Class Specifications for the Class:
SR-22, BU-04
Duties Summary:
Plans, supervises, coordinates, and directs the activities of either the Division of
Motor Vehicle (DMV) Customer Service and satellite offices, or the Motor Vehicle Licensing
and Regulatory programs. Develops and implements policies, procedures, and workflow
systems to ensure compliance with applicable laws, regulations, and operational standards.
Serves as a technical expert and advisor to the Motor Vehicle Registration & Licensing
Administrator on DMV matters; and performs other related duties as required.
Distinguishing Characteristics:
This class is distinguished by its responsibility to plan, supervise, coordinate, and
oversee the activities of DMV customer services and satellite offices or licensing and
regulatory programs at the DMV throughout the County of Kauai.
Examples of Duties: (The following are examples of duties and are not necessarily
descriptive of any one position in this class. The omission of specific duties statements does
not preclude management from assigning such duties if such duties are a logical
assignment for the position).
Customer Service and Satellite Offices
• Plans, organizes, staffs, directs, and coordinates all activities of the DMV customer
service program, including the front office, back office, and satellite offices to ensure
consistent and efficient operations; establishes work schedules, approves leave,
reviews timesheets, and provides guidance on customer service procedures,
transaction processing, records management, communication, and compliance with
applicable laws, rules, regulations, and policies.
• Prepares the program budget by projecting annual needs, tracks performance
measures and prepares reports, evaluates operations, takes corrective action, and
provides training.;
• Develops, implements, and constantly reviews and revises policies and procedures to
ensure proper administration of statutes relating to the registration of motor vehicles
and licensing, issuance of initial, renewal, and duplicate drivers and related licenses
and permits, and County business, and bicycle licenses; and processes motor vehicle

accident and traffic conviction cases in compliance with provisions of the Motor
Vehicle Responsibility Act;
• Ensures accurate and timely communication between and among all supervised
units, management, all customers, and the general public regarding information
relevant to the program;
• Identifies needs and provides training to staff;
• Conducts investigations of complaints and concerns as necessary, recommends
disciplinary and other personnel actions as appropriate;
• Ensures adequate coverage at all offices and conducts performance evaluations of
subordinates and maintains related records;
• Serves as contact person for problematic customer transactions and conducts
investigations, produces reports, and provides recommendations;
• May testify in court and at hearings on motor vehicle ownership and licensing
matters;
• Keeps abreast of motor vehicle registration and licensing laws and practices, so as to
be able to disseminate proper information to subordinates and to the general public;
• Contacts customers, provides information and explanations, and reviews rules and
regulations; and
• Performs other duties as assigned.
Motor Vehicle Licensing and Regulatory Programs
• Plans, organizes, staffs, directs, and coordinates Division of Motor Vehicle (DMV)
licensing and regulatory programs, including driver licensing, commercial driver
licensing (CDL), State of Hawaiʻi Periodic Motor Vehicle Inspection (PMVI), financial
responsibility, taxi cab licensing and inspection, State identification cards, disabled
person parking placards, and related administrative functions;
• Develops, recommends, and implements, policies, procedures, operational
standards, and program objectives to ensure compliance with federal, state, and
county laws, regulations, and departmental requirements;
• Plans, assigns, supervises, trains, and evaluates staff engaged in driver licensing and
regulatory activities; establishes work schedules, approves leave, reviews
timesheets, and provides guidance on licensing procedures, customer service, report
preparation, and regulatory compliance;

• Manages the administration of written, oral, and road examinations for driver license
applicants; establishes testing procedures, selects and updates examination
materials, designates road test routes, and modifies testing methods to reflect
changes in traffic conditions, roadway configurations, and applicable laws and
regulations;
• Implements and enforces laws, ordinances, rules, and regulations governing driver
licensing, financial responsibility, motor vehicle inspections, taxicab operations,
identification cards, and disabled person parking placards;
• Reviews and resolves complex licensing matters, including inquiries, complaints,
appeals, questionable credentials, medical referrals, and other cases affecting an
individual's eligibility for licensing privileges; authorizes the suspension, revocation,
cancellation, restoration, or reinstatement of driver’s licenses and permits in
accordance with applicable laws and regulations;
• Responsible for the taxicab licensing and inspection activities, including driver
examinations, vehicle certifications, and compliance monitoring;
• Reviews, approves, and maintains licensing records, reports, correspondence, and
other program documentation; prepares statistical and management reports and
ensures the accuracy and integrity of program records;
• Prepares program budget by projecting annual needs; monitors expenditures, tracks
performance measures, evaluates program effectiveness, implements corrective
actions, and recommends operational improvements to enhance service delivery and
regulatory compliance;
• May represents the department in administrative hearings, legal proceedings, and
court actions; prepares documentation, and provides expert testimony; and
• Performs other duties as assigned.
Knowledge of:
Principles and practices of supervision; Federal, State, and County laws, ordinances,
rules, regulations, policies, and procedures related to driver licensing, commercial driver
licensing, motor vehicle registration and titling, financial responsibility, motor vehicle
inspections, taxicab operations, traffic safety, identification cards, and disabled person
parking placards; driver license testing methods and procedures; legal documents used to
establish identity, eligibility, ownership, and financial responsibility; investigative and
reference sources; report writing and court procedures; office practices and procedures;
motor vehicle safety practices; and the use of personal computers and standard office
equipment.

Ability to:
Plan, coordinate, train, and supervise the work of staff; direct and oversee the
operations and activities of a licensing, regulatory, and customer service program;
understand, interpret, and apply pertinent laws, ordinances, rules, regulations, policies, and
procedures; prepare reports and correspondence; communicate effectively orally and in
writing; deal tactfully and effectively with employees, government agencies, and the public;
and operate a personal computer and standard office software applications.

February 22, 2022, amended on October 10, 2024, and is substituted for that specification.

Minimum Qualification Specifications
for the Class:
SR-22, BU-04
Training & Experience:
A combination of education and experience substantially equivalent to graduation
from high school, and
• four and one-half (4 ½) years of specialized work experience; and
• two (2) years of supervisory work experience.
Qualifying Specialized Work Experience:
Work experience involving one or a combination of the following:
o motor vehicle registration, regulatory drivers licensing or similar activities; or
o motor vehicle inspection and/or motor vehicle driver licensing program.
Qualifying Supervisory Work Experience:
Work experience which includes planning, directing, assigning, and reviewing the
work of others; advising subordinates on difficult program areas; timing and scheduling
subordinate work; and training and developing new employees.
Substitutions Allowed:
The following may be substituted for education:
A. Four (4) years of full-time general work experience may be substituted for a high
school diploma.
B. Successful completion of semester credits leading towards a degree or diploma from
an accredited community college, college or university, trades school, etc., may be
substituted up to four (4) years of the education requirement (15 semester credits =
6 months).
C. An Associate’s, Bachelor’s, Master’s or PhD degree from an accredited community
college, college or university, trades school, etc., may be substituted for the
education requirement.
If a degree is used to substitute for the education requirement, it may not be used
again towards the experience requirement. If work experience is used to substitute for
education, it may not be used again to meet the experience requirement. If the applicant
holds more than one degree, transcripts must be provided, and a thorough review will be

conducted by the DHR staff in order for more than one degree to be credited towards the
minimum qualification requirements. Additional degrees can be considered if obtained
independently through mutually exclusive classes from another degree being considered.
Substitutions will be used to the advantage of the applicant.
Quality of Experience:
Possession of the required number of years of experience will not in itself be
accepted as proof of qualification for a position. The applicant's overall experience must
have been of such scope and level of responsibility as to conclusively demonstrate that
he/she has the ability to perform the duties of the position for which he/she is being
considered.
License Requirement:
Possession of the appropriate licenses or certificates as required of the position.
Selective Certification:
Specialized knowledge, skills and abilities may be required to perform the duties of
some positions. For such positions, Selective Certification Requirements may be
established, and certification may be restricted to eligibles who possess the pertinent
experience and/or training required to perform the duties of the position.
Agencies requesting Selective Certification must show the connection between the
kind of training and/or experience on which they wish to base selective certification and the
duties of the position to be filled.
Tests:
Applicants may be required to qualify on an appropriate examination.
Health and Physical Condition Requirements:
Persons seeking appointment to positions in this class must meet the health and
physical condition standards deemed necessary and proper to perform the essential
functions of the position with or without reasonable accommodations.
