HomeMy WebLinkAbout6.286 SUPERVISING LICENSE EXAMINER AND INSPECTOR 20260706PART I 6.286 Class Specifications for the Class: SR-20, BU-04 Duties Summary: Supervises and coordinates the activities involved in the examination of applicants for motor vehicle driver's licenses, the inspection of common carriers and motor vehicle safety check stations, and may supervise Motor Vehicle Financial Responsibility Clerks responsible for administering and enforcing the provisions of the Motor Vehicle Safety Responsibility Act; enforces provisions of the Motor Vehicle Safety Responsibility Act; and performs other related duties as required. Distinguishing Characteristics: This class is distinguished by its responsibility to supervise and coordinate the daily activities concerning driver license examinations, common carrier and motor vehicle safety check station inspections, and the motor vehicle safety and financial responsibility program, and may also provide supervision over Motor Vehicle Financial Responsibility Clerks engaged in program support activities. Examples of Duties: (The following are examples of duties and are not necessarily descriptive of any one position in this class. The omission of specific duties statements does not preclude management from assigning such duties if such duties are a logical assignment for the position). • Plans, assigns and reviews work of subordinates engaged in the handling and testing of applicants for automobile, motor scooter, bus, truck, tractor, semi­trailer driver licenses; • Determines the set of written tests to use and establishes road test routes; makes changes according to road and traffic conditions; • Updates written tests in keeping with changes in laws, ordinances, rules, and regulations; • Enforces County ordinances and rules and regulations pertaining to taxi driver permits; conducts taxicab written and oral examinations; certifies taxi vehicles for the Director of Finance; • Instructs subordinates in office procedures, report preparation and methods of driver license examining; PART I SUPERVISING LICENSE EXAMINER AND 6.286 • Answers licensing inquiries, complaints, and appeals; • Handles driver license applicants with doubtful credentials or who are difficult to handle; • Suspends, revokes, and cancels driver licenses, including permits, for cause; • Prepares, reviews, and submits all medical problems that may impair their driving ability; • Prepares daily reports and checks for accuracy and for compliance with regulations; • Supervises and performs related duties as may be required by the Parking Placard for Persons with Disabilities program; • Prepares requisitions for new vehicle licensing; • Acts as witness and testifies in court as required; • Suspends and restores driver licenses and permits in accordance with the Motor Vehicle Financial Responsibility Law; • Prepares reports and correspondence on licensing activities; • Plans and schedules leave of absence; and prepares and submit time sheets; • May prepare and recommend budget requirements for section; • May supervise Motor Vehicle Financial Responsibility Clerks in the processing, maintenance, and enforcement of motor vehicle financial responsibility requirements, including insurance verification and related documentation; and • Performs other related duties as required. Knowledge of: Principles and practices of supervision; Federal, State, and local laws, rules and regulations, and ordinances pertaining to motor vehicle driver licensing, taxicabs, traffic safety and common carrier operations; sources of information and investigative reference; principles, practices, methods, and equipment utilized in the testing of applicants for driver license; occupational hazards and safety precautions involving motor vehicles and their operation; report writing; court procedures. PART I SUPERVISING LICENSE EXAMINER AND 6.286 Ability to: Plan, coordinate, train/retrain, and supervise the work of subordinates; prepare reports; give oral and written instructions; deal tactfully and effectively with other employees and the public; understand and apply provisions of pertinent laws, ordinances, rules, and regulations. This is an amendment to the specification for the class, which was approved on December 7, 1990, amended and re- instated on September 21, 2011, amended on May 29, 2024, and is to be substituted for that specification PART II 6.286 Minimum Qualification Specifications for the Class: SR-20; BU-04 Training and Experience: A combination of education and experience substantially equivalent to graduation from high school; and • Five and one half (5 ½) years of specialized work experience. Qualifying Specialized Work Experience: Work experience involving one or a combination of the following: o motor vehicle registration, regulatory drivers licensing or similar activities; or o motor vehicle inspection and/or motor vehicle driver licensing program; or o administration or enforcement of motor vehicle financial responsibility requirements (e.g., insurance verification, compliance monitoring, or related regulatory enforcement). Substitutions Allowed: The following may be substituted for education: A. Four (4) years of full-time general work experience may be substituted for a high school diploma. B. Successful completion of semester credits leading towards a degree or diploma from an accredited community college, college or university, trades school, etc., may be substituted up to four (4) years of the education requirement (15 semester credits = 6 months). C. An Associate’s, Bachelor’s, Master’s or PhD degree from an accredited community college, college or university, trades school, etc., may be substituted for the education requirement. If a degree is used to substitute for the education requirement, it may not be used again towards the experience requirement. If work experience is used to substitute for education, it may not be used again to meet the experience requirement. If the applicant holds more than one degree, transcripts must be provided, and a thorough review will be conducted by the human resources staff in order for more than one degree to be credited towards the minimum qualification requirements. Additional degrees can be considered if obtained independently through mutually exclusive classes from another degree being considered. Substitutions will be used to the advantage of the applicant. PART II SUPERVISING LICENSE EXAMINER AND 6.286 Special Requirement: Possession of a good driving record certified by a traffic abstract confirming no DUI convictions, license revocations, or suspensions for three (3) years preceding and no moving violations for one (1) year preceding, which must be presented at time of interview. Quality of Experience: Possession of the required number of years of experience will not in itself be accepted as proof of qualification for a position. The applicant's overall experience must have been of such scope and level of responsibility as to conclusively demonstrate that they have the ability to perform the duties of the position for which they are being considered. License Requirement: Possession of a valid motor vehicle operator’s license (Hawai‘i Type 3 or equivalent) and the appropriate licenses or certificates as required of the position. Selective Certification: Specialized knowledge, skills and abilities may be required to perform the duties of some positions. For such positions, Selective Certification Requirements may be established, and certification may be restricted to eligibles who possess the pertinent experience and/or training required to perform the duties of the position. Departments/Agencies requesting Selective Certification must show the connection between the kind of training and/or experience on which they wish to base selective certification and the duties of the position to be filled. Tests: Applicants may be required to qualify on an appropriate examination. Health and Physical Condition Requirements: Persons seeking appointment to positions in this class must meet the health and physical condition standards deemed necessary and proper to perform the essential functions of the position with or without reasonable accommodations.
