HomeMy WebLinkAbout2.306 Wastewater Program Manager 20260616PART I 2.306 Class Specifications for the Class: SR-28, BU-13 Duties Summary Plans, directs, and oversees a major wastewater program or functional area involving multiple wastewater programs, billing operations, and projects, and supervises staff engaged in billing, program and project operations. Ensures projects and program activities are completed within established schedules, budgets, and applicable standards and requirements. Exercises independent judgment in coordinating and managing program, billing, and project activities. Performs other related duties as required. Distinguishing Characteristics Positions in this class are responsible for managing multiple complex wastewater projects, including oversight of billing operations, ensuring activities remain on track, on schedule, and within budget while meeting all applicable standards and requirements. The work requires independent judgment in evaluating, selecting, and significantly adapting or modifying standard techniques, procedures, and criteria. Examples of Duties: (The following are examples of duties and are not necessarily descriptive of any one position in this class. The omission of specific duties statements does not preclude management from assigning such duties if such duties are a logical assignment for the position). • Directs and coordinates the planning, development, and management of wastewater projects, programs, studies, and services, and billing operations within a major program or functional segment, including establishing long-range goals, objectives, and timelines; • Oversee contracts, specifications, change orders, and contractor payments, billing activities, and contractor and customer account reconciliation, and manage project budgets, schedules, procurement activities, and consultant contracts, including review of deliverables, invoices, and progress reports; • Supervises and directs staff and work programs by planning, organizing, assigning, and evaluating work to ensure effective implementation of program initiatives, billing functions, and project activities; • Coordinates project team activities and meetings, facilitates communication, and serves as a primary liaison and consultant in the planning and implementation of major initiatives; PART I WASTEWATER PROGRAM MANAGER 2 2.306 • Oversee inspections and field reviews associated to programs or projects, recommend acceptance of completed work, and ensure compliance with applicable laws, regulations, codes, permits, policies, and standards; • Directs the preparation of reports, billing records, and technical materials, and oversees the collection, analysis, interpretation, and quality assurance of data to support planning studies, billing accuracy, and program decisions; • Ensures proper maintenance of program, project, and billing records, including case files and data systems, and prepares periodic and special reports for management; • Administers budgets, billing operations, contracts, and consultant work, and ensures compliance with applicable laws, regulations, policies, and standards; • Coordinates and oversees multiple concurrent programs, billing operations, and projects to ensure goals and objectives are achieved within established time frames, budgets, and funding parameters; • Establishes and maintains effective working relationships with internal and external stakeholders; and • Performs other related duties as assigned. Knowledge of: Principles and practices of program and project management; planning principles and practices as applied to assigned programs and projects; public administration, including supervision and organization; preparation of specifications, estimates, and contracts; budgeting, cost estimating, and wastewater billing operations, including fee administration and revenue processes; applicable laws, regulations, and policies; records retention requirements; and performance measurement and process improvement. Ability to: Work effectively in a high-stress environment and meet deadlines; plan, organize, direct, and coordinate programs and activities; manage workloads, schedules, and risks; develop and revise policies and procedures; conduct feasibility and cost studies; interpret and apply laws, rules, regulations, and policies; analyze information and make sound decisions; prepare and manage contracts, proposals, budgets, and schedules; use project management systems; maintain filing and tracking systems; prepare clear reports; and establish and maintain effective working relationships. PART I WASTEWATER PROGRAM MANAGER 3 2.306 This is the first specification for the class, . June 16, 2026 PART II 2.306 Minimum Qualification Specifications for the Class: SR-28, BU-13 Training & Experience: A combination of education and experience substantially equivalent to graduation from an accredited college or university with a baccalaureate degree in engineering, management, public administration, business administration or related field, and • four (4) years of specialized experience, and • two (2) years of supervisory experience. Qualifying Specialized Work Experience: Professional experience managing programs or projects, including setting goals, scope, timelines, and budgets; leading teams; overseeing contracts and resources; tracking progress to meet deadlines and budgets; documenting results; and measuring performance. Qualifying Supervisory Work Experience: Work experience which includes planning, directing, assigning, and reviewing the work of others; advising subordinates on difficult program areas; timing and scheduling subordinate work; and training and developing new employees. Substitutions Allowed: The following may be substituted for education: General professional work experience or education credits can be substituted for up to two (2) years of the Bachelor’s degree such as: A. Full-time progressively responsible professional, technical, or substantive work experience demonstrating the scope, level, and quality of work comparable to a curriculum leading to an Associate’s, Bachelor’s, or Master’s degree. B. Successful completion of semester credits in a curriculum leading to a degree or diploma at an accredited community college, trades school, college, or university (15 semester credits = 6 months). Specialized professional work experience in engineering, management, public administration, business administration or related field or education credits in engineering, PART II WASTEWATER PROGRAM MANAGER 2 2.306 management, public administration, business administration or related field can be substituted for up to four (4) years of the bachelor’s degree such as: A. Full-time progressively responsible professional, technical, or substantive work experience demonstrating the scope, level, and quality of work comparable to a curriculum leading to an Associate’s, Bachelor’s, or Master’s degree. B. Successful completion of semester credits specific to engineering, management, public administration, business administration or related field leading to a degree or diploma from an accredited community college, trades school, college, or university (15 semester credits = 6 months). A Master’s or PhD degree in engineering, management, public administration, business administration or related field may be substituted for the education requirement. The following may be substituted for experience: A. Successful completion of semester credits specific in engineering, management, public administration, business administration or related field leading towards a Bachelor’s, Master’s, or PhD degree from an accredited college or university, may be substituted for up to two (2) years of the specialized work experience requirement (15 semester credits = 6 months). B. A Master’s degree in engineering, management, public administration, business administration or related field from an accredited college or university may be substituted for one (1) year of the specialized work experience requirement. C. A Doctorate’s degree in engineering, management, public administration, business administration or related field from an accredited college or university may be substituted for one (1) year of the specialized work experience requirement. If a degree is used to substitute for the education requirement, it may not be used again towards the experience requirement. If work experience is used to substitute for education, it may not be used again to meet the experience requirement. If the applicant holds more than one degree, transcripts must be provided, and a thorough review will be conducted by the DHR staff in order for more than one degree to be credited towards the minimum qualification requirements. Additional degrees can be considered if obtained independently through mutually exclusive classes from another degree being considered. Substitutions will be used to the advantage of the applicant. Quality of Experience: Possession of the required number of years of experience will not in itself be accepted as proof of qualification for a position. The applicant's overall experience must have been of such scope and level of responsibility as to conclusively demonstrate that PART II WASTEWATER PROGRAM MANAGER 3 2.306 he/she has the ability to perform the duties of the position for which he/she is being considered. License Requirement: Possession of a valid motor vehicle operator’s license (Hawaii type 3 or equivalent) and appropriate licenses or certificates as required of the position. Selective Certification: Specialized knowledge, skills and abilities may be required to perform the duties of some positions. For such positions, Selective Certification Requirements may be established, and certification may be restricted to eligibles who possess the pertinent experience and/or training required to perform the duties of the position. Agencies requesting Selective Certification must show the connection between the kind of training and/or experience on which they wish to base selective certification and the duties of the position to be filled. Tests: Applicants may be required to qualify on an appropriate examination.
