HomeMy WebLinkAbout15A2185 CHIEF OF WATER OPERATIONS 20260205.pdfPART I 15A2185 Class Specifications for the Class: EM-05, BU-13X Duties Summary: Plans, directs, and coordinates the island-wide operation and maintenance of the Department of Water’s water service systems, including pumping and treatment plants, water distribution facilities, and related appurtances; and performs other related duties as required. Distinguishing Characteristics: This class is distinguished by its responsibility for administering the activities of the Operation Division of the Department of Water; manages the overall affairs, operations and programs of the Operations Division and is responsible for ensuring the safe, efficient, and reliable operation of the Department’s water plant facilities and water distribution systems. Examples of Duties: (The following are examples of duties and are not necessarily descriptive of any one position in this class. The omission of specific duties statements does not preclude management from assigning such duties if such duties are a logical assignment for the position). • Manages and directs the overall affairs, operations, and programs of the Operations Division and all programs assigned to it; • Establishes and oversees preventive and corrective maintenance programs for all water pumping, treatment and distribution equipment including all mechanical, electrical and telecommunicating equipment; • Directs and oversees the corrective and preventative maintenance activities of the SCADA system operations, communication systems and security devices to ensure system reliability and regulatory compliance; • Establishes, reviews, evaluates and analyzes the Operation Division’s policies and procedures, programs and services, performance standards and work rules and regulations; • Enforces the policies, rules, regulations and procedures of the Division; PART I CHIEF OF WATER OPERATIONS 2 15A2185 • Reviews, analyzes and makes recommendations of approval of major construction and alteration projects; • Develops and implements in-service training and safety programs for all division personnel; • Reviews operation and manpower needs and formulates justification for inclusion of division’s budget request; • Directs the maintenance and upkeep of all groups and landscape areas; • Handles employee relation matters such as informal and formal grievance and disciplinary actions; • Performs special staff assignment, requiring research, analysis and preparation of reports with recommendations for the manager and Chief Engineer on plant operation matters as well as in general administrative areas as assigned; • Reviews and resolves personnel problems; • Liaison to management and other divisions; and • Assists in public relations matters for the Department. Knowledge of: Principles and practices of public administration, organization, public relations and reporting; principles of civil and mechanical engineering and hydraulics; occupational hazards and safety practices; construction practices, methods, costs, materials and equipment; research methods and techniques; a good working knowledge of SCADA systems, including programs and communication equipment. Ability to: Plan, organize, direct, assign, coordinate and inspect work performed in the construction, maintenance and repair of water work facilities, including mechanical, electrical, electronic equipment; review, analyze and interpret plans and designs prepared by engineers and contractors and recommend changes to meet operational and functional requirements; read and interpret plans and specifications; give and follow oral and written instructions; prepare and justify budget estimates; develop and maintain effective relationships with others; coordinate and conduct training classes. PART I CHIEF OF WATER OPERATIONS 3 15A2185 This is an amendment to the specification for the class CHIEF OF WATER OPERATIONS which was approved on October 22, 1986, amended on April 8, 2010, and November 11, 2013, and is to be substituted for that specification. PART II 15A2185 Minimum Qualification Specifications for the Class: EM-05, BU-13X Training and Experience: A combination of education and experience substantially equivalent to graduation from an accredited college or university with baccalaureate degree in business administration, public administration, engineering or a related field; and • four (4) years of administrative or professional experience in major water works, public works or field operations functions which included the repair, construction, maintenance and installation of mechanical, electrical, electronics and telemetric equipment, pipelines and pumping or industrial plant machinery and equipment; and • two (2) years of supervisory work experience Qualifying Supervisory Work Experience: Work experience which included planning, directing, assigning and reviewing the work of others; advising subordinates on difficult program areas; timing and scheduling subordinate work; and training and developing new employees. Substitutions Allowed: The following may be substituted for education: General professional work experience or education credits can be substituted for up to two (2) years of the Bachelor’s degree such as: A. Full time progressively responsible professional, technical, or substantive work experience demonstrating the scope, level, and quality of work comparable to a curriculum leading to an associate’s, bachelor’s, or master’s degree. B. Successful completion of semester credits in a curriculum leading to a degree or diploma at an accredited community college, trades school, college, or university (15 semester credits = 6 months). Specialized professional work experience in business administration, public administration, engineering, or a related field or education credits in business administration, public administration or a related field can be substituted for up to four (4) years of the bachelor’s degree such as: PART II CHIEF OF WATER OPERATIONS 5 15A2185 A. Full time progressively responsible professional, technical, or substantive work experience demonstrating the scope, level, and quality of work comparable to a curriculum leading to an associate’s, bachelor’s, or master’s degree. B. Successful completion of semester credits specific to business administration, public administration, engineering, or a related field leading to a degree or diploma from an accredited community college, trades school, college, or university (15 semester credits = 6 months). A master’s degree or PhD in business administration, public administration, engineering, or a related field may be substituted for the education requirement. The following may be substituted for experience: A. Successful completion of semester credits specific in business administration, public administration, engineering, or a related field leading towards a Bachelor’s degree from an accredited college or university, may be substituted for up to two (2) years of experience. (15 semester credits = 6 months). B. A Master’s degree in business administration, public administration, engineering, or a related field from an accredited college or university may be substituted for one (1) year of experience. C. A Doctorate’s degree in business administration, public administration, engineering, or a related field from an accredited college or university may be substituted for one (1) year of experience. If a degree is used to substitute for the education requirement, it may not be used again towards the experience requirement. If work experience is used to substitute for education, it may not be used again to meet the experience requirement. If the applicant holds more than one degree, transcripts must be provided, and a thorough review will be conducted by the human resources staff in order for more than one degree to be credited towards the minimum qualification requirements. Additional degrees can be considered if obtained independently through mutually exclusive classes from another degree being considered. Substitutions will be used to the advantage of the applicant. Quality of Experience: Possession of the required number of years of experience will not in itself be accepted as proof of qualification for a position. The applicant's overall experience must have been of such scope and level of responsibility as to conclusively demonstrate that they have the ability to perform the duties of the position for which they are being considered. License Requirement: Possession of a valid motor vehicle operator’s license (Hawaii type 3 or equivalent) and any other appropriate licenses or certificates as required of the position. PART II CHIEF OF WATER OPERATIONS 6 15A2185 Selective Certification: Specialized knowledge, skills and abilities may be required to perform the duties of some positions. For such positions, Selective Certification Requirements may be established, and certification may be restricted to eligibles who possess the pertinent experience and/or training required to perform the duties of the position. Departments/Agencies requesting Selective Certification must show the connection between the kind of training and/or experience on which they wish to base selective certification and the duties of the position to be filled. Tests: Applicants may be required to qualify on an appropriate examination. Health and Physical Condition Requirements: Persons seeking appointment to positions in this class must meet the health and physical condition standards deemed necessary and proper to perform the essential functions of the position with or without reasonable accommodations.
