semester credits specific in business administration, public
administration, engineering, environmental science, environmental studies or a
related field leading towards a Bachelor’s degree from an accredited college or
university, may be substituted for up to two (2) years of experience. (15 semester
credits = 6 months).
B. A Master’s degree in business administration, public administration, engineering,
environmental science, environmental studies or a related field from an accredited
college or university may be substituted for one (1) year of experience.
C. A Doctorate’s degree in business administration, public administration, engineering,
environmental science, environmental studies or a related field from an accredited
college or university may be substituted for one (1) year of experience.
If a degree is used to substitute for the education requirement, it may not be used
again towards the experience requirement. If work experience is used to substitute for
education, it may not be used again to meet the experience requirement. If the applicant
holds more than one degree, transcripts must be provided, and a thorough review will be
conducted by the human resources staff in order for more than one degree to be credited
towards the minimum qualification requirements. Additional degrees can be considered if
obtained independently through mutually exclusive classes from another degree being
considered. Substitutions will be used to the advantage of the applicant.
Quality of Experience:
Possession of the required number of years of experience will not in itself be
accepted as proof of qualification for a position. The applicant's overall experience must
have been of such scope and level of responsibility as to conclusively demonstrate that they
have the ability to perform the duties of the position for which they are being considered.

License Requirement:
Possession of a valid motor vehicle operator’s license (Hawaii type 3 or equivalent)
and any other appropriate licenses or certificates as required of the position.
Selective Certification:
Specialized knowledge, skills and abilities may be required to perform the duties of
some positions. For such positions, Selective Certification Requirements may be
established, and certification may be restricted to eligibles who possess the pertinent
experience and/or training required to perform the duties of the position.
Departments/Agencies requesting Selective Certification must show the connection
between the kind of training and/or experience on which they wish to base selective
certification and the duties of the position to be filled.
Tests:
Applicants may be required to qualify on an appropriate examination.
Health and Physical Condition Requirements:
Persons seeking appointment to positions in this class must meet the health and
physical condition standards deemed necessary and proper to perform the essential
functions of the position with or without reasonable accommodations.
