Class Specifications for the Class:
SR-24, BU-13
Duties Summary:
Plans, conducts, oversees, and independently manages the preparation, review,
processing, procurement, and administration of countywide information technology
contracts, including enterprise systems, software licensing, hardware acquisitions,
telecommunications services, cybersecurity tools, and related technology services; ensures
legal, fiscal, and procurement compliance; performs responsible staff work in the
management of complex technology contracts; coordinates assigned activities and projects
across County departments; and performs other related duties as required.
Distinguishing Characteristics:
Positions in this class are responsible for independently planning, coordinating and
overseeing and managing complex, countywide information technology contracts involving
enterprise systems and services that support multiple departments and County operations;
provides countywide guidance on technology procurement, licensing, and contract
administration and may represent the department in discussions with internal and external
stakeholders; serves as the primary authority for technology-related contract development
and administration, including enterprise software licensing, cloud services, cybersecurity
systems, telecommunications services, and other mission-critical technology solutions.
Examples of Duties: (The following are examples of duties and are not necessarily
descriptive of any one position in this class. The omission of specific duties statements does
not preclude management from assigning such duties if such duties are a logical
assignment for the position).
• Plans, coordinates, and independently manages procurement and contract activities
for countywide information technology systems and services, including enterprise
software, licensing agreements, hardware procurement, telecommunications
services, cybersecurity tools, and cloud-based services;
• Determines procurement strategy, scope of work, and evaluation criteria for complex,
countywide technology contracts involving multiple departments and enterprise
platforms;
• Plans, negotiates, and administers contracts and agreements, including
software/service contracts, licensing agreements, end-user license agreements
(EULAs), terms of service (ToS), and service level agreements (SLAs), ensuring
protection of County fiscal and operational interests;

• Confers with IT leadership, departmental representatives, vendors, Purchasing staff,
and legal counsel to define requirements, resolve procurement and contractual
issues, and ensure compliance with legal and regulatory requirements;
• Prepares, reviews, and finalizes specifications, scopes of work, solicitation
documents, contracts, licensing agreements, and related procurement documents,
ensuring compliance with applicable Federal, State, and County laws, rules,
regulations, policies, and procedures;
• Evaluates, negotiates, and recommends approval of contract modifications,
amendments, renewals, pricing adjustments, and change requests affecting
enterprise technology services;
• Reviews and processes contractual commitments from initial procurement planning
through execution, implementation, monitoring, and closeout;
• Monitors contract expenditures, usage, invoices, and payment histories; verifies
accuracy and compliance with contract terms; analyzes budget impacts and
recommends cost control measures;
• Coordinates implementation and vendor performance across County departments to
ensure continuity, reliability, and effectiveness of enterprise technology systems and
services;
• Provides countywide guidance to departments on technology procurement
requirements, software licensing, agreement approvals, and contract administration
processes;
• Develops, implements, and maintains systems for tracking contracts, agreements,
approvals, renewals, and compliance requirements, and prepares reports,
dashboards, and summaries for management;
• Serves as the primary resource for interpretation of technology procurement
requirements, contract provisions, and vendor obligations;
• Conducts cost and pricing analysis for complex technology procurements and vendor
proposals, and recommends procurement actions based on findings;
• Makes independent decisions on complex procurement and contract matters
requiring immediate judgment within established policies and legal frameworks;
• Represents the department in meetings, briefings, and interdepartmental
workgroups on procurement and contract matters, and prepares reports, summaries,
and responses for management, auditors, and other stakeholders;

• Develops and recommends policies, procedures, templates, and workflows related to
technology procurement, contract administration, and licensing practices; may
provide training to staff;
• May coordinate administrative activities related to assigned program areas, including
travel arrangements and related documentation, ensuring compliance with
applicable policies and procedures;
• May conduct site visits or system performance reviews to evaluate vendor service
delivery and compliance with contract requirements;
• Prepares status reports, executive summaries, procurement documentation, and
recommendations regarding contract performance, risks, and procurement strategy;
• Performs other related duties as required.
Knowledge of:
Applicable Federal, State, and County laws, rules, and regulations governing public
procurement and contracting; principles and practices of contract development, negotiation,
and administration; technology procurement practices, including software licensing, cloud
services, SaaS agreements, hardware acquisition, and telecommunications contracts;
contract provisions commonly found in licensing agreements, service agreements, and
maintenance contracts; vendor management and performance monitoring techniques; cost
and pricing analysis methods for service and technology contracts; research methods and
evaluative techniques; report writing; and public relations.
Ability to:
Understand, interpret, evaluate, and apply laws, ordinances, rules, regulations,
policies, and procedures; analyze and manage complex, multi-departmental technology
contracts; make sound, independent decisions on procurement and contract matters;
evaluate vendor proposals, pricing structures, and contractual terms; develop clear and
comprehensive specifications, contracts, and reports; communicate effectively orally and in
writing; identify problems, assess risks, and develop practical and timely solutions;
coordinate complex, countywide technology initiatives and vendor relationships.

Minimum Qualification Specifications
for the Class:
SR-24, BU-13
Training & Experience:
A combination of education and experience substantially equivalent to graduation
from an accredited college or university with a baccalaureate degree, and
• four (4) years of professional work experience in contract development, contract
processing, contract administration, or procurement management, which included
experience involving information technology contracts, enterprise systems, software
licensing, or technology procurement.
Substitutions Allowed:
The following may be substituted for education:
General professional work experience or education credits can be substituted for up to four
(4) years of the Bachelor’s degree such as:
A. Full-time progressively responsible professional, or technical work experience
demonstrating the scope, level, and quality of work comparable to a curriculum
leading to an Associate’s, Bachelor's, or Master’s degree.
B. Successful completion of semester credits in a curriculum leading to a degree or
diploma at an accredited community college, trades school, college, or university (15
semester credits = 6 months of experience).
A Master’s or PhD degree may be substituted for the education requirement.
The following may be substituted for experience:
A. Successful completion of semester credits specific to information technology,
computer science, accounting, finance, or a related field leading towards a
Bachelor’s, Master’s, or PhD degree from an accredited college or university, may be
substituted for up to two (2) years of the specialized work experience requirement
(15 semester credits = 6 months).
B. A Master’s degree in information technology, computer science, accounting, finance,
or a related field from an accredited college or university may be substituted for one
(1) year of the specialized work experience requirement.

C. A Doctorate’s degree in information technology, computer science, accounting,
finance, or a related field from an accredited college or university may be substituted
for one (1) year of the specialized work experience requirement.
If a degree is used to substitute for the education requirement, it may not be used
again towards the experience requirement. If work experience is used to substitute for
education, it may not be used again to meet the experience requirement. If the applicant
holds more than one degree, transcripts must be provided, and a thorough review will be
conducted by the DHR staff in order for more than one degree to be credited towards the
minimum qualification requirements. Additional degrees can be considered if obtained
independently through mutually exclusive classes from another degree being considered.
Substitutions will be used to the advantage of the applicant.
Quality of Experience:
Possession of the required number of years of experience will not in itself be
accepted as proof of qualification for a position. The applicant's overall experience must
have been of such scope and level of responsibility as to conclusively demonstrate that
he/she has the ability to perform the duties of the position for which he/she is being
considered.
License Requirement:
Possession of the appropriate licenses or certificates as required of the position.
Selective Certification:
Specialized knowledge, skills and abilities may be required to perform the duties of
some positions. For such positions, Selective Certification Requirements may be established
and certification may be restricted to eligibles who possess the pertinent experience and/or
training required to perform the duties of the position.
Agencies requesting Selective Certification must show the connection between the
kind of training and/or experience on which they wish to base selective certification and the
duties of the position to be filled.
Test:
Applicants may be required to qualify on an appropriate examination.
Health and Physical Condition Requirements:
Persons seeking appointment to positions in this class must meet the health and
physical condition standards deemed necessary and proper to perform the essential
functions of the position with or without reasonable accommodations.
