Class Specifications for the Class:
SR-22, BU-13
Duties Summary:
Directs, coordinates, and exercises functional authority for planning, organizing, and
overseeing technology-related contracts involving software, hardware, electronic systems,
licensing agreements, maintenance services, and professional services; and performs other
related duties as required.
Distinguishing Characteristics:
Positions in this class are responsible for coordinating and review of technology-
related contracts that support countywide operations, ensuring procurement and contract
activities progress from concept through implementation, and monitoring compliance with
applicable procurement requirements, licensing terms, and operational needs, including
enterprise systems, software subscriptions, hardware acquisitions, telecommunications
services, and related technology procurements.
Examples of Duties: (The following are examples of duties and are not necessarily
descriptive of any one position in this class. The omission of specific duties statements does
not preclude management from assigning such duties if such duties are a logical
assignment for the position).
• Researches, studies, and plans technology procurement requirements, including
applicable Federal, State, and County procurement regulations, to determine
procedures for implementation;
• Determines scope of work and develops procurement methodology and evaluation
criteria for goods and services, professional services, software, hardware,
telecommunications, and related technology contracts;
• Confers with IT staff, department representatives, vendors, and system owners to
review requirements and provide technical procurement guidance;
• Prepares specifications, scopes of work, and contract documents for technology-
related procurements, ensuring compliance with County codes, laws, ordinances,
policies, and other applicable regulations;
• Participates in the preparation, review, and administration of contracts and
agreements, including software/service contracts, licensing agreements, end-user

license agreements (EULAs), terms of service (ToS), and service level agreements
(SLAs);
• Monitors and tracks expenditures within prescribed budgets through review of
contract usage, renewals, and procurement actions;
• Evaluates and recommends approval of contract amendments, renewals, change
requests, and modifications to service agreements and licensing terms;
• Reviews and processes contractual commitments, specifications, and procurement
documents from concept through contract completion;
• Coordinates implementation and ongoing service delivery between vendors and
County departments, IT staff, and other stakeholders;
• Maintains and updates systems for tracking contracts, agreements, approvals,
renewals, and compliance requirements, and prepares related reports and
summaries;
• Provides guidance to departments on established procedures for technology
procurement, software licensing requirements, and contract processing;
• Assists in monitoring vendor performance and service delivery and identifying issues
related to contract compliance;
• May conduct site visits or system reviews to assess vendor performance and service
delivery;
• Prepares status reports, contract summaries, and procurement documentation to
ensure proper contract management and oversight;
• May assist in developing or reviewing technology-related agreements such as
software licenses, enterprise subscriptions, maintenance agreements, and cloud
service contracts;
• Performs other related duties as required.
Knowledge of:
Principles and practices relating to the development of contracts; Federal, State, and
County procurement laws affecting technology acquisitions; contract administration
principles involving software, licensing, maintenance, and professional services; enterprise
technology procurement practices; vendor management and contract negotiation principles;

County procurement procedures; research methods and techniques; report writing; public
relations.
Ability to:
Interpret, evaluate, and explain laws, ordinances, rules and regulations, policies;
analyze complex technology contracts; make sound decisions; evaluate procurement
alternatives; interpret licensing and contractual provisions; communicate effectively with
technical staff, departments, vendors, and management; deal tactfully with others; prepare
clear and concise reports.

Minimum Qualification Specifications
for the Class:
SR-22, BU-13
Training & Experience:
A combination of education and experience substantially equivalent to graduation
from an accredited college or university with a baccalaureate degree, and
• three (3) years of professional work experience in contract development, contract
processing, contract administration, or procurement management, which included
experience involving information technology contracts, enterprise systems, software
licensing, or technology procurement.
Substitutions Allowed:
The following may be substituted for education:
General professional work experience or education credits can be substituted for up to four
(4) years of the Bachelor’s degree such as:
A. Full-time progressively responsible professional or technical work experience
demonstrating the scope, level, and quality of work comparable to a curriculum
leading to an Associate’s, Bachelor's, or Master’s degree.
B. Successful completion of semester credits in a curriculum leading to a degree or
diploma at an accredited community college, trades school, college, or university (15
semester credits = 6 months of experience).
A Master’s or PhD degree may be substituted for the education requirement.
The following may be substituted for experience:
A. Successful completion of semester credits specific to information technology,
computer science, accounting, finance, or a related field leading towards a
Bachelor’s, Master’s, or PhD degree from an accredited college or university, may be
substituted for up to two (2) years of the specialized work experience requirement
(15 semester credits = 6 months).
B. A Master’s degree in information technology, computer science, accounting, finance,
or a related field from an accredited college or university may be substituted for one
(1) year of the specialized work experience requirement.

C. A Doctorate’s degree in information technology, computer science, accounting,
finance, or a related field from an accredited college or university may be substituted
for one (1) year of the specialized work experience requirement.
If a degree is used to substitute for the education requirement, it may not be used
again towards the experience requirement. If work experience is used to substitute for
education, it may not be used again to meet the experience requirement. If the applicant
holds more than one degree, transcripts must be provided, and a thorough review will be
conducted by the DHR staff in order for more than one degree to be credited towards the
minimum qualification requirements. Additional degrees can be considered if obtained
independently through mutually exclusive classes from another degree being considered.
Substitutions will be used to the advantage of the applicant.
Quality of Experience:
Possession of the required number of years of experience will not in itself be
accepted as proof of qualification for a position. The applicant's overall experience must
have been of such scope and level of responsibility as to conclusively demonstrate that
he/she has the ability to perform the duties of the position for which he/she is being
considered.
License Requirement:
Possession of the appropriate licenses or certificates as required of the position.
Selective Certification:
Specialized knowledge, skills and abilities may be required to perform the duties of
some positions. For such positions, Selective Certification Requirements may be established
and certification may be restricted to eligibles who possess the pertinent experience and/or
training required to perform the duties of the position.
Agencies requesting Selective Certification must show the connection between the
kind of training and/or experience on which they wish to base selective certification and the
duties of the position to be filled.
Test:
Applicants may be required to qualify on an appropriate examination.
Health and Physical Condition Requirements:
Persons seeking appointment to positions in this class must meet the health and
physical condition standards deemed necessary and proper to perform the essential
functions of the position with or without reasonable accommodations.
