HomeMy WebLinkAbout8.978 SOLID WASTE WORKING SUPERVISOR 20260319.pdfPART I 8.978 Class Specifications for the Class: WS-10, BU-01 Duties Summary: Supervises and participates in the construction, operation, and maintenance of refuse transfer stations and/or collection activities; and performs other related duties as required. Distinguishing Characteristics: Positions in this class are responsible for supervising and participating in the construction, operation, and maintenance of refuse transfer stations and/or collection activities. Examples of Duties: (The following are examples of duties and are not necessarily descriptive of any one position in this class. The omission of specific duties statements does not preclude management from assigning such duties if such duties are a logical assignment for the position). • Supervises, coordinates, and participates in the construction, operation and maintenance of refuse transfer stations and/or collection activities, or related activities, including projects such as green waste processing; • Assists in the preparation of necessary tools and equipment, labor, and materials; • Executes operational plan to suit physical conditions of site and sanitation and ecological requirements, considering relative elements such as types of refuse, compaction procedures, traffic patterns; • Oversees equipment operation activities and advises operator to loading and hauling techniques, such as with the front-end loader, and equipment capabilities and limitations; • Assists in manually removing overload or clearing jams from tubs; • Assists in changing hammer blades as requires; • Prepare work schedules and work assignments, and determine assignments due to absences and operational emergencies; PART I SOLID WASTE WORKING SUPERVISOR 2 8.978 • Recommend approval or disapproval of leaves, and prepare time sheets and operational reports; • Coordinates and schedules training for equipment operators; • Handles complaints and unusual problems; • Explains policies and pertinent provisions of the refuse ordinance to the public • Enforces and may establish safety rules and solid waste regulations; • May assess and evaluate types of refuse and waste to identify contaminants for sorting prior to processing; • Takes security precautions to safeguard facilities/equipment; • Supervises the use of, and monitors and schedules required maintenance and repair of equipment at the site; • Supervises and participates in the maintenance of grounds at the worksite; • Operates heavy equipment including loader, dump truck, heavy truck-tractor and trailer and other motorized equipment as required; may maintain log of operations, and prepare reports as requested; and • Performs other related duties as required. Knowledge of: Principles and practices of supervision; the functions, capacities, and methods of operating motorized equipment representative of the highest class supervised; general construction and maintenance practices as they relate to operation of heavy motorized equipment; laws, ordinances, rules, and regulations governing the operation of motor vehicles on streets and highways; occupational hazards and safety principles involved in the work. Ability to: Plan, supervise and coordinate the work of others; skillfully and safely operate and maintain heavy motorized equipment representative of the highest class supervised; recognize mechanical and operational defects in heavy motorized equipment; understand and observe traffic laws and rules; understand and follow oral and written instructions; perform heavy lifting, moving, and carrying; maintain records and prepare reports of work activities; encourage safety practices and enforce safety rules; maintain good working relationships among workers; deal tactfully and effectively with the public. PART I SOLID WASTE WORKING SUPERVISOR 3 8.978 This is an amendment to the specification for the class, , which was approved on August 7, 1995, amended on January 21, 2022, and April 4, 2023, and is to be substituted for that specification. PART II 8.978 Minimum Qualification Specifications for the Class: WS-10, BU-01 Training and Experience: A combination of education and experience substantially equivalent to graduation from high school; and • four and one half (4 ½) years of work experience in manual and semi-skilled work involved in refuse transfer station or refuse collection activities, including the operation of equipment applicable to positions in this class or certification by a county trainer of the ability to satisfactorily operate equipment applicable to positions in this class. • Applicants will be required to demonstrate such competency by satisfactorily passing a performance examination. Substitutions Allowed: The following may be substituted for education: A. Four (4) years of full-time general work experience may be substituted for a high school diploma. B. Successful completion of semester credits leading towards a degree or diploma from an accredited community college, college or university, trades school, etc., may be substituted up to four (4) years of the education requirement (15 semester credits = 6 months). C. An Associate’s, Bachelor’s, Master’s or PhD degree from an accredited community college, college or university, trades school, etc., may be substituted for the education requirement. If a degree is used to substitute for the education requirement, it may not be used again towards the experience requirement. If work experience is used to substitute for education, it may not be used again to meet the experience requirement. If the applicant holds more than one degree, transcripts must be provided, and a thorough review will be conducted by the DHR staff in order for more than one degree to be credited towards the minimum qualification requirements. Additional degrees can be considered if obtained independently through mutually exclusive classes from another degree being considered. Substitutions will be used to the advantage of the applicant. PART II SOLID WASTE WORKING SUPERVISOR 2 8.978 Quality of Experience: Possession of the required number of years of experience will not in itself be accepted as proof of qualification for a position. The applicant's overall experience must have been of such scope and level of responsibility as to conclusively demonstrate that he/she has the ability to perform the duties of the position for which he/she is being considered. License Requirement: Possession of a current appropriate Commercial Driver License with applicable endorsement(s), a current DOT Medical Examiner’s Certificate, and any other appropriate licenses or certificates as required of the position. Selective Certification: Specialized knowledge, skills and abilities may be required to perform the duties of some positions. For such positions, Selective Certification Requirements may be established, and certification may be restricted to eligibles who possess the pertinent experience and/or training required to perform the duties of the position. Agencies requesting Selective Certification must show the connection between the kind of training and/or experience on which they wish to base selective certification and the duties of the position to be filled. Tests: Applicants may be required to qualify on an appropriate examination. Health and Physical Condition Requirements: Persons seeking appointment to positions in this class must meet the health and physical condition standards deemed necessary and proper to perform the essential functions of the position with or without reasonable accommodations.
